The Planning Staff, in our letter of November 1989, had stated our concerns and comments. I would like to relay to you the results of our convers- ation with the developers item by item. 1 Master Plan- see Cristy 2 Water System- they agree to extend an 8" line from a hot-tap on 67th near the entrance to the back of the lot and then north to reconnect to the 12" on the private road into the plat. This will be done either by them and the developer of lot ? or soley by them if they develop both lots. 3 Sewer-accepted as written 4 Fire Lane-accepted as written 5 Access-there shall be only one access off 67th for all of the lots fronting on 67th. This was a condition of approval of the original plat and it is up to the developer and property owner to come to agreement as the location of that single access. 6 Roads- they show no private roads so this standard does not apply 7 35' Turning Radius-accepted as written 8 67th & 188th-half street improvements to City standards along both street . for the entire frontage of the property shall be provided. Along 67th the asphalt will need to be extended from the existing to the new curb gutter and sidewalk. A storm drainage system will be required along both new curb line and shall be independent of the on-site storm system. Both storm sys- tems will require approved plans. 188th will require new asphalt through- out as the existing is not adequate. The report ment- ions the fact that the soils appear to indicate a fluctuating water table. The report also mentions that the testing was done without any plans so the results need to be verified once the specific site plans are prepared. I would think both of these items would require further testing both during the rainy season and at locations specific to the proposed building. METHODOLOGY/SCOPE OF WORK Our study approach consisted of completion of a series of investigative tasks intended to satisfy the level of effort often referred to as "due diligence" by, the "innocent purchaser" in the context of the Superfund Amendment and Reauthorization Act of 1986 (SARA) , and nearly identical requirements set forth in Washington State Initiative 97 . FINDINGS General The property is approximately five acres in size, located on the northeast corner of 67th Avenue Northeast and 188th Street Northeast in Arlington , Washington (see the attached Vicinity Map, Plate 1 ) . The site is lot 1 of the Arlington Industrial Park and is currently undeveloped . Bordering the parcel to the north and east are lots 2 and 7 of the Arlington Industrial Park , which are undeveloped . Single family residences and the Kingdom Hall Jehovah 's Witnesses Temple neighbor the site to the south and southeast . To the west of the property , across 67th Avenue Northeast , is the Burlington Northern Railroad and a single family residence . From these sources , we learned that the site was purchased by the current owners , Burke G. Barker , Jr . and Jeanne Barker , Schrier Company, Inc . Myron C. and Fern Gohl , and Park-clan Holdings , lnc . , in December 1977 under the corporation name of Fleetcraft Industries , Inc . . Prior to December 1977 , the property was owned by Modern Homes Builders , Inc . , a Lynnwood , Washington based firm which went bankrupt . Modern Homes Builders , Inc . purchased the site from First Banner Corporation in April 1977 . The Arlington Industrial Park was developed in 1978- 1979 . From review of aerial photographs dated 1985 , 1974 and 1968 , it appears that the property has remained vacant to the present time . The 1985 photograph shows the warehouse- type structures to the north of the subject property, along with the residential development to the south of the site. With the exception of the absence of the warehouse/commercial structures to the north , the 1974 and 1968 depiction of the site and surrounding area remains relatively unchanged from that illustrated in the 1985 photograph . Si to RecQDHa.issance An environmental engineer from our firm visited the property on April 9 , 1990 to review on-site conditions and land use practices in the surrounding area . The subject site is relatively flat . As stated previously in this report , the site is currently undeveloped . The parcel has been cleared of brush and tall grasses , and graded . The average elevation of property is approximately one-half foot below the centerline grade of 67th Avenue Northeast . The undeveloped lots 2 and 7 bordering the site to the north and east , respectively , are overgrown with brush and tall grasses , with an occasional deciduous tree . Some evidence of previous clearing was apparent i.n the form of brush and sod piles formed during bulldozer activity . Minor amounts of dumped household trash were observed in the vicinity of 191st Place Northeast , approximately 450 feet north of the subject property . The area to the east of the Industrial Park is undeveloped and heavily wooded . At the time of our visit , no stains , odors , or unusual vegetative conditions that might indicate the potential presence of 'hazardous materials were observed on the site. We understand that two (2) concrete tilt-up buildings with slab-on-grade floors are planned for the five (5) acre site. There were no building plans available at the time of our visit. The scope of our study was to view the subsurface soil conditions at the site and to provide a soil bearing value and the depth to bearing soils. Our fieldwork consisted of a visual reconnaissance and the excavation of seven (7) backhoe test pits. The test pit locations were determined by us and the elevations referred to in this report are relative to the existing grade at the time of our site visit. SITE DESCRIPTION The site is located on the east side of 167th Avenue Northeast at the corner of 188th Street Northeast in Arlington, Washington. At the time of our visit, we noted mounds of topsoil and soil in the northeast and southern corners of the site. The , site is bounded by single family residences to the southeast and open fields to the north and northeast. SUBSURFACE CONDITIONS In general, we observed two (2) to six (6) inches of topsoil overlying sand with varying amounts of gravel in the test pits. Test pits excavated in the proposed western building area (#601) showed loose, rusty-brown sand with roots under the topsoil to depths of one (1) to one and one-half (1 1/2) feet below the existing surface. Below this layer, we observed loose to dense, light brown/tan sand with varying amounts of gravel. Medium dense sand was noted at one and one-half (1 1/2) feet below the existing surface. In the test pits excavated in the proposed eastern building area (#602) , we observed loose, rusty brown sand with some gravel and roots below the topsoil. At one and one-half (1 1/2) feet below the existing surface, we noted medium dense to dense, light brown/tan sand with some gravel. Test pit depths were five (5) to seven (7) feet below the existing surface. We did not observe any ground water seepage in the test pits. The soils were mottled below the rusty brown sand layer to the termination depth of the test