Lynch, Inc. recognizes non-friable asbestos roofing materials on the Old Navy Hanger. The plan is to remove the non friable roofing materials by manual removal methods. Only workers, who have the required 8 hour asbestos training,will remove the roofing materials These workman are required to wear a 1/2 mask respirator, which requires a medical evaluation and respiratory fit test. The workers have been trained on the proper fit and use of the respiratory equipment by a Hygienist. Check medical provides the medical for our workman and P. B. S. provides the Hygienist for the fit test. Notification of the removal of roofing materials is not required. I have enclosed the names of Lynches Asbestos Supervisor and Certifications of 8 hr. workman training. The immediate area will be cordoned off and the non friable roofing material will be lowered to a Container box with a forklift or crane truck. The asbestos containing waste will be placed in a Rabanco container box and transported to Rabanco's Tukwila facility. Disposable Tyvek Suit 2. Half Face Respirators with Disposable HEPA Cartridges 3. Rubber Boots 4 Work Gloves Initial air quality monitoring will be provided by the Asbestos Supervisor for a one day period , and test results will be given to us within 24hrs. If test results show no signs of a health hazard due to the removal of the non-friable asbestos roofing materials, our crewmen at their option may discontinue the use of the respiratory protection equipment. If the test results show signs of a health hazard due to friable asbestos over the allowable asbestos count of "0.01 Fcc" fibers per cubic centimeter over a thirty minute period then all removal work will cease and the owner will be notified. This method is applicable to manual removal of whole sections of siding and other CAR materials that can be separated from the substrate or attachments without breaking or cutting of the CAB material or with minimum breakage. If the CAB materials must be reduced in size to provide for manageable sections, other abatement methods such as cut and wrap must be used for the reduction process. 1. Establish the regulated area, we will regulate the work areas with banner tape and asbestos signs, 2. Certified Asbestos Workers will perform removal and disposal of CAB. 3. LSC will conduct initial air sampling per WAC 296-62-07709, Exposure Monitoring. Workers will use respiratory protection and protective clothing as specified by WAC 296-62-071, WAC 296-62-07115, WAC 296-62-077 and WAC 296-62-07717 until air monitoring results have been reviewed and approved by the Owner's Representative. Half-face HEPA filtered negative pressure respirator must be worn as a minimum until air monitoring results are known. 4. If any air monitoring result at any time from L,SC, either personal or area is greater than 0.01 flcc for either STEL or TWA samples, or background level, whichever is higher, LSC; will require employees to use respiratory protection and protective clothing as specified by WAC 296-62-071, WAC 296--62-07115, WAC 296-62-077 and WAC 296-62-07717. 5. Removal Procedures: a. CAB materials will be wetted with an approved wetting agent prior to any removal activities. All materials will- be kept wet prior to, during and after packing for storage or disposal. b. While removing connectors such as nails, screws, bolts, or component sections of the CAB, the area around the fastener penetration or attachment points and the joining areas, the component sections will be thoroughly wetted. Securely support all component sections in place until all fasteners have been removed from the section. Provide sufficient manpower to avoid damaging the materials during removal. d. CAB materials will be removed in whole pieces or with minimum breakage, Cracked or broken areas of a component section that are otherwise in good condition will be thoroughly wetted around the crack or broken area prior to removal. HEPA vacuuming may be required to remove small pieces that have separated from the section. e. Materials that are too large for asbestos disposable bags will be wrapped in a minimum of two (2) layers of 6-mil plastic sheeting. Each layer of plastic sheeting will be individually sealed with tape. The outer layer will be properly labeled in accordance with WAC 296-62-07721 and 40 CFR 61,150. This should not be an issue for this project. 6. LSC and the Owner's Representative will inspect the work area for debris. Wet clean or HEPA vacuum until the work area is totally, visibly clean. 7. After the area has passed the visual inspection and air clearance testing conducted by LSC or the Owner's Representative, LSC will apply an approved penetrating encapsulant to the surface(s) to which the CAB components were attached. EXAMINATION OF PLANS, SPECIFICATIONS AND SITE Bidders shall satisfy themselves as to construction conditions by personal examination of the plans, specifications and site of the proposed work and by any other examination and investigation, which they may desire to make as to the nature of the difficulties to be encountered. 4. PROPOSALS Proposals shall be made on the forms included herewith and shall be placed in sealed envelopes and delivered to Arlington Airport: Roof Project, 18204 59rh Dr. NE, Arlington, Washington 98223. AWARD OF CONTRACT The contract will not be awarded until the Owner is satisfied that the successful bidder is reasonably familiar with the class of work contemplated and has the necessary capital, tools and experience to satisfactorily perform the work within the time stated. Completion of the work within the time stated is essential and prior commitments of the bidder, failure to complete other work on time, or reasonable doubt as to whether the bidder would complete the work on time would be cause for the rejection of any bid. The right is reserved by the Owner to waive any informalities in the bidding, to reject any or all proposals, to accept any proposal, to re-advertise for new proposals, or to otherwise carry out the work. 7. FAILURE TO EXECUTE CONTRACT In the event the successful bidder fails to furnish an approved performance bond and to sign the contract within twenty(20) days after notification of award, an amount equal to five (5) percent of the amount of the bid shall be forfeited to the Owner as liquidated damages. Said liquidated damages shall be paid from the check or bid bond filed by the bidder. Other proposals will then be reconsidered for award by the Owners. 8. WHEREAS, the City desires a new roof be installed on the old Navy Hangar at Arlin on Airport, and WHEREAS,the Contractor is qualified, willing and able to perform the necessary work. NOW, THEREFORE, in consideration of the mutual promises and covenants herein contained, to be kept,performed and fulfilled by the respective parties thereto, and other valuable considerations, it is mutually agreed as follows: 1.0 SERVICE BY CONTRACTOR Contractor agrees to perform the services described in the following project specification Old Navy Hanizar Re-Roof Proiect . These documents are on file with the Project Manager, a copy is held by the contractor, and by this reference incorporated herein. 2.0 T M OF COMPLETION All work under this Agreement is to be done within 45 days _of notice to proceed. 3.0 RESPONSIBILITY OF CONTRACTOR 3.1 Safety Contractor shall take all necessary precautions for the safety of employees on the work and shall comply with all applicable provisions of Federal, State and municipal safety laws and building codes. Contractor shall erect and properly maintain, at all times, as required by the conditions and progress of the work, all necessary safeguards for protection of workmen and the public; shall post danger signs warning against known or unusual hazards. 3.2 Warranty The Contractor shall be responsible for correcting all defects in workmanship and material within one year after acceptance of this work. When corrections of defects are made, Contractor shall be responsible for correcting all defects in workmanship and/or materials in the corrected work for one year after acceptance of the corrections by the City. The Contractor shall start work to remedy such defects within seven(7)days of mailing notice of discovery thereof by the City and shall complete such work within a reasonable time. In emergencies where damage may result from delay or where loss of services may result, such corrections may be made by the City, in which case the cost shall be borne by the Contractor. In the event the Contractor does not accomplish corrections at the time specified, the work will be otherwise accomplished and the cost of same shall be paid by Contractor. The Contractor shall be liable for any costs, losses, expenses or damages including consequential damages suffered by the City resulting from defects in the Contractor's work including, but not limited to, cost of materials and labor extended by the City in making emergency repairs and cost of engineer, _ . _ � �I f•. The Contractor shall hold the City harmless from any and all claims which may be made against the City as a result of any defect work and the Contractor shall defend any such claim at his own expense. Prevailing Wages Contractor shall comply with every provision of Chapter 39.12 of the Revised Code of Washington. 3.4. Non-dbcrimination Contractor will not discriminate against any employee or applicant for employment because of race, creed, color, sex, age, national origin, marital status, physical or other motor handicap,unless based upon a bonfide occupational qualification. 3.5 Employment Any and all employees of the Contractor while engaged in the performance of any work or services required by the Contractor under this agrc:mcnt, shall be considered employees of the Contractor only and not of the City and any and all claims that may or might arise under the Worker's Compensation Act on behalf of said employees, while so engaged and any and all claims made by a third party as consequence of any negligent act or omission on the part of the Contractor's employees, while so engaged on any of the work or services provided or rendered herein,shall be the sole obligation and responsibility of the Contractor. 