However, I want to make it clear that this temporary situation in Development no way supports the retention of the second, north, non-approved driveway. The City's position has not changed; the north driveway must be removed, just as your Services approved plans show. This compromise is to allow your engineer to present information to the City in an attempt to justify retention of the driveway. Evidence that 239 N. Olympic Ave, has been presented to date has not changed the reasons for approving the original site/civil drawing showing the removal. Arlin�ron, WA 98223 Temporarily,the City is willing to allow occupancy for a period of two months after the installation of jersey barricades to prevent the use of the north driveway. Your engineer must propose a set of barricades to be installed at the back of the sidewalk which shall comply with the requirements of the Manual on Uniform Traffic Control Devices(MUTCD). Administration 360.403.3500 An assignment of funds in an amount sufficient to guarantee the removal of the second driveway will be required. The driveway may remain for two months while your engineer completes his proposal. At the end of that time, if an acceptable Building proposal has not been received and agreed to by the City, the driveway must then be removed. 360.403.3431 We have also discussed three alternative on-site solutions to redirecting traffic flow,as follows. Engineering 360.403,3500 Temporarily encroach on the landscaping area on the north and west sides of the property until a connection can be made to the future street to the north. The landscaping may be encroached on up to the property Planning line on the north, and approximately 5 feet or the property line to the west 360.403.3434 whichever is less. ➢ A second solution is to reconfigure the lot allowing u-turns from the east Utilities window. Proposals to encroach on the landscaping temporarily on the 360.403.3500 north to the property line will also be considered. ➢ The final option was to install a temporary driveway at the location of the future road to the north. The engineer is proposing to use an underground detention/infiltration pond and control structure to treat and control stormwater runoff from the site. As currently designed the system does not meet Ecology standards. • Chapter III-3.6.5 of the Ecology manual requires a minimum of one soil log for every 50 feet of trench and each soil log must extend a minimum of 3 feet below the bottom of the trench. The two soil logs provided are less than 3 feet deep. • The infiltration trench is shown 8.2 feet from the building. Chapter III-3.6.5 of the Ecology manual requires that an infiltration trench be located 20 feet downslope from a building. • Chapter III-3.6.5 of the Ecology manual requires that runoff from the 6-month,24-hour design storm be treated prior to discharge to a streambank erosion control infiltration trench. Pretreatment of the runoff must be provided using one of the approved pretreatment BMP's shown in Table 1-4.6 of the Ecology manual. Under the water quality section of the report,the engineer states that water quality treatment is being provided by having six inches of dead storage in the underground pond to provide sedimentation. If this dead storage does in fact remove sediment from the stormwater runoff the dead storage will likely silt-up overtime and the infiltration rate will be drastically reduced or infiltration may be eliminated entirely resulting in increased stormwater runoff leaving the site. If credit is taken for infiltration in the pond the pond must be protected from siltation.The current design has no provisions for removing oil G:\DevelopReview\EspressoConnect\ReviewMemo.doc 1 from the stormwater runoff. Oil must be removed from the stormwater runoff prior to the runoff being discharged to the pond. 2. No downstream analysis was provided. Since stormwater runoff will be discharged offsite a downstream analysis must be provided. 3. Maintenance Requirements for privately maintained storm drainage facilities need to be included in the drainage report. 4. The engineer proposes a 16-foot wide infiltration trench with two 6-inch perforated pipes in one leg of the infiltration/detention pond and one 6-inch perforated pipe in the other leg.The engineer needs to prove that the 6-inch pipes have sufficient perforations to evenly discharge runoff to the entire width of the pond. Other jurisdictions have had problems with infiltration systems due to the trench width being too wide and have restricted the width of the infiltration trench to 5 feet with a 12-inch diameter perforated pipe. 5. Transportation: The proposed development fronts on Smokey Point Boulevard (frontage road); no improvements are required on Smokey Point Boulevard. Park Mitigation and Impact Fees: Per UDC Chapter XI, Section B.4, there shall be a payment of 5 cents ($0.05) per square foot of land per approved site plan. 11. Water and Sanitary Sewer: Adequate water and sewer service is available to the site from the City of Marysville; utility services to the building and fire hydrants and fire protection as required will be reviewed when construction drawings are submitted.