pits. This suggests a fluctuating ground water level. If you desire this information, please contact us. CONCLUSIONS AND RECOMMENDATIONS We conclude that the medium dense to dense soils noted in the test pits are suitable for the proposed development. The medium dense to dense, light brown/tan sand with varying amounts of gravel, located approximately one and one-half (1 1/2) feet below the existing surface, is suitable for supporting a spread footing foundation designed to 2000 psf if the soils are undisturbed, free of organic material and do not become wet prior to concrete placement. We recommend that all perimeter spread footings be placed at least eighteen (18) inches below the outside finished grade for frost protection. The footing widths should conform to the local building codes. With the presence of mottled soils, we recommend placing a perforated, rigid drain pipe, bedded and backfilled with twelve (12) inches of pea gravel, along the base of the footings and tightlining it to the storm system. The roof drains should be tightlined separately from the footing drains to the storm system. General We recommend that we be engaged to review the final building plans before construction. We also recommend that we be engaged to view the footing excavations to confirm bearing soil and to verify subgrade conditions. All parts of buildings customarily used by human beings should be ventilated with a minimum of 5 cubic feet per minute per occupant of outside air and a total circulated air of not less than 15 cubic feet per minute per occupant. Sec. 705 2 . Gasoline service pits should have a n exhaust system to the exterior of the building. Sec 705 3 . If repair work is performed in the shop area, it would become an H-4 occupancy and unlimited area would not be permitted. 4 . The wall between the B-1 occupancy and the B-2 occupancy may be a 1-hr wall rather than a 2-hr wall. The door may be a 1-hr rated door rather than a 1 1/2-hr door. 5.Guard rails should be provided, not less than 42" high with intermediate rails so an object 12" in diameter cannot pass through at the service pit. A removable chain may be placed at the entrance of the enclosed area. Sec. 1711 6. Sprinkler drawings and calculation should be submitted as a separate permit application for review. Ground : An approved storm drainage plan will be required. Plants : An approved landscaping plan will be required. Animals : Deer are frequently seen on or near this site. Energy and natural resources : Description of uses required. The NW Energy Code will be used. Noise : The close proximity to the Arlington airport and the related noises should be noted. There are also numerous industrial firms near the site, in— cluding Baxter Pole, Cascade Culvert, etc. Land and shoreline use : Residential on SE corner, list the uses on the rest of the adjacent properties. Recreation : City of Arlington Parks agreement will be in place to mitigate recreation requirements. Transportation : Improvements to both 188th and 67th will be required. ADT' s will be determined and mitigation based upon those figures. Both streets will be brought to City standards as a part of this project. Utilities : Mitigation for impacts to utilities will be required. No signature on checklist. General : Water: The existing lines on 67th and 188th are adequate. An approved in— ternal extension may be reuiured based of fire protection requirements from the fire department. Sprinkler systems will require an approved double de— tector check which will be on—site and owned and maintained by the property owner. At a minimum a fire hydrant wi. l. l be required near the intersection and every 300 feet along 67th and 188th, although I believe one may convey this requirement at the intersection. Sewer: The existing gravity sewer line along 67th is adequate. The on—site system will have to be approved by the City. Fire ; hire lanes rewired, no crash gates. Turning radii must be approved by Dean Olsen for adequate access by fire equipment. .Streets ; 67th and 188th will have to brought up to City standards. 40 feet of right of way from center of 67th and 30 feet from center of 188th with adequate radius at the intersection. Half improvement, to 67th or sufficient funds for the City to do the work and half improvement on 188th including a full width paving section to the east property line or equivalent: funding to the City. Off site improvements based upon standard mitigation fees from the ADT' s generated by the facility. Storm drainage : An approved storm drainage plan will be required on--.site and an approved storm drainage system along both street for the lenth of the im--- provements wi. l. l also be required. General : No on street parking on either 67th or 188th. Mitigation agreements for water, sewer, streets, parks and schools required. A properly designed and maintained landscaping play; with particular attention paid to the buffer strip to the south between industrial and residential use will be important. Adequate street lighting, striping and signing will be required. No protest agreements for any LID that would benefit the property will be requi erect. The Planning Staff, in our letter of November 1989, had stated our concerns and comments. I would like to relay to you the results of our convers- ation with the developers item by item. 1 Master Plan- see Cristy 2 Water System- they agree to extend an 8" line from a hot-tap on 67th near the entrance to the back of the lot and then north to reconnect to the 12" on the private road into the plat. This will be done either by them and the developer of lot ? or soley by them if they develop both lots. 3 Sewer-accepted as written 4 Fire Lane-accepted as written 5 Access-there shall be only one access off 67th for all of the lots fronting on 67th. This was a condition of approval of the original plat and it is up to the developer and property owner to come to agreement as the location of that single access. 6 Roads- they show no private roads so this standard does not apply 7 35' Turning Radius-accepted as written 8 67th & 188th-half street improvements to City standards along both street for the entire frontage of the property shall be provided. Along 67th the asphalt will need to be extended from the existing to the new curb gutter and sidewalk. A storm drainage system will be required along both new curb line and shall be independent of the on-site storm system. Both storm sys- tems will require approved plans. 188th will require new asphalt through- out as the existing is not adequate. Along 67th the existing asphalt will be acceptable except for width. 9 Plans-accepted as written 10 RR Crossing- as soon as our traffic studies in the area are completed to determine the impacts of this development based on their trip generation the developer agrees to pay their fair share of the two rubber crossings The two crossings are 188th and 172nd. ^ 11 No Parking- acceptable as written 12 Barrier Free Code—acceptable as written 13 Adequate Fire Protection—accepted, hydrants every :.001 and fire lines as required by code for the proposed building.