4.0 COMPENSATION 4.1 The City shall pay the Contractor for the services identified in this contract the total amount of$_ plus tax. Contractor shall submit monthly, for the City's acceptance, a written Contract Project Estimate setting forth the quantities of work satisfactorily performed to date, and an invoice covering the contract price applicable to the work,unless otherwise directed, The City will, within 30 days after receipt of acceptable Contractor's estimate and invoice,pay the Contractor the accepted progress invoice less actual accumulated amount previously paid. 4.2 The City shall have the right to withhold payment to Contractor for any work not completed in a satisfactory manner until such time as Contractor modifies such work so that the same is satisfactory. 5.0 CITY'S RIGHT TO TERMINATE CONTRACT 5.1 The City may terminate the contract upon the occurrence of any one or more of the events hereafter specified: a. If the Contractor should be adjudged bankrupt. b. If the Contractor should make a general assignment of benefit of his creditors. C. If a receiver should be appointed on the account of insolvency of the Contractor. d. If Contractor should persistently or repeatedly refuse or fail to supply a sufficient number of properly skilled workmen or proper materials for completion of the work. e. If the Contractor shall fail to complete the work within the time specified in the contract. f. If the Contractor shall fail to make a prompt payment to subcontractors or for material or labor. g. If Contractor should persistently disregard laws, ordinances or regulations of Federal, State or municipal agencies or subdivisions thereof. h. If Contractor should persistently disregard instructions of Management, or otherwise be guilty of a substantial violation of the contract. ConConst98 e . M Construction Contract Page 3 5.2 This contract Agreement, and any amendments or extensions to said Agreement may be terminated for any reason not previously identified by either party by giving ten(10) days written notice to the other party. In ( the event that the contract is terminated by the City, Contractor shall not be entitled to receive any further balance of the amount to be paid under this contract until the work shall have been fully finished. At such time, if the unpaid balance of the amount to be paid under this contract exceeds the expense incurred by the City in finishing - the work, all of the damages sustained or which may be sustained by reason of such refusal, neglect, failure of G discontinuance of employment, such excess shall be paid by the City to Contractor. If such expense and damages shall exceed the unpaid balance, Contractor and his surety and each thereof shall be jointly and severally liable therefore to City and shall pay the difference to the City. Such expense and damage shall include all legal costs incurred by the City in employment of attorneys to protect the rights and interests of the City under the contract; provided such legal costs shall be reasonable. 6.0 OWNERSHIP OF DOCUMENTS 6.1 On payment to the Contractor by the City of all compensation due under this Agreement all finished or unfinished documents and material prepared by the Contractor with funds provided by this Agreement shall become the property of the City and shall be forwarded to the City at its request. t 6.2 Any records, reports, information, data or other documents or materials given to or prepared or assembled by the Contractor under this Agreement will be kept as confidential and shall not be made available to any individual or organization by the Contractor without prior written approval of the City or by court order. 7.0 { CLAIMS 7.1 Any claim against the City for damages, expenses, costs or extras arising out of the performance of the f contract must be made in writing to the City within thirty(30)days after the discovery of such damage,and in no ll event later than the time of approval by owner of final payment. Contractor, upon making applications for final payment, shall be deemed to have waived this right to claim for any other damages for which claim has not been made, unless such claim for final payment includes notice of additional claim and fully describes the alleged damage. 8.0 ASSIGNMENT 8.1 This Agreement may not be assigned or otherwise transferred by the parties hereto without the written consent of the other party. 9.0 MODIFICATION 9.1 No change,alteration,modification or addition to the Agreement will be effective unless it is in writing and properly signed by all parties thereto. I I S Construction Contract Page 4 10.0 HOLD HARMLESS 10.1 Contractor shall hold the City and its officers, agents and employees harmless, from all suits, claims or liabilities of any nature, including attorney's fees, costs and expenses for or on account of injuries or damages sustained by any persons or property resulting in whole or in part from negligent activities or omissions of the Contractor, its agents or other renumeration for services; and if a suit in respect to the above be filed, the Contractor shall appear and defend the same at its own cost and expense, and if jud&mient is rendered or settlement made requiring payment of damages by the City, which damages are based in whole or in part on the negligent activities or omissions of the Contractor, its agents or employees,the Contractor shall pay same. 11.0 INSURANCE Contractor shall procure and maintain, for the duration of this Agreement, insurance against claims for the injuries to persons or damages to property which may arise from or in connection with the performance of the work thereunder by the Contractor, his agent, representatives, employees or subcontractors. The cost of such insurance shall be paid by the Contractor. 11.1 Minimum Limits of Insurance Contractor shall maintain limits no less than: a. Commercial General Liability: $1,000,000 per occurrence for injury and $1,000,000 General Aggregate- b. Automobile Liability: $1,000,000 combined single limit per accident, covering owned and non- owned vehicles. C. Worker's Compensation coverage as required by the Worker's Compensation Act of the State of Washington. 11.2 The Policies are to contain,and be endorsed to contain the following provisions: a. General Liability 1. The City, its officials,employees and volunteers are to be covered as additional insured as respect to liability arising out of activities performed by or on behalf of the Contractor. 2. Contractor's insurance coverage shall be primary insurance as respects the City, its officials, employees and volunteers. Any insurance or self-insurance maintained by the City, its officials, employees and volunteers shall be excess of the Contractor's insurance and shall not contribute with it. 3. Any failure to comply with the reporting provisions of all policies shall not affect the coverage provided to the City,its officials,employees or volunteers. b. All Coverage Each insurance policy required by this clause shall state that coverage shall not be suspended, voided, canceled by either party, reduced in coverage or in limits except after thirty(30)days prior written notice by certified mail,return receipt requested,has been given to the City. 11.3 Acceptability of Insurers Insurance is to be placed with insurers with a Besfs rating of no less than A:XM,or with an insurer acceptable to the City. ConConst98 I I Construction Contract I Page 5 11.4 Verification of Coverage Contractor shall furnish the City with certificates of insurance effecting coverage required by this clause. The certification for each insurance policy is to be signed by a person r authorized by that insurer to bind coverage on its behalf. The certificates are to be,received and approved by the ICity before work commences. The City reserves the right to require complete, certified copies of all required insurance policies,at any time. 11.5 Subcontractors Contractor shall include all subcontractors as insured under its policies or shall furnish separate certificates for each subcontractor. All coverage for subcontractors shall be subject to all the r' requirements stated herein. 11.6 Asbestos Or Hazardous Materials Abatement Work If asbestos abatement or hazardous materials work is performed, Contractor shall review coverage with the City's Risk Manager and provide scope and limits of coverage that are appropriate for the scope of work. No asbestos abatement work will be performed until coverage is approved by Risk Manager. 12.0 INDEPENDENT CONTRACTOR 12.1 Contractor is and shall be at all times during the term of this Agreement an independent contractor. (e) "Trainee": A person receiving on-the-job training in a construction operation under a program which is approved (but not necessarily sponsored) by the U.S. Department of Labor, Manpower Administration, Bureau of Apprenticeship and Training, and which is reviewed from time to time by the Manpower Administration to ensure that the training meets adequate standards. (f) "Contract Documents": Are defined as: Contract specification manual, including bidding requirements and technical specifications; working drawings, including, civil, landscape, architecture, structural, mechanical and electrical. Signed agreement, bonds, addenda and change orders. 