Councilmembers Present: Don Vanney, Heather Logan, Marilyn Oertle, Jan Schuette,
Michele Blythe, and Yvonne Gallardo-Van Ornam.
Council Members Absent: Debora Nelson, excused.
Staff Present: Mayor Barb Tolbert, Paul Ellis, James Trefry, Kristin Garcia, Jim Kelly, Marc
Hayes, Amy Rusko, Peter Barrett, Rory Bolter, Andrew Goedl, Dave Varga, City Attorney
Steve Peiffle, and Wendy Van Der Meersche.

Mayor Barb Tolbert called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.

CONSENT AGENDA
Mayor Pro Tem Jan Schuette moved, and Councilmember Marilyn Oertle seconded the
motion to approve the Consent Agenda that was unanimously carried:
1. Minutes of the June 5 and June 12, 2023 Council meetings

2. Accounts Payable:
Approval of EFT Payments and Claims Checks: #108308 through #108433 dated
June 6, 2023 through June 20, 2023 for a total of $903,245.95 ; and
Approval of Payroll EFT Payments and Check #30276 through #30287 dated
May 1, 2023 through May 31, 2023 in the amount of $1,312,160.75.
3. First Amendment to the Interlocal Agreement with North County Regional Fire
Authority for Fire Marshal / Investigative Services
PUBLIC HEARINGS
Ordinance Adopting Smokey Point Park Rezone
Planning Manager Amy Rusko requested Council adopt the Smokey Point Park Rezone.
The public hearing was opened at 6:47 p.m.
With no members of the public wishing to speak, the public hearing portion of the meeting
was closed at 6:47 p.m., and Council questions were opened at 6:47 p.m. Councilmembers
Jan Schuette and Marilyn Oertle provided comments.
The public hearing was closed at 6:49 p.m.
Councilmember Marilyn Oertle moved, and Councilmember Heather Logan seconded the
motion to approve the Smokey Point Park Rezone and authorize the Mayor to sign the
ordinance. The motion passed unanimously.
Ordinance Adopting Hernandez 204th Street Rezone
Planning Manager Amy Rusko requested Council adopt the Hernandez 204th Street
Rezone.
The public hearing was opened at 6:50 p.m.
Lindsey Schwarze provided public comment. The public hearing portion of the meeting
was closed 6:55 p.m., and Council questions were opened at 6:55 p.m. Councilmembers
Heather Logan, Jan Schuette, Michele Blythe, Marilyn Oertle, and Don Vanney provided
comments. The public hearing was closed at 7:10 p.m.
Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Jan Schuette
seconded the motion to approve the Hernandez 204th Street Rezone and authorize the
Mayor to sign the ordinance. The motion passed five to one, with Councilmember Michele
Blythe voting no.
Ordinance Adopting AMC Chapter 12.16
Planning Manager Am_y Rusko requested Council adopt Arlington Municipal Code 12.16.
The public hearing was opened at 7:12 p.m.
Kip Killebrew and Sue Ward provided public comments. The public hearing portion of the
meeting was closed at 7:13 p.m., and Council questions were opened at 7:13 p.m.
Councilmembers Jan Schuette, Don Vanney, and Marilyn Oertle provided comments.

Councilmember Don Vanney moved, and Councilmember Marilyn Oertle seconded the
motion to approve the amendment to AMC 12.16 Uniform Street Naming and House
Numbering and authorize the Mayor to sign the ordinance. The motion passed
unanimously.
Ordinance Adopting AMC Chapter 16.28
Planning Manager Amy Rusko requested Council adopt Arlington Municipal Code Chapter
16.28.
The public hearing was opened at 7:17 p.m. With no members of the public wishing to
speak, the public hearing portion of the meeting was closed at 7:17 p.m., and Council
questions were opened at 7:17 p.m. Councilmembers Heather Logan and Don Vanney
provided comments. The public hearing was closed at 7:17 p.m.
Councilmember Heather Logan moved, and Councilmember Don Vanney seconded the
motion to approve the amendