Dear Nancy:
I believe Marc reviewed this site with you awhile back. It is located on the Southwest
portion of the Airport and fronts on the cross wind taxiway. The proposal is to construct 6
hanger buildings almost identical to the existing configuration on Lot 400. As is typical, the big
issue is water quality. The word that got back to me was use-bio-swales to infiltration trenches.
This can be done along the access road for the road, parking areas and cul-de-sac, but along the
taxiways the length required for a bio-swale cannot be provided because of the hangar accesses. I
have come up with a design that I feel will work very well along the taxiways but is not word for
word per the D.O.E. Manual. The design will direct the runoff from the taxiways to a water
quality basin that will have a layer of loamy sand placed on the bottom. This will be sized to hold
and infiltrate the 6 month storm event. D.O.E. says that "Water Quality Infiltration BMPs must
always be preceded by a pretreatment BMP to remove suspended solids that could clog the
infiltration soils." We do not foresee a clogging problem because there isn't a source for
suspended solids. Exposed earth and airplanes are not compatible because of the wind generated
by the propellers. The only foreseeable source would be dust and I can't imagine enough to clog
the soils.
We feel this will be a good design that meets the intent of the D.O.E. Manual and will work
for the Aviation Industry.

1. This development will add approximately 187 vehicular trips, which includes 25 p.m.-
peak-hour trips, per day to the street system.
a. To mitigate the traffic impact to the SR-531 (172Id Street NE) corridor, the
developers shall pay their proportionate share for the SR-531 widening project
(43nd Avenue NE to 67°1 Avenue SE) for those average daily trips from this
development that will use that section of SR-531. Traffic mitigation shall be paid
to the Washington State Department of Transportation (WSOOT), and the

required mitigation payments (storm water system development fees to the City of
Arlington at $374.00 per 2,000 square feet of impervious surface area, which is net
82.83 square feet, for a total of S30,978.42; park mitigation fees to the City of Arlington
at 5 cents per square foot of land per approved site plan, which is 174,240 square feet,

1. This development will add approximately 187 vehicular trips, which includes 25 p.m.-
peak-hour trips, per day to the street system.
a. To mitigate the traffic impact to the SR-531 (172nd Street NE) corridor, the
developers shall pay their proportionate share for the SR-531 widening project
(43"0 Avenue NE to 67`" Avenue SE) for those average daily trips from this

10. Park Mitigation and Impact Fees: Per UDC Chapter XI, Section B.4, there shall be a
payment of 5 cents ($0.05) per square foot of land per approved site plan.
11. Water and Sanitary Sewer: Adequate City water and sanitary sewer service is available
to the site.
12. Criteria for Approval of an Application and Issuance of a Permit: Per UDC Chapter VII,
Section D, Criteria for Approval, the Department of Planning and Community
Development is required to review for compliance the following criteria before an
application can be approved.
a. The development is consistent with the dimensional, density requirements and
Performance Standards of the UDC and other applicable laws and regulations;
and
b. The development as proposed incorporates, to the maximum extent feasible,
mitigation measures to substantially lessen or eliminate all adverse
environmental impacts of the development; and
C. The applicant has presented certification that the applicant has filed and paid all
the taxes, penalties and interest, and that the applicant has satisfactorily made
agreement to pay the taxes (NOTE: this requirement is only applicable to
subdivision plats); and
d. Prior to final approval the applicant has followed all permit processing
procedures and paid all applicable land use fees.
VI. CONCLUSIONS
1. The proposed construction as noted and conditioned is consistent with the City of
Arlington Comprehensive Plan and is allowed in the Industrial zone.
2. The requested minor development permit as conditioned meets all UDC requirements,
including Chapter VII, Section D, Criteria for Approval, and all other applicable codes.
3. The minor development permit should be approved subject to conditions noted below.
VII. DECISION
The minor development permit is hereby APPROVED, subject to the following conditions:
1. Prior to issuance of a building permit, the applicant shall file a final site/landscaping plan
and construction plans, meeting the following conditions, in conjunction with a building
permit application. The final site plan shall comply with all requirements of the Unified
Development Code, Uniform Building Code and Uniform Fire Code.
2. The final site plan shall comply with the requirements of UDC Chapter IX, Section C.4,
Parking Requirements. This includes providing 1 additional loading space for a total of 3
and showing the location of the dumpster.
3. Prior to issuance of a building permit, the final storm drainage plan shall be reviewed
and receive administrative approval. It shall meet the requirements of the Arlington
Municipal Code Chapter 16.10, Stormwater Management, and the Department of