3. Authority of Architect f The Architect is the Owner's construction site representative. The Owner has delegated his authority to the Architect to make initial decisions regarding questions which may arise as to the quality or acceptability of materials furnished and work performed and as to the manner of performance and rate of progress of the work under the contract. General Conditions: Page 1 i r' i t The Architect interprets the intent and meaning of the contract and makes initial decisions with respect to the Contractor's fulfillment of the contract and the Contractor's entitlement to compensation. The Contractor shall look initially to the Architect in matters relating to the contract. The Architect's decision are subject to review by the Ow ner. r Inspection of Construction: The Architect and Owner or a designated representative(s) shall have access to the work and to the site of the work and to the places where work is being prepared or where materials, equipment, and machinery are being obtained for the work. If requested by the Architect or Owner the Contractor shall provide the assistance necessary for obtaining such access, and shall provide information related to the inspection of construction. Absence of such access or information, as needed, may result in the nonacceptance of the work. Change Orders: The Architect has the authority to initiate or recommend change orders. Such change orders are subject to review and approval by the Owner. 4. Additional Instructions and Detail Drawings The Contractor will furnish additional instructions and detail drawings as necessary to carry out the work included in the contract. The additional drawings and instructions thus supplied to the Contractor will coordinate with these performance documents. The Contractor will carry out the work in accordance with additional detail drawings and instructions. The Contractor, and the Owner will prepare jointly (a) a schedule, fixing the dates at which special detail drawings will be required, such drawings, if any, to be furnished to the Owner in accordance with said schedule, and (b) a schedule fixing the respective dates for the submission of shop drawings, the beginning of manufacture, testing, and installation of materials, supplies, and equipment, and the completion of the various parts of the work; each such schedule to be subject to change from time to time in accordance with the progress of the work. 5. Shop or Setting Drawings The Contractor shall promptly submit the Owner five copies of each shop or setting drawings in accordance with the predetermined schedule. After the Owner examines and-returns the drawings, the Contractor shall make any indicated corrections to the drawings, and return two corrected copies to the Owner. Regardless of corrections made in or approval given to such drawings by the Owner, the Contractor will nevertheless be responsible for the accuracy of such drawings and for their conformity to the Plans and Specifications, unless he notifies the Owner, in writing, of any deviations, at the time he furnishes such drawings. 6. Materials, Services, and Facilities It is understood that, except as otherwise specifically stated in the contract documents, the Contractor shall provide and pay for all materials, labor, tools, equipment, water, light, power, ' transportation, superintendence, temporary construction of every nature, and all other services and facilities of every nature whatsoever necessary to execute, complete, and deliver the work within the specified time. Any work necessary to be performed after regular hours, on Sundays or Legal Holidays, shall be performed without additional expense to the Owner. 7. Contractor's Title to Materials No materials or supplies for the work shall be purchased by the Contractor or any subcontractor subject to any chattel mortgage or under a conditional sale contract or other agreement by which an interest is retained by the seller. The Contractor warrants that he has good title to all materials and supplies used by him in the work, free from all liens, claims, or encumbrances. F General Conditions: Page 2 i__ i 8. Inspection and Testing of Materials All materials and equipment used in the construction of the project shall be subject to adequate testing and inspection in accordance with accepted standards. The laboratory or inspection agency will be selected by the Owner. Unless noted otherwise in these Specifications the cost of special testing required shall be born by the General Contractor. Materials of construction, particularly those upon which the strength and durability of the structure may depend, shall be subject to inspection and testing to establish conformance with specifications and suitability for intended uses. 9. "Or Equal" Clause Whenever a material, article, or piece of equipment is identified on the Plans or in the Specifications by reference to manufacturers or vendors names, trademarks, catalog numbers, etc., it is intended merely to establish a standard; and, any material, article, or equipment of other manufacturers and vendors which will perform adequately the duties imposed by the general design will be considered equally acceptable provided the article, material, or equipment so 4 proposed is, in the opinion of the Owner, of equal substance and function. It shall not be purchased or installed by the Contractor without the Owners written approval. 10. Patents The Contractor shall hold and save the Owner and its officers, agents, servants, and employees harmless from liability of any kind or nature, including costs and expenses for or on account of, any patented or un-patented invention, process, article, or appliance manufactured or used in the performance of the contract, including its use by the Owner, unless otherwise specifically stipulated in the contract documents. License or Royalty Fee: License and/or Royalty Fees for the use of a process which is authorized by the Owner, must be reasonable, and will be paid directly by the Owner to the f holder of the patent or his authorized licensee. If the Contractor uses any design, device, or materials covered by letters patent, or copyright, he shall provide for such use by suitable agreement with the Owner of such patented or copyrighted design, device, or material. It is mutually agreed and understood that, without exception, the contract price shall include all royalties or costs arising from the use of such design, device, or materials, in any way involved in the work. 1 The Contractor and/or his Sureties shall indemnify and save harmless the Owner from any and all claims for infringement by reason of the use of such patented or copyrighted design, device, or materials, or any trademark or copyright in connection with work under this contract, and shall indemnify the Owner for any cost, expense, or damage which it may be obliged to pay by reason of such infringement at any time during the prosecution of the work or after completion of the work. I 11. Surveys, Permits, and Regulations 1 Unless otherwise expressly provided for in this contract, the Owner will furnish the Contractor with all necessary surveys. The Contractor will procure and apply for all permits, licenses, and approvals necessary for the execution of the work. The cost of the Plan Check Fee and Building l Permit have been paid for by the Owner, all other licenses and fees necessary for the completion of this project, is the responsibility of the Contractor. ti General Conditions: Page 3 l _ i r E The Contractor shall comply with all laws, ordinances, rules, orders, and regulations relating to the performance of the work, the protection of adjacent property, and the maintenance of E passageways, guard fences, and other protective facilities. ' 12. Contractor's Obligations The Contractor shall and will, in good workmanlike manner, do and perform all work and furnish all supplies and materials, machinery, equipment, facilities, and means, except as herein I otherwise expressly specified, necessary of proper to perform and complete all the work required by this contract, within the time herein specified, in accordance with the provisions of this r. contract and said specifications and in accordance with the plans and drawings covered by this contract and any and all supplemental plans and drawings, and in accordance with the direction of the Owner as given from time to time during the progress of the work. He shall furnish, erect, maintain, and remove such construction plant and such temporary works as may be required. The Contractor shall observe, comply with, and be subject to all terms, conditions, requirements, and limitations of the contract and specifications, and shall do, carry on, and complete the entire work to satisfaction of the Owner. 4 13. Weather Conditions In the event of temporary suspension of work, or during inclement weather, or whenever the Owner shall direct, the Contractor will, and will cause his subcontractors to protect carefully his and their work and materials against damage or injury from the weather. If, in the opinion of the Owner materials have been damaged or injured by reason of failure on the part of the ( Contractor or any of his subcontractors to so protect his work, such materials shall be removed and replaced at the expense of the Contractor. 14. Protection of Work and Property - Emergency 1 The Contractor shall, at all times, guard the Owner's property from injury or loss in connection with this contract. He shall, at all times, safely guard and protect his own work, and that of fadjacent property, from damage. The Contractor shall replace or make good any such damage, loss, or injury unless such be caused directly by errors contained in the contract or by the Owner, or his duly authorized representative. 1 In case of an emergency which threatens loss or injury of property and/or safety of life, the contractor will be allowed to act without previous instructions from the Owner in a diligent manner. Any claim for compensation of the Contractor due to such extra work shall be j promptly submitted to the Owner for approval. Where the Contractor has not taken action but has notified the Owner of an emergency threatening injury to persons or damage to the work or any adjoining property, he shall act as instructed or authorized by the Owner. The amount of reimbursement claimed by the Contractor on account of any emergency action shall be determined in a manner provided in paragraph 18 of these General Conditions. 