Background 1. Mr. Williams requested this site in 1988. 2. Mr. Williams asked to lease the site at the termination of the Bayliner lease. 3. The two parking lot leases terminate on August 31, 9112. 4. Verbal approval has been given by the FAA on the T-Hangar building separation and the separation from the new hangar and Bayliner new parking lot. 5. Survey of the site will be completed by Airport Commission meeting of August 11, 1992. 6. The FAA and City Council have approved the Bayliner parking lot request. The construction of the new parking area needs to be completed prior to the construction of the new t-hangar building. Recommendation Staff recommends the following; 1. Lease the site to Viking Construction. A site plan meeting the separation and taxiway locations as approved by the FAA must be submitted prior to City Council action. 2. Viking Construction will be required to have all of the costs concerning this project including site work, survey, legal description, all utilities including sewer, water, underground power and storm drainage, and all necessary permits, hook up fees, and mitigation fees. 3. The T-Hangars will have restrooms. 4. All site work plans and building plans will need approval by the City Engineer, Building Department, and Utilities Superintendent. 4. Please prepare a lease for the property using the following; 71,765 square feet, site plan and legal description attached. We are charging the 1994 aviation rate of$.0924. The yearly rent for the land will be $6,631.09. (This does not include tax) This will be a 35 year lease commencing September 11, 1992 and will expire on September 10, 2027. Thank You!!! l _ . �; .. 4 ' ,!C� I • ' Arlington Airport Commission Meeting Minutes July 14, 1992 The regular meeting was called to order at 7:00 p.m. by Chairman Dale Duskin. Present: Airport Commissioners: Cal Kinney, Dale Duskin, Bob Campbell, Jack Erickson, Dean Jensen. City Staff: City Administrator/Airport Manager Thom Myers, Administrative Assistant Erling Espedal, Administrative Assistant Steve Johnston, Airport and Parks Maintenance Supervisor Rob Putnam, Administrative Secretary Melanie Blowers. Others: Rob Hill, Vic Williams, Jackie Matz, Chuck Matz, Jerry Peter, Ron Gesen. The minutes of the June 9, 1992 meeting were approved as written. BAYLINER PARKING LOT Rob Putnam explained that Bayliner has agreed to do all of the improvements except the landscaping. The City will remove the existing fence and purchase and install the landscaping. The landscaping will be on airport property, not included in the parking lot. It was then explained that the proposal must be submitted to the FAA for approval before construction begins. There was then discussion regarding the lease term. Staff recommended that the commission approve a ten year term with a five year option. The lease could be terminated by either party with the Airport reimbursing Bayliner on a prorated basis for the improvements. Ten year lease was recommended by staff because it gives a reasonable recapture option and there is the possibility that the lot would need repaving after the ten year period. Staff also recommended that the agreement be in the form of a lease rather that a use agreement or rental agreement. Mr Rob Hill stated that he had a meeting with Mr. Myers and Mr. Putnam and discussed the improvements. Mr. Hill stated that Bayliner is willing to place a 42 inch fence, do the grade work and will pave the lot upon demand of the Airport Commission. He requested that the parking lot be designated as such in the comprehensive plan and that it be treated as a development with a long term lease. At this time Mr. Hill requested a twenty year kease with the parking lot being used by the airport in the off hours. There was then discussion on drainage. Motion by Commissioner Kinney, second by Commissioner Erickson to recommend the Arlington City Council approval of the Bayliner Parking Lot lease for a term of twenty years. This lease being non assignable and no option. All improvements are to be completed from the beginning. This motion pending FAA approval of the construction. Motion carried unanimously. N � � � A' f Arlington Airport Commission Minutes July 14, 1992 Page 2 At this time Chairman Duskin called on visitors Jerry Pete and Ron Gesen. They expressed a desire to construct t-hangars at the airport. Discussion followed with Erling Espedal and Steve Johnston being asked to follow up with the request. New Business Viking Construction Request Vic Williams of Viking Construction requested that the lease property not include the taxiway. Recommendation of staff was that the lease include the taxiways, siting that all t-hangars at Arlington Municipal Airport include them. There was then discussion including restricting access, maintenance and the square footage of the property used for the taxiway. Motion by Commissioner Campbell, second by Commissioner Kinney, that the lease property is to include the taxiway. Motion Unanimously carried. There was then discussion regarding the term of the lease. It was stated that a thirty five year lease is mutually agreeable. Washington State Snowmobile Racing Association Request Steve Johnston explained that the association has paid $100.00 for the use and maintenance of the property and has agreed to return after the event in and seed, if necessary. Motion by Commissioner Jensen, second by Commissioner Campbell, to approve the request. Motion unanimously carried. Commissioner Erickson then stated that the Commission was appreciative of the letter of support from the Marysville School District. Brazier Forest Product/Liberty Lumber/Airport Parcel Survey Discussion included rates, arrears, and the request for a sublease. Consensus was that the arrears be paid before the Commission considers any sublease. Erling Espedal then explained that the Brazier lease property would like to sublease to two businesses. One is Gypsum Depot, a gypsum wallboard recycling (transfer) station, and a chipper mill. He also explained that Enterprise Lumber is on the Liberty lease property. There was then discussion regarding a survey of the entire property, including the city property that has not been leased. It was stated that Liberty Lumber has requested that the lease be terminated and a new lease be written. There was then discussion on parldng, traffic and realigning the entrance at the time that a new office building is constructed. Motion by Commissioner Jensen, second by Commissioner Erickson, to follow staff recommendations of: Tenants must be required to sign rental readjustments to current rates or go to arbitration. Once done, then provide Environmental audit of both the leased sites. Airport Commission to provide an audit of the vacant and unleased site. Boundary line survey of the leased sites (paid for by the current tenants) and airport to pay for the airport property survey and the unleased site survey. The potential tenants to provide the necessary technical data requested by city staff. (This information will be helpful in determining the long term issues that should be addressed in the decisions of changing uses and/or extending lease terms.) Motion unanimously carried. There was then discussion regarding; a. Surveying the fixed base operators for feasibility of a water strip at Arlington Airport. b. Storm Water Permit. C. There was an update of the status of the west side. Thom Myers updated the Commission on the status of the aviation Maintenance and Technical School. Mr. Myers also explained the transition of the airport office.