Arlington Airport. Lot coverage is not applicable in the Airport Industrial zone. The
proposal is in compliance with the airport height regulations per Arlington Municipal
Airport staff.
4. Non-residential Performance Standards: The proposed development must comply with
the standards of performance for noise, lighting, odors and gases, particular matter,
electrical interference, hazardous materials storage, waste disposal, open storage,
maintenance and alterations, and hazardous waste facilities per UDC Chapter IX,
Section B.2.
5. Off-Street Parking: The proposed use as calculated per UDC Chapter IX, Section C.4,
Parking Requirements, requires 63 parking spaces at 1 space per 1,000 square feet of
gross floor area, plus 3 loading spaces at 1 space for each 25,000 square feet, and 1
dumpster space. The proposed site plan shows 67 parking spaces, 2 loading spaces,
and space for a dumpster; an additional loading space must be provided to meet the
minimum requirements.
6. Landscaping: The required landscaping for storage uses is category C, which requires
10 feet of Type III landscaping adjacent to all street frontages. A portion of the required
10-foot wide frontage landscape area is placed partially within the City right-of-way (5
feet) and partially within the subject property (5 feet). Permission to use the right-of-way
was granted by the Arlington Airport in their lease agreement. The project exceeds the
minimum frontage landscaping requirements by proposing to install landscaping in an
additional approximately 30 feet of right-of-way. The landscape requirement for the
parking area is a minimum of 17-1/2 square feet of landscaping for each parking stall
per Chapter IX, Section N.7. The landscape plan reflects sufficient frontage and parking
area landscaping to meet the general landscape requirements specified in Chapter IX,
Section N.7. Landscaping shall be Installed In accordance with the attached recognized
planting detail techniques. The landscaping in the right-ot-way must be irrigated per the
lease between the applicant and the Airport.
7. Transportation: The proposed development fronts on Airport Boulevard. The curb cuts,
sidewalk, and construction entrance must be constructed per City of Arlington
standards. Transportation mitigation fees shall be paid to the City of Arlington at $1,038
per p.m. peak hour trip and to WSDOT and Snohomish County for this project's
proportionate share of average daily trips. Letters reflecting payment of the required
fees shall be received prior to issuance of the building permit.
8. Stormwater Management and System Development Fees: The City has adopted storm
drainage requirements per Arlington Municipal Code Chapter 16.10, Stormwater +�
Management, and the Department of Ecology's Stormwater Management Manual for the (��
Puget Sound Basin (The Technical Manual). Site plan drawings with a proposed
conceptual drainage system have been submitted. A preliminary review of the system oZ'
indicates that it will probably work; however, a final engineered drainage plan will need
to be submitted for construction plan review and approval. Per City of Arlington
Ordinance 1216, there shall be a payment of storm water system development fees to
the City of Arlington at $374.00 per 2,000 square feet of impervious surface area.

III. ENVIRONMENTAL REVIEW
A Mitigated Determination of Nonsignificance (MDNS) was issued on February 16, 2000, with a
15-day comment period. Mitigation measures from the MDNS were to pay traffic mitigation to
the Washington State Department of Transportation (WSDOT) and to Snohomish County;
these are included as conditions to this permit (see "Conditions" below).
IV. BACKGROUND
The subject minor development permit/environmental review application was received by the
City of Arlington on January 6, 2,000. The application was deemed complete on February 10,
2000. Additional information was requested on February 15, 2000 and was received on April 3,
2000.
V. FINDINGS OF FACT
1. Application Process: A minor development permit is an administrative review process
per City of Arlington Uniform Development Code (UDC) Chapter VII, Sections C.1 and
C.S. The subject minor development permit/environmental review application was
received by the City of Arlington on January 6, 2000. The application was deemed
complete on February 10, 2000. Additional information was requested on February 15,
2000 and was received on April 3, 2000. A Mitigated Determination of Nonsignificance
(MDNS) was issued February 16, 2000, with a 15-day comment period.
2. Comprehensive Plan and Zoning: The City of Arlington Comprehensive Plan identifies
this area as being Airport Industrial. The subject property is zoned Airport Industrial per
UDC, Chapter III, zoning map, Page III-2. Storage facilities (hangers) are a permitted
use per Chapter V, Section J, of the UDC.
3. Lot Dimensions. Density and Related Requirements: Per UDC Chapter V, Section J,
table, the proposed development complies with the minimum lot dimensions for a
storage facility (1 acre in size and 100-foot minimum width), minimum side yard
setbacks (25 feet), and maximum building height (30 feet). Although it does not comply
with the current minimum front and rear yard setbacks (25 feet each). However, the
front of the buildings are set back approximately 40 feet from the sidewalk and the
buildings in the rear abut the edge of the runways, which is the ideal location for
hangers. In addition, and the buildings are situated on this lot exactly as in Phase I
which is immediately to the east and the development has been granted approval by the

1 have reviewed the documents submitted with building permit#00-4039 and have the
following comments. All items listed must be completed before the Water and
Wastewater Departments will give approval for occupancy.
1 . A Double Check Valve Assembly (DCVA) must be installed on the downstream
side of the water meter, before the first branch connection. Install the DCVA per
city standard W-13.
After the DCVA has been installed, it must be tested by a Washington State
certified Backflow Assembly Tester, at the owner's expense, then be inspected
by me. Provide a copy of the test report prior to calling for inspection; minimum
24 hour inspection notice is required.
2. Inspections are required at the following times. Please provide minimum 24
hour notice when calling for inspection.
A. Prior to covering underground water piping.
B. Prior to covering interior water piping.
C. Prior to requesting final inspection by the Building Department.
3. The drawings did not indicate whether a fire sprinkler system would be
constructed for this building. If a fire sprinkler system is being constructed, and
no chemicals will be added to the water, a Double Check Valve Assembly must
be installed on the water supply line; refer to city standard W-14 for installation
requirements. If chemicals are added (corrosion control, antifreeze, etc.) then a
Reduced Pressure Backflow Assembly must be installed on the water supply

4. It is recommended that you install a thermal expansion tank on each separate
water system on which you are installing a backflow preventer (DCVA or RPBA).
Check with the Building Department for specific code requirements.
5. The water quality requirements listed in items 1-4 above cover the building.-
construction only. Depending upon the type of tenant(s) that will occupy the
building, you may be required to install additional backflow preventers and/or
sewer monitoring manholes. Each tenant will be required to fill out a cross
connection survey and industrial/commercial waste discharge permit application
prior to occupancy. I have enclosed one set of the required forms for your use.
6. When constructing the underground water main, follow the attached procedures
for new water main construction and backflow prevention.