15. Inspection The authorized representatives of the Owner shall be permitted to inspect all work, materials, j payrolls, records of personnel, invoices of materials, and other relevant data and records. General Conditions: Page 4 16. Reports. Records and Data The Contractor shall submit to the Owner such schedules of quantities and costs, progress schedules, payrolls, reports, estimates, records and other data as the Owner may request concerning work performed or to be performed under this contract. F 17. Superintendence by Contractor At the site of the work, the Contractor shall employ a construction superintendent or foreman who shall have full authority to act for the Contractor. It is understood that such representative will be acceptable to the Owner. 18. Changes in Work No changes in the work covered by the approved contract documents shall be made without prior written approval of the Owner. Charges or credits for the work covered by the approved change shall be determined by one or more or a combination of the following methods: (a) Unit bid prices previously approved. (b) An actual lump sum. (c) The actual cost of. (1) Labor, including foreman; (2) Materials entering permanently into the work; (3) The ownership or rental cost of construction plant and equipment during the time of use on the extra work; (4) Power and consumable supplies for the operation of power equipment; (5) Insurance: (6) Social Security and old age and unemployment contributions. To the cost under 18(c), there shall be added a fixed fee agreed upon but not to exceed fifteen (15) percent of the estimated cost of the work. The fee shall be compensation to cover the cost of supervision, overhead, bond,profit, and any other general expense. 19. Extras Without invalidating the contract,the Owner may order extra work of the kind bid upon, or make changes by altering, adding to, or deducting from the work, the contract sum being adjusted accordingly, and the consent of the Surety being first obtained where necessary or desirable. All the work of the kind bid upon shall be paid for at the price stipulated in the proposal, and no claims for extra work or materials shall be allowed unless the work is ordered in writing by the I Owner and the price is stated in the order. l 20. Correction of Work All work, all materials, whether incorporated in the work or not, all processes of manufacture, and all methods of construction shall be at all times and places subject to the inspection of the Owner who shall be the final judge of the quality and suitability of the work, materials, processes of manufacture, and methods of construction for the purposes of which they are used. Should they fail to meet his approval, they shall be forthwith reconstructed, made good, replaced General Conditions: Page 5 1 and/or corrected, as the case may be, by the Contractor at his own expense. Rejected material shall immediately be removed from the site. If, in the opinion of the Owner, it is undesirable to replace any defective or damaged materials, or to reconstruct or correct any portion of the work injured or not performed in accordance with the contract documents, the compensation to be paid to the Contractor hereunder shall be reduced by such amounts as in the judgment of the Owner shall be equitable. If the Contractor fails to commence or correct any nonconforming work within a fourteen-day period after receipt of written notice from the Owner, the Owner may correct the nonconforming I work at the expense of the Contractor. 21. Claims for Extra Costs No claim for extra work or cost shall be allowed unless the same was done in pursuance of a written order of the Owner, as aforesaid and the claim presented with the first estimate after the changed or extra work is done. When work is performed under the terms of sub-paragraph 18(c) of these General Conditions, the Contractor shall furnish satisfactory bills, payrolls, and vouchers covering all items of cost and, when requested by the Owner, give the Owner access to accounts relating thereto. 1 22. Subsurface Condition Found Different Should the Contractor encounter subsurface and/or latent conditions at the site materially differing from those shown on the Plans or indicated in the Specifications, he shall immediately give notice to the Owner if such conditions before they are disturbed. The Owner will thereupon promptly investigate, and if he finds that they materially differ from those shown on the Plans or indicated in the Specifications, he will at once make such changes in the Plans and/or Specifications as he may find necessary, and any increase or decrease of cost resulting from such changes to be adjusted in the manner provided in paragraph 18 of these General Conditions. 23. Construction Schedule and Periodic Estimates Immediately after execution and delivery of the contract, and before the first partial payment is made, the Contractor shall deliver to the Owner an estimated construction progress schedule in a form satisfactory to the Owner, showing the proposed dates of commencement and completion of each of the various sub-divisions of work required under the Contract Documents and the anticipated amount of each monthly payment that will become due the Contractor in accordance with the progress schedule. The Contractor shall also furnish on forms to be supplied by the Owner(a) a detailed estimate giving a complete breakdown of the contract price and (b) periodic itemized estimates of work done for the purpose of making partial payment thereon. The costs employed in making up any of these schedules will be used only for determining the basis of partial payments and will not be considered as fixing a base for additions to or deductions from the Contract price. 24. Progress ss Payments The successful Bidder(s) shall submit "Architect Form G702 and G703" each month. Payments l made shall be viewed by both parties as progress payments and shall not, in any way, relieve the Contractor of performance obligations under the contract, nor shall payment be viewed as approval or acceptance of work performed under this contract. IFinal payment of retainage (5%) shall be withheld until all provisions of the contract are met and the Owner receives the following, with the final payment request: I General Conditions: Page 6 l_ (a) Final completion report certifying compliance with all provisions of the contract, including necessary clean-up and punch list items. (b) Letter from bonding company authorizing final payment. (c) Approved Affidavits of Wages Paid by Contractor and subcontractor. (d) Expiration of the thirty (30) day lien period and release from the State of l Washington Departments of Revenue, Employment Security, and Labor and Industries. Any liens must also be settled. (e) Guarantee effective from the date of acceptance by the Owner. 25. Acceptance of Final Payment as Release The acceptance by the Contractor of final payment shall be and shall operate as a release to the Owner of all claims and all liability to the Contractor for all things done or furnished in connection with this work, and for every act and neglect of the Owner and others relating to or arising out of this work. No payment, however, final or otherwise, shall operate to release the Contractor or his Sureties from any obligation under this contract or the Performance and Payment Bond. 26. Payments by Contractor The Contractor shall pay (a) for all transportation and utility services not later than the twentieth day of the calendar month following that in which services are rendered, (b) for all materials, tools, and other expendable equipment to the extent of ninety percent of the cost thereof, not later than the twentieth day of the calendar month following that in which such materials, tools I and equipment are delivered at the project site, and the balance of the cost thereof not later than the thirtieth day following the completion of that part of the work in or on which such materials, tools, and equipment are incorporated or used and (c)to each of his subcontractors, not later than I the fifth day following each payment to the Contractor, the respective amount allowed the Contractor on account of the work performed by his subcontractors to the extent of each subcontractors interest therein. { 27. Additional or Substitute Bond 1 If at any time the Owner, for justifiable cause, shall be or become dissatisfied with the Surety or Sureties for the Performance and/or Payment Bonds, the Contractor shall, within five days after notice from the Owner to do so, substitute an acceptable bond (or bonds) in such form and sum and signed by such other Surety or Sureties as may be satisfactory to the Owner. No further payments shall be deemed due nor shall be made until the new Surety or Sureties shall have furnished such an acceptable bond to the Owner. l 28. Assignments l The Contractor shall not assign the whole or any part of this contract or any monies due or to Ibecome due hereunder without written consent of the Owner. In case the Contractor assigns all or any part of any monies due or to become due under this contract, the instruments of assignment shall contain a clause substantially to the effect that it is agreed that the right of the assignee in and to any moneys due or to become due to the Contractor shall be subject to prior claims of all persons, firms, and corporations for services rendered or material supplied for the performance of the work called for in this contract. General Conditions: Page 7 I I 29. Separate Contracts The Contractor shall coordinate his operations with those of other Contractors. Cooperation will be required in the arrangement for the storage of materials and in the detailed execution of the work. The