Others present included: City Supervisor Myers, City Planner John LaTourelle, Airport Manager Meters, Richard Bailey, Robert Schmidt School Superintendent, and numerous others. Minutes of the previous meeting were approved by motion of Maynard and Larsen. UBLIC HEARING• Arlington School District/Conditional Use Chairman Pumphrey opened the public hearing and reviewed the hearing process. He then asked for review of request from City Supervisor: City Supervisor Myers: reviewed staff report and application. Noted staff recommends approval of conditional use with conditions, most importantly: - Conditional use granted to Arlington School District only, non-transferrable. - Entire site be fenced. - Site be landscaped. - School district must recognize that site is in an Industrial zone, industrial noise levels could affect interior noise levels which the school district should be responsible in maintaining. - Other conditions as noted on staff report. He indicated that there would be no problems with landscaping, a lease has been agreed upon, and the present and future noise levels are accepted. Don Meier, Airport Manager: noted that main concerns are in reference to proper fencing and noise. Also, the use would reflect an aesthetic improvement to the site. City Supervisor noted that parking would be addressed later as. part of the site plan, and future access to land south of the existing building off 59th would be discussed at some point to prevent conflict. Public hearing was closed by Chairman Pumphrey after no further input. Brubaker Clerk II CC: FILE Robert Mulligan, Code Enforcement Officer 1 i P 0.E3 C,X 500 E"',T -S,7 7-N I T ON SC 1-:_1 C C L 7 S T N, J 3 Mr. Ron Pumphrey Chairman, Planning Commission City Hall 3rd & Olympic Arlington, WA 98223 Dear Mr. Pumphrey The Arlington School District would like to request an opportunity to talk with the Planning Commission at your next meeting regarding one item on the STAFF REPORT that was the basis for the Conditional Use Permit that the Commission authorized for our new Alternative School at 18722 59th Ave. NE on the Arlington Airport property. Item six requires that the property be fenced with a 6 foot chain link fence on all sides. At the time of our hearing with the Commission, this did not seem to present any problem, but now that we are well into construction and more definite planning on the project, it seems to us that both the school's and the airport's best interest would be served if this specific requirement could be changed. City staff has indicated to us that any changes must be approved by the Planning Commission. . .and that is the reason for this commu- nication and request. We would like to be able to fence all of the property off from other airport property on the back and on the ends, but leave it open to the street side. This will allow for separation of students from adjacent properties and at the same time will allow easy access to our parking area, bus loading space, the dock in front of the building and will allow for a considerably more attractive landscaping plan that would be afforded if we have to have a fence along the roadside in front of the property. We are not planning to have any kind of student physical education or recreation outside of the building on this property. With the easy access to both the new playing fields across the street and the baseball diamond, it seems to us that these would be the areas used by our students. We will appreciate an opportunity to talk about this problem with you. Thank you for your consideration. Since ys Robert D. M. "Marc" Gomness inspected our facilities at the Alternative School. The report he left, "Statement of Deficiencies and Plan of Correction", needs to be responded to upon completion of our Daycare Room. He listed nine (9) items to which I must reply; these do not appear to pose any difficulties for us. r. --We need to install either a GFI circuit breaker for the Daycare room, nurse's office, and :restrooms or GFI outlets in those areas. A --We need to submit photographs or descriptions of storage provided for toxic substances, cots, mats, equipment, and supplies. --Water temperature in the restroom was 114 degrees; it needs to be 110 s degrees. --We need to brace sinks securely so they won't fall when a child leans on them, and we need to provide secure footing for children to reach both sinks and toilets. r --We need to submit documentation that the septic system is adequate for our needs. --We need to submit copies of our medical policy & procedures. --We need to submit photocopies of TB skin test for Daycare workers. r --We need to submit copies of First Aid cards, CPR cards, and a list of first aid supplies available. --We need to show a photo of our diaper changing area and submit a list of our diaper change. procedures (this area needs to be separated from the children's play area). --We need to explain our sleeping equipment and how storage of bedding is handled. r Page 2 <The edges of the porch must be' sanded smooth--they still contain ugh splinters from construction. --There is a wire outside the daycare window near the porch which should be covered or removed. --We need to submit a sample'of how we` instruct parents regarding nutritional requirements for their children. We can utilize our Polaroid camera to take necessary photographs. Diana Wood is currently updating her first aid training, so copies of CPR, first aid, and TB tests will be provided easily. Therefore, the only items of remaining concern are: 1. GFI circuit breakers or outlets 2. Either counter or legs to support sinks 3. Set water temperature to 110 degrees 4. Install sink and countertop in room Diana will work with me to: 1. Design storage areas 2. Purchase sleeping equipment 3. Decide on type of raised surface to be utilized in restrooms 4. Develop our diaper change policy, sanitation:and medical policies 5. Nutritional guidelines for parents 6. Purchase or design dividers to be used to separate infant/toddler areas as well as sleeping/play areas. Based upon my discussion with Mr. Gomness, it appears we should have little trouble with our facility passing approval. cc; Diana Wood Nate Maudlin r 1 L E A S E .^ 2 3 THIS LEASE, made this day of July, 1986, between the CITY OF .; ARLINGTON, a municipal corporation of the State of Washington, Lessor, and 4 ARLINGTON SCHOOL DISTRICT #16, Lessee. 5 1 .
