Anderson Building Official City of Arlington 238 N. Olympic Avenue Arlington, WA 98223 Dear Mr. Anderson; We have completed our review of the North County Bank. The plans are in substantial compliance with the 1997 Uniform Building Code. NONSTRUCTURAL 1. Veneer ties should support no more than 2 square feet of veneer and should be connected to a #9 gage wire reinforcement installed horizontally in the grout bed. See Sheet A5.2. 2. The facing of the insulation that is exposed to the interior should be provided with a maximum flame spread rating of 25. See Sheet A5.2. MECHANICAL 1. No mechanical plans were submitted. We can review these when they are submitted to you. 1995 WASHINGTON STATE RESIDENTIAL ENERGY CODE (WAC 51) 1. 1 did not receive any energy calculations or complete forms. If you want me to do the energy review please have the Architect submit the proper information. 1995 WASHINGTON STATE REGULATIONS FOR BARRIER-FREE DESIGN 1. The maximum side slope for curb cut ramps should be 1:12, where the width of the sidewalk at the top of the ramp is less than 48". Section 1106.4.7.3 2. All doors in the building that have a latch set or lock set should have lever-type operating hardware. Section 1106.3.1 3. Door thresholds should be shown as no higher than 1/2". The edges should be beveled at 1 vertical : 2 horizontal, with a maximum edge height of 1/4". Sections 1106.10.4, 1106.6 STRUCTURAL 1. It should be noted on the plans that "Special Inspection" is required for: Bolts installed in concrete (with 100% stress increase) Anchor bolts (Table 19-F) 2. We did not receive a soil report for this project. The engineer has used 2000 psf. If this is not acceptable than the footings should be resized. 3. The non-bearing walls should be held down from the truss bottom chord with an approved fastener (such as Simpson STC) to insure that the truss bottom chord will not bear on the wall. 4. The engineer is using the perforated shear wall procedure for the design of several shear walls with openings per APA Research Report 157. This method in not in the 1997 UBC. In my opinion this method is acceptable for single story portions of structures or the upper floor of multi-story structures. There are other methods that can be used to design shear walls with openings. I am returning the plans with our indication of review on the front sheet. 7 ;_ Chuck Williams SE CWA Consultants Cc: BNH Architects CITY OF ARLINGT""T) DEPARTMENT OF COMMUNITY DE-_ .JPMENT 238 N. The last e-mail I had from Debbie indicated she was expecting some geo-tech information. Did she ever receive this? (I'm also asking Debbie) . I have attached the review that was pending the addition of any comments based on the geo-tech report. Are these issues still outstanding? This must be considered draft until I hear from Debbie. The Land Use Permit has not been issued by the Planning Dept. WSDOT has expressed some concerns regarding the traffic study. Kris Remle and I were discussing this subject this afternoon and, even though she has been playing phone tag with WSDOT, she is going to send a single packet with the conversations and results of our discussions regarding traffic to see if this can help resolve their concern. They almost certainly don't have the complete record of how we got the final answer. Anyway, even though we are running the reviews in parallel, I don't want to officially sign the construction plans until the Land Use Permit is issued. Do you have approval from Marysville for the Water and Sewer connection? Finally we will need to issue a right-of-way permit for the work out in 35th. Since the fee is based on the cost of the improvements, I suspect that you have already covered the fee with the Civil Plan review fee. However, we still need to do the paperwork. Paul A. A minor development permit is an administrative review process per City of Arlington Uniform Development Code (UDC) Chapter VII, Sections CA and C.5. 2. Comprehensive Plan and Zoning: The City of Arlington Comprehensive Plan identifies this area as being Highway Commercial. The subject property is zoned Highway Commercial per UDC, Chapter III, zoning map, Page III-2. Personal Service Establishments are a permitted use per Chapter V, Section H, of the UDC. i/ 3. Lot Dimensions. Density and Related Requirements: The proposed development complies with the minimum lot dimensions for a personal service establishments (0.5 acre in size and 100-foot minimum width) and yard setbacks (front 25 feet, rear 25 feet, and each side 10 feet) and with maximum building height (50 feet). Lot coverage is not applicable in the Highway Commercial zone. The proposal is in compliance with the airport height regulations per Arlington Municipal Airport staff. ✓ 4. Non-residential Performance Standards: The proposed development must comply with the standards of performance for noise, lighting, odors and gases, particular matter, electrical interference, hazardous materials storage, waste FAHOME\Kris\North County Bank\Permit.doc ;kjr;7/6/00 Page 2 of 5 i i . .ff - - - - - - - disposal, open storage, maintenance and alterations, and hazardous waste facilities per UDC Chapter IX, Section 6.2. 5. Off-Street Parking: The proposed use as calculated per UDC Chapter IX, Section CA Parking Requirements, requires 27 parking spaces, at 4 spaces per 1,000 square feet of gross floor area, which is 6,652 square feet. The proposed site plan show$,43/parking spaces, two of which are handicap accessible, which meets the minimum requirements. ✓ 6. Landscaping: The final site plan shall comply with the requirements of UDC Chapter IX, Section N, Landscaping. The required landscaping for personal service establishments (Banks) use is category B, which requires 10 feet of Type III landscaping adjacent to all street frontages. The landscape requirement for the parking area is a minimum of 17-1/2 square feet of landscaping for each parking stall for the first 50 spaces and 35 square feet for each parking space over 50 per Chapter IX, Section N.7. The landscape plan reflects sufficient frontage and parking area landscaping to meet the general landscape requirements specified in Chapter IX, Section N.7.