Contractor, including his subcontractors, shall keep informed on the progress and the detail work of the Contractors, and shall notify the Owner immediately of lack of progress or defective workmanship on the part of the other Contractors. Failure of the Contractor to keep informed of the work progressing on the site, and failure to give notice of lack of progress or defective workmanship by other, shall be construed as acceptance by him of the status of the work as being satisfactory and in proper coordination with his own work. r� 30. Subcontracting The Contractor may utilize the services of specialty subcontractors on those parts of the work which under normal contracting practices are performed by specialty contractors. The Contractor shall not award any work to any subcontractor without prior written approval of the Owner, which approval will not be given until the Contractor submits to the Owner a written statement concerning the proposed award to the subcontractor, which statement shall contain such information as the Owner may require. The Contractor shall be as fully responsible to the Owner for the acts and omissions of this subcontractors, and of persons either directly or indirectly employed by them, as he is for the acts or omissions of persons directly employed by him. The Contractor shall cause appropriate provisions to be inserted in all subcontracts relative to the work to bind subcontractors to the Contractor by the terms of the General Conditions and other contract documents insofar as applicable to the work of subcontractors and to give the Contractor the same power as regards terminating any subcontract that the Owner may exercise over the Contractor under any provisions of the contract documents. Nothing contained in this contract shall create any contractual relation between any subcontractor and the Owner. I 31. Use of Premises and Removal of Debris 1 The Contractor expressly undertakes, at his own expense: (a) To take every precaution against injury to persons or damage to property; - (b) To store his apparatus, materials, supplies, and equipment in such orderly fashion at the site of the work as will not unduly interfere with the progress of his work or the work 1 of any other contractors; (c) To place upon the work or any part thereof only such loads as are consistent with the safety of the portion of the work; (d) To frequently clean up all refuse, rubbish, scrap metals, and debris caused by his operations, to the end that at all times the work site shall present a neat, orderly, and workmanlike appearance; (e) Before final payment, remove all surplus materials, false-work, temporary structures, including foundations thereof, plant of any description, and debris of any nature resulting from his operations, and to put the site in a neat orderly condition; General Conditions: Page 8 i i (f) To effect all cutting, fitting, or patching of his work required to make the same to conform to the plans and specifications and, except with the consent of the Owner, not to cut or otherwise alter the work of any other Contractor. 32. Quantities of Estimate Whenever the estimated quantities of work to be done and materials to be furnished on a unit price basis under this contract are shown in any of the documents including the proposal, they are given for use in comparing bids, and the right is expressly reserved, except as herein otherwise specifically limited, to increase or decrease them as may be deemed necessary or desirable by the Owner to complete the work contemplated by this contract, and such increase or decrease shall in no way vitiate this contract, nor shall any such increase or decrease give cause [� for claims or liability for damages. ! 33. General Guarantee f Neither the final certificate of payment, nor any provision in the contract documents, nor partial or entire occupancy by the Owner, shall constitute an acceptance of work not done in accordance with the contract documents, or relieve the Contractor of liability in respect to any express warranties, or responsibility for any faulty material or workmanship. The Contractor shall remedy any defects in the work and pay for any damage for other work resulting therefrom, which shall appear within a period of one year from the date of final acceptance of work unless a longer period is specified. The Owner will give notice of observed defects with reasonable ! promptness. 34. Notice and Service Thereof ' Any notice to any Contractor from the Owner relative to any part of this contract shall be in writing, and considered delivered and the service thereof completed, when said notice is posted, by certified or registered mail, to the said Contractor at his last given address, or delivered in person to said Contractor or his authorized representative on the work. 35. Required Provisions Deemed Inserted Each and every provision of law and clause required by law to be inserted in this contract, shall be deemed to be inserted, and the contract shall be read and enforced as though it were included herein, and if, through mistake or otherwise, any such provision is not inserted, or is not correctly inserted, then upon the application of either party, the contract shall forthwith be physically amended to make such insertion or correction. 36. Use and Occupancy Prior to Acceptance by Owner The Contractor agrees to the use and occupancy of a portion of the project before formal acceptance by the Owner, provided the Owner: (a) Secures written consent of the Contractor. (b) Secures consent of the Surety. (c) Secures endorsement from the insurance carrier(s)permitting occupancy of the . building or use of the project during the remaining period of construction. General Conditions: Page 9 1_ _ i I 37. Suspension of Work Should the Owner be prevented or enjoined from proceeding with work or from authorizing its prosecution, by reason of any litigation, the Contractor shall not be entitled to make or assert claim for damage by reason of such delay, but time for completion of the work will be extended i to such reasonable time as the Owner may determine will compensate for time lost by such delay, with such determination set forth in writing. 38. Stipulation of Venue I _ It is agreed by the Contractor that venue for any lawsuit arising out of this contract shall be Snohomish County. Contractors shall include a "Stipulation of Venue in Snohomish County" in all subcontracts hereunder. Should the contractor be a non-resident of Washington State, he shall designate a Washington resident as agent upon whom process may be served before commencing work under this contract. t 39. Disputes and Litigation I Determination by Architect: Questions regarding meaning and intent of the Contract Documents shall be referred by the Contractor in writing to the Architect for his decision. The Architect will respond to the Contractor in writing with his decision. If the Contractor disagrees with the Architect's decision or considers that the decision requires extra work, he shall, within five days, notify the Architect in writing of the disagreement or of the claimed extra work involved and of the estimated cost of said work. Appeals to the Owner's Representative: In the event the Contractor disagrees with any determination or decision of the Architect, the Contractor shall, within 15 days of the date of such determination or decision, appeal the determination or decision in writing to the Owner's Representative. Such written notice of appeal shall include all documents and other information that the Contractor believes necessary to substantiate the appeal. 1 The Owner's Representative will review the appeal and transmit his decision in writing to the Contractor within 30 days from the date or receipt of the appeal. Failure of the Contractor to appeal the decision or determination of the Architect within said 15 day period will constitute a waiver of the Contractor's right to thereafter assert any claim resulting from such determination i of decision. f Litigation: The Superior Court of Snohomish County, Washington, shall have exclusive I jurisdiction and venue over all matters in question between the Owner and Contractor. This contract shall be interpreted and construed in accordance with the laws of the State of Washington. 40. Performance, Payment& Warranty Bond and Labor&Materials Payment Bond { The Owner shall have the right to require the Contractor to fumish bonds covering the faithful l performance of the Contract and the payment of all obligations including labor and material payments arising during the Contract. These Bonds shall be provided as required in the Bidding Documents or in the Contract Documents. 41. Definition of Completion The word "Completion", as used in the General Conditions and Specifications, shall be defined as "substantial completion". The date of substantial completion is the date certified by the Owner, as the date construction is sufficiently complete, in accordance with the contract documents, as to allow the Owner to occupy the project or designated portion thereof, for the use for which it is intended. General Conditions: Page 10 l.. i I� TECHNICAL SPECIFICATIONS t DIVISION 1 GENERAL REQUIREMENTS SECTION 01010 SUMMARY OF THE WORK 1.1 GENERAL STATEMENT AND EXTENT OF WORK r The work to be performed under these specifications and plans consist of furnishing all labor, material, and equipment necessary for the construction for the complete removal of approximately 315 squares of membrane roofing, 210 squares contain some encapsulated asbestos; Complete re-installation of 315 squares of membrane roofing, including new rigid insulation; Remove approximately 640 sq. ft. of asbestos wall shakes to accommodate new reglets and counter flashing and downspouts; Install approximately 360 lin. ft. roof to wall reglet and counter flashing; Installation of approximately 370 lin. j� ft. of new gutters with downspouts. Replace rotted decking of fascia material as determined by airport ( staff after demolition and exposure of existing surfaces ' 1.2 SCHEDULING The Contractor shall submit a detailed schedule noting specific events and procedures to be used during construction. Time allotted for construction shall be 45 days from Owner's issuance of Notice to Proceed. 1.3 PROJECT COORDINATION It shall be the responsibility of the Contractor or Contractors to coordinate all work to be performed as defined in these documents. This coordination shall encompass all work to be performed by the Contractors, their Subcontractors, the Owner, and any public or private agencies, which may be involved. 1.4 ACCESS TO WORK The Contractor shall provide access to the work for the Owner and his representative. Also, the Contractor shall provide access to the work for representatives of regulatory agencies for required inspections of the work. I1.5 PARKING, MATERIALS, STORAGE The Contractor shall be responsible to coordinate with the airport staff for the space to park one mobile job shack on the construction site. Contractor shall be limited to the use of property as designated by the airport staff. Should the release be, in the opinion of the Owner, arbitrarily withheld, then the Owner may, in its sole discretion, accept the portion of the work involved and cause final payment therefore,to be made. 1.2 ROADS AND STREETS All roads and streets in which the surface is removed or damaged due to the Contractor's operations, or in which the ground has caved or settled, due to the installation of the improvements covered by this contract, shall be completely restored and brought to the original grade and crown section by the Contractor unless otherwise indicated. Paving shall match the existing, except as otherwise specified. Restoration and paving of City streets or County roads I shall be approved by the governing City or County agency. 1.3 CULTIVATED AREAS,NATURAL TERRAIN, AND OTHER SURFACES All cultivated and natural terrain areas, which are damaged, by actions of the Contractor shall be restored as nearly as possible to their original condition. Ornamental trees and shrubbery shall be removed with earth surrounding the roots wrapped in burlap, and replanted in their original positions, or, as an alternative, shall be replaced by the Contractor with equal material. Whenever it is necessary to excavate through or work on lawn areas, the sod shall be cut and rolled and replaced after the excavation has been properly compacted, or, as an alternative, the excavated area shall be covered with top soil to a depth of the original top soil and reseed as directed. The Contractor shall notify the Owner of any private property prior to construction upon his premises. { Sprinkler heads and their water supply lines shall be guarded from damage or removed and lines ( capped and reinstalled to original condition upon project completion. l END OF SECTION i . I END OF SECTION r r APPLICABLE CODES AND PERMITS 01080-2 I DIVISION I GENERAL REQUIREMENTS SECTION 01300 SUBMITTALS I PART 1 —GENERAL I 1.1 CONSTRUCTION SCHEDULE The Contractor shall within 10 days, or such time as determined by the Architect, after the date of receipt of Notice to Proceed, prepare and submit to Architect for approval a (' practicable schedule, showing the order in which the Contractor proposes to carry on the i work, the date on which he will start the several salient features (including the procurement of materials, plant and equipment) and the contemplated dates for completing the same. The schedule shall be prepared in CPM, BAR CHART or other approved format, subject to the approval of the Owner. If in the opinion of the Architect, the Contractor falls behind the progress schedule, the Contractor shall take such steps as may be necessary to improve his progress and the Architect may require him to increase the number of shifts, and/or overtime operations, days of work, and/or the amount of construction planned, and to submit for approval such supplementary schedule or schedules in chart form as may be deemed necessary to demonstrate the manner which the rate of progress will be regained, all without additional cost to the Owner. l Failure of the Contractor to comply with the requirements of the Architect under the provisions of this section, shall be grounds for determination by the Architect that the _ Contractor is not prosecuting the work with such diligence as will insure completion within the time specified. Upon such determination, the Architect may terminate the Contractor's right to proceed with the work, or any separable part thereof, in accordance with determination for default or in accordance with other provisions provided in the i contract. I If the Contractor desires, or due to slow progress, is required to carry on work at night or outside the normal working hours, he must submit an application to the Architect. He shall allow ample time to enable satisfactory arrangements to be made for inspecting the work in progress. If granted permission,he shall light the different parts of the work in a manner satisfactory to the Architect and shall comply with all regulations of the Owner and other applicable regulatory agencies. I 1.2 DETAILED BREAKDOWN OF CONTRACT PRICE The Contractor shall, within 10 days of receipt of Notice to Proceed, submit a complete breakdown of all lump sum bid items showing the value assigned to each part of the work including an allowance for profit and overhead. Each data sheet or catalog in the submission shall be indexed according to specification section and paragraph for easy reference. It shall be the responsibility of the Contractor to insure that items to be furnished fit the space available. He shall make necessary field measurements, including those for connections, and shall order such sizes and shapes of equipment that the final installation f shall suit the true intent and meaning of the drawings and specifications. 1 Where equipment requiring different arrangement of connections from those shown is approved, it shall be the responsibility of the Contractor to install the equipment to operate properly and in harmony with the intent of the drawings and specifications and to make all changes in the work required by the different arrangement of connections. Minimum Ventilation: Provide local exhaust ventilation to prevent harmful dispersal of hazardous substances into atmosphere at all times. Provide ventilation for materials being cured. D. Temporary Water: The Contractor may use existing water systems. Owner will pay for water used. Supplement the existing system as required for construction activities. E. Sanitary Facilities 1. Contractor shall provide and maintain, repair and clean facilities as required until Substantial Completion. F. Telephone Service:: The contractor shall provide own site communication facilities. I DIVISION I GENERAL REQUIREMENTS SECTION 01560 SPECIAL CONTROLS 1.1 PUBLIC SAFETY AND CONVENIENCE (� The Contractor shall at all times so conduct his work as to insure the least possible obstruction to traffic and inconvenience to the general public and the residents in the vicinity of the work, and to insure the protection of persons and property. No road or street shall be closed to the public except with the permission of the Architect and proper governmental authority. Fire hydrants on or adjacent to the work shall be kept accessible to fire fighting equipment at all times. Temporary provisions shall be made by the Contractor to insure the use of sidewalks and private and public driveways, and the proper functioning of all gutters, sewer inlets, drainage ditches and culverts, irrigation ditches and natural water courses. The Owner and controlling public authorities shall be notified at least 4 hours in advance of any actions by the Contractor which may affect the functions of either the police or fire departments or adjoining building tenants. The Contractor shall conduct his work, and take preventative measures, such that dust in the f project area shall not become objectionable to the adjacent property owner. Should the Owner determine the Contractor is not fulfilling his obligation in this regard, the Owner reserves the right to take such action as may be necessary and to charge the Contractor with any costs that may be incurred in such remedial action. No separate or extra payment of any kind will be made for water or any other dust control requirements. All work shall be carried on with due regard for the safety of the public. Open trenches shall be I provided with barricades of a type that can be seen at a reasonable distance, and at night they shall be distinctly indicated by adequately placed lights. Safety instructions received from the Architect, controlling agency, or Owner shall be observed, but the following of such instruction shall in no way relieve the Contractor of his responsibility or liability should an accident or loss occur as the result of his construction operations. "Standard Grading Rules for West Coast Lumber." (WCLIB)No. 16: West Coast Lumber Inspection Bureau. ( B. "Standard Grading Rules for Western Lumber" (WWPA) Western Wood Products 1 Association. C. "Timber Construction Standards" AITC 100. D. "Uniform Building Code." UBC-1997 Edition. IE. "Construction & Industrial Plywood." U.S. Product Standard PSI. 1.3 PROTECTION A. The Contractor shall provide temporary ry protection as may be required to protec t lumber at the site from moisture. I 1.4 PAYMENT A. Work under this section will be completed on an as required time and materials basis. Paid under the unit cost items noted in the form of proposal. PART 2 - PRODUCTS 2.1 MATERIALS A. Lumber: Grade marked in accordance with current grading rules of the WCLIB or in equivalent WWPA if not available in WCLIB graded material. Dimensioned lumber salvaged from forms may be used for blocking. Framing lumber shall be surfaced at a moisture content not to exceed 19 percent. All framing lumber uniformly sized, S4S, unless otherwise specified. All lumber used as deck framing or in contact with masonry or concrete walls and concrete slabs on ground shall be Hem Fir standard grade, pressure treated with Koppers "Wolmanized" process or "Chemonite" conforming to current American Wood Preservers' Association and Federal Specifications TT-W-550d(1), TT- W-535b(1), TT-W-571i, and Quality Standard marked with AWPB Standard LP-2 (for normal exposure). All treated exterior decking, railings, columns, etc. to be stained, shall be treated with "Penta" WR. ROUGH CARPENTRY 06100- 1 f J� - I B. PART 3 -EXECUTION i 3.1 INSTALLATION ROUGH CARPENTRY 06100-2 II 1 1 A. General: Cut and fit all items of work accurately to details and dimensions indicated. 1 Locate centers, bucks, blocking and templates for other trades in laying out their work. B. Rough Hardware: Furnish and install all rough hardware required to connect wood members to other wood members and/or construction. Fabricate timber members for true fit to all hardware, in accordance with applicable AITC standards. C. Nailing Schedule: Size and number of nails for various connections as required by UBC- 1997 unless a more restrictive method is indicated. D. Treated Wood: Give cut surfaces and holes brush coat of"Penta" preservative. E. Wood Nailers and Similar Items: Attach to building construction as indicated: Where necessary, counter bore for nuts and washers to provide smooth surface for flashing or 1 other work. F. Blocking: Provide solid blocking per UBC and as indicated on the drawings. G. All nails, lag screws, bolts and washers used in exterior environment to be galvanized. 1 H. Place all plywood with face grain perpendicular to supports and continuously over at least two supports, except where otherwise specifically shown on the drawings. Center joints accurately over supports; unless otherwise specifically shown on the drawings, stagger the end joints of plywood panels to achieve a minimum of continuity of joints. END OF SECTION 1 . l ; l f ROUGH CARPENTRY 06100-3 L_. i f1 DIVISION 7 THERMAL AND MOISTURE PROTECTION SECTION 07500 MEMBRANE ROOFING r- 1.01 GENERAL 1 A. DESCRIPTION AND SCOPE OF WORK 1. Removal of existing roofing, sheet metal copings and flashings except as noted. 2. Installation of new U.L. Class B mineral-surfaced, built-up, SBS polymer- modified roofing (PMR) system over a vapor barrier, R19 rigid foam insulation and gypsum coverboard. . New facto refinished sheet 3 factory p s e t metal copings, gutters, downspouts and other r flashing items as specified herein. f B. QUALITY ASSURANCE 11. Contractor shall provide approved applicator status with bid, as current and active for installation of the specified system. ' 2. Contractor shall have been in the roofing business for a minimum often years in the local metropolitan area, licensed and registered as a roofing specialty icontractor with Washington State, and shall provide labor with minimum five years of commercial PMR reroofing experience. 3. Provide manufacturer's fifteen year no-dollar-limit guarantee, including base flashings and a two year installer's weathertight warrantee against leakage of sheet metal copings and roof related flashings. Option for 20 year NDL mfgr guarantee/warrantee. i 4. Roofing and sheet metal work to be included under this contract for single source responsibility. 5. Notify Owner's representative of intent to begin work, 36 hours in advance. Provide telephone numbers of personnel capable of positive response to a roof related emergency after normal working hours and on weekends. Answering service phone numbers are not acceptable for this purpose. 6. The owner has retained the services of Roofing Technical Services as its Consultant for this work. Inspection will be performed during the work and the contractor will keep the Consultant informed by telephone of the work schedule by 36 hour notice prior to start and on a day to day basis during the work. A final inspection will be conducted with the contractor after the 07500-1 1 i i i issuance and completion of the Consultant's punchlist(this may be in addition to the manufacturer representative's punchlist). Each item on the Consultant's punchlist shall bear the signed initials and date of completion by the contractor's journeyman roofer who effected the repairs. C. SUBMITTALS 1. Submit copy of manufacturer's specification and product data Nvith bid as called out herein. 2. Provide current written evidence with bid of approved applicator status from the manufacturer. Indicate most recent approval date. 3. Submit minimum 2"X2" actual samples of factory prefinished sheet metal manufacturer's standard colors for owner's selection. 4. Manufacturer's written approval of the specified isocyanurate insulation, gypsum coverboard and these roof systems for the slopes (up to 6:12) required on project. 5. Sheet metal finish manufacturer's 20 year guarantee against fading. 6. Submittals are due no later than one week prior to the pre-roof meeting. I _ E. DELIVERY AND STORAGE OF MATERIALS 1. Deliver materials to jobsite with labels and U.L. classification stamp in tact. Failure to comply will be cause for rejection of materials. U.L. labeling must be requested from the supplier at time of order. 2. Store and handle roofing materials to keep dry. Set on pallets and cover securely with breathable tarps. Polyethylene covers are not acceptable. 3. Do not store materials or position any equipment on the roof that will exceed the design live load for the structure. F. WEATHER CONDITIONS 1. Conduct no work when moisture in any form is present on the roof deck surface, or when precipitation is occurring or threatening. 2. Surfaces to which new roofing system is to be applied must be dry to the touch and remain so until covered with the completed new roofing system. 07500-2 i �� f �� 1 G. PROTECTION AND CLEAN-UP 1. Protect Owner's property with drop-clothes to prevent soiling of buildings, grounds and pavement/sidewalks. 2. Warn all tenants of the building to cover and protect all items, property, fixtures, equipment, tools, supplies and surfaces to prevent dust and debris from soiling. Tenants are advised to remove all items from the t- building during this reroofing work to prevent possible damage and soiling of their property. It is inevitable that dust and roofing debris will fall through the gaps in the wood roofing deck and the roofing contractor and the building owner cannot be held responsible for any damages from such conditions. 3. Remove all debris, wrappers and demolition, etc., daily. Failure to comply will result in clean-up back-charge. i 2.01 SPECIAL PRECAUTIONS A. MECHANICAL HVAC UNITS f1. Some existing roof-top mechanical units, conduits, light fixtures and/or ducts may require disconnection, lifting and reconnection. The services of a licensed mechanical and or electrical contractor shall be secured for this work and coordinated to be completed in conjunction with this reroofing work. B. ROOF REMOVAL 1. Do not remove any more roofing than can be completely reroofed with new roofing system (complete with base flashing) in the same day. Leave project in a weathertight condition whenever ceasing work, including sealing new , I work to existing with proper tie-off/water cut-offs. l _ 2. Remove abandoned braces, brackets, antenna bases,pipes and penetrations if marked with red paint as designated by owner as abandoned. Cover all 1 resulting holes in roof deck with heavy gauge galvanized sheet metal (screwed to the roof deck) for holes up to 6" square or with matching roof deck materials for larger holes. I' C. ELECTRICAL t.. 1. Remove conduit and light fixtures that are anchored into roofing system on Ithe barrel roof via an embedded horizontal pipe. Carefully lower to the i 07500-3 ~ ground and set aside in owner-designated location for owner's use unless otherwise instructed by owner or architect. 2. Procure the services of a licensed electrician for this work in order to properly terminate abandoned wiring. i . 3. Restore all items damaged by this work to Owner's satisfaction and to original condition. D. & R F ROOFING DEBRIS 1. Debris, wrappers, roofing scraps and demolition debris cannot be allowed to leave the immediate area of the project due to danger to aircraft operations. All such materials must be immediately placed in a container and prevented from being wind-born. Serious damage and or possible fatal injury could result from loose debris contacting aircraft or impacting aircraft operations. 2. Check fascias for rot and damage and replace with matching materials painted to match existing or new paint scheme. Check details for clarification. 3.01 PRODUCTS AND SPECIFICATIONS A. PMR SYSTEM SHALL BE 3255 (as modified herein) U.L. CLASS B, BY SOPREMA. 1. Insulation---Polyisocyanurate rigid foam board insulation R19 thickness, approved in writing by Soprema for this project. 2. Coverboard---1/4"thick Dens Deck Prime gypsum board by Georgia Pacific, must be approved in writing by Soprema for this project. 3. Primer—Asphalt primer per ASTM D-41, PA Elastoco1500 by Soprema. 4. Interply—shall be Soprema Sopralene Flam 180. 5. Top ply—shall be Soprema Elastophene Flam FR GR cap sheet. 6. Roofing nails—US Nail galvanized 1" cap, ring-shanked nails are required to secure tops of base flashing. 7. Insulation and membrane fasteners---Soprema insulation pre-assembled fastener/plate and Soprema Soprafix Membrane Speed Fastener(with 2" dia. Soprafix Plate). 8. Base Flashing—Soprema Sopralene Flam 180 FR GR. 07500-4 f - 9. Mastic—SBS Mastic by Soprema. 10. Wood Nailers—Minimum pressure-treated LP-22 Douglas Fir#2 grade per i AWPI. 11. Walk Board—Soprawalk by Soprema. 12. Cant x4 4 strips —Treated wood as indicated over wood substrates. ( ) 13. Vapor Barrier---Lastobond S by Soprema. B. SHEET METAL 1. Factory Prefinished 24 ga. sheet metal- with 20-year finish guarantee, Colorklad or equal. 22-24 ga. galvanized sheet metal where indicated and 24 ga. 304 stainless steel as shown in details. Where applicable, color selection to be by owner from manufacturer's standard colors. 2. Prefinished continuous 22 ga. steel free-floating gutter system as site- manufactured by Northshore Sheet Metal 425-487-1111, Woodinville, WA. 3. Solder---shall be type as required and shall include appropriate flux. 4. Fasteners for masonry/concrete surfaces—shall be Rawl Zamac Nailin (1/4") and Rawl Spike (3/16") x length for min. 1"penetration. (— 5. Fasteners for wood surfaces (concealed fastening)—shall be minimum 1%" l EG roofing nails, except for base flashings which will require the 'simplex type'previously specified. Exposed fasteners shall be neoprene-washered galvanized screws (NWGS is abbreviation used on details) compatible with type of metal to be secured as indicated on details. Galvanized 16d nails for attachment of wood nailers to wood substrates. 6. Stainless steel panhead screws 11/z"#12 with threads for attachment into wood for attaching the gutter hanger/roof edge flashings at perimeter roof edges. 7. Caulking and sealant—shall be Chemcaulk 900 or Vulkem 921 or 116, no exceptions. 8. Lead Flashing—Sheet lead for plumbing stack and roof penetrations flashings shall be 21/2#. Sleeve caps are required for plumbing stack flashings. 07500-5 i ., ,� 4.01 EXECUTION A. DEMOLITION, PREP AND WOODWORK 1. Remove existing roofing, base flashings, sheet metal copings, flashings and abandoned penetrations etc., down to existing roof deck surface. Dispose of debris at a dumpsite approved for the purpose. 2. Asbestos containing roofing materials (ACRM) will be encountered in the barrel roof. Consult and follow the guidelines of the Puget Sound Air Pollution Control Agency(PSAPCA), OSHA, and WISHA requirements. k Notify owner immediately if suspected materials are detected in other areas. 3. Keep dust and debris to a minimum. Grounds must be kept clean daily throughout the course of the work prior to leaving the project. Failure to maintain cleanliness will be reason for owner to hire cleaning services and back-charge Contractor for cleaning caused by this work. l 4. Conduct roofing operations so as not to interfere with the Owner's continuous operations and use of the buildings. 5. Advise Owner's representative as to space requirements and restrict roofing operations to designated area. Provide flagging and barricades as required by the Owner to direct traffic and pedestrians safely around operations and equipment. All persons accessing the building must be protected from the dangers of the work activity at all times. r6. Replace damaged or rotted roof decking with materials similar to existing. Construct new treated wood 2x curbs (include wood cants) minimum 8" above roof surface where existing curb heights do not meet this minimum height. Raise sleepers with appropriate wood to same height requirements except as detailed. 7. Attach all nailers with hot dipped galvanized nails and in sufficient quantity and location to provide proper uplift resistance of nailers. See details for spacing and attachment. Some screws may be required for nailer/cant/curb attachment. 8. Remove all unused penetrations so marked with bright paint by the Owner. In-fill deck openings larger than 6" square with structural wood members and roof deck equal to existing construction. 9. Relocate all penetrations, curbs,pipe vents etc. that are closer than 16"to any wall, curb, sleeper or other penetration. This activity may require the services of a licensed plumber. 10. Raise all hoods, vents, fans, etc., and provide curbs/sleepers with minimum 8" iheight above roof deck. This may require a custom fabricated 24 ga. galv. 07500-6 i i M steel "Z" counterflashing (with hemmed drip and minimum 3" coverage over top of BF termination) to adapt existing hood to newly raised curb. B. POLYMER-MODIFIED ROOFING 1. A pre-roof conference shall be conducted prior to commencement of work under this contract and shall include the Owner, Architect, installer, manufacturer's representative and the Owner's Roofing Consultant. A review of the specifications and details as well as the Owner's designated job staging area will be included. Submittals must be received one week prior to this meeting. 2. Upon removal of existing roofing, inspect existing roof deck surfaces and do r not begin installation until surfaces are acceptable and meet manufacturer's requirements and good roofing practices. Provide unit price per square foot in bid for replacement of damaged roof deck with new material similar to existing. Assure surface is smooth, sound and acceptable for roof application. 3. Install wood nailers and fascia boards per details, attaching with galvanized nails. Galvanized finishing nails required at all 1X6 and 1X4 fascias. 4. Attach one layer of the Lastobond S over all roof decks and surfaces to receive new roof system per the manufacturer's requirements. Application of this vapor barrier constitutes acceptance of surfaces to receive new roofing. Turn down over perimeter edges 2"minimum and up onto vertical surfaces 4" minimum. 5. Install insulation stop blocking (2X's) equal in thickness to the iso insulation. Secure with galvanized nails 16d @ 16" centers. Blocking shall occur @ 48" centers at base of barrel roof up to and including 4:12 slope and @ 96" centers from 4:12 to 2:12 slopes. First run of blocking at base of barrel roof shall be 2X8's and 2X4's thereafter. Blocking is only required on slopes >2:12. 6. Install R19 rigid insulation and 1/4"Dens Deck boards per manufacturer and Soprema requirements but not less than one fastener and plate per two square feet. Fasteners must penetrate a minimum of 1" into wood deck. Caution: Due to numerous shrinkage gaps in the existing roof deck, care must be taken to assure that all fasteners (nails & screws) for whatever purpose, t are securely attached into the wood deck rather than into splits, gaps, joints or shrinkage cracks. 7. Install the required Soprema PMR assembly as specified and in compliance with the manufacturer's General Requirements (current edition of the Soprema Systems Manuao and the following specifications. Corner clipping _ at"T"joints is required. 07500-7 1 . i I a. Failure to comply will be cause for rejection of areas in question. Test cuts may be ordered and additional plies or complete removal and reinstallation required if in the opinion of the consultant deficiencies are present, all at contractor's expense. b. Manufacturer's inspector shall clarify requirements in order to provide warrantable roof assembly/system. 9. Install Roof Edge and Gutter Details per Soprema Universal details U-1/91-E- 01 and U-1/91-E-02. 10. Install base flashing (BF)per Soprema Universal Details U-1/91-M-01 and similar to U-1/91-P-02. Follow all Soprema details, instructions and recommendations for penetration and curb flashings. 11. Extra ceramic granules will be required to cover exposed bitumen bleed-out at side and end laps. Take extra care to avoid footprints, hand marks and bitumen smears on final surface. Avoid foot traffic on completed roofing during warm weather. 12. Provide walk pads under conduit support blocks and in front of roof access ( door as well as at base of each downspout that deposits water onto the roof system. C. SHEET METAL 1. Contract with Northshore Sheet Metal to provide and install the 22 ga prefinished gutter edge support flashing for their Floating Gutter System. Prime both sides of the roof flange and allow to dry completely. Set flange into bed of SBS mastic by Soprema. Assure that all end laps are 4"minimum and that two beads of sealant are concealed within these laps. This flashing r must be screwed with stainless steel panhead screws per the detail lrequirements. 2. Faashings shall be fabricated in ten foot lengths with hemmed raw edges '/2" lminimum, formed to accept continuous 22 ga. galy. steel clip at face with concealed fastening. Install two beads of sealant concealed within the 4" endlaps. Refer to details for configuration and to actual job conditions for dimensions. Include custom fabricated end caps and transitions, neatly fitted and with soldered corners. 3. Follow SMACNA plates and securement requirements pertinent to details required unless these specifications are more restrictive. 4. Roof edge flashings at curved barrel roof must be fabricated in 48"-60" maximum lengths with 4" endlaps. 07500-8 I yI I I r-. 5. Provide blocks of treated 2x6 @ 5' o.c. attached to pipes, conduit and support legs resting on roof and set on walkboard 3" larger in each dimension than the 2x. 6. Replace existing plumbing stack flashings with new 2%z lb. lead plumbing stack flashings and lead caps. Do not fold flashings down into waste vent. Install caps to provide snug fitting weather protection. Further, field fabricate a custom penetration flashing for other small pipe/conduit penetrations through roof. Provide a stainless steel clamp at top of flashing once it is soldered in place. Install sealant and BF as described earlier. � ^ 7. Contract with Northshore Sheet Metal to furnish and install their Floating 22 ga. Prefinished Gutter System and downspouts (DS) including elbows and DS straps. Route DS's to within 2" of roof and or ground surfaces. Provide flanged nipples sealed and fastened into the bottom of the gutters for the attachment of the DS. t 8. Provide 24 ga soldered door threshold pan per the details at roof access door. l Install Lastobond underlayment with all corners sealed prior to setting pan flashing. Secure pan at vertical surfaces only. Coordinate size with general contractor. Pan must extend behind door jambs. l5.01 PROJECT CLOSE OUT A. CLEAN-UP 1. Provide clean broom-free project in a good and workmanlike manner, commensurate with the standards of the roof industry. 2.
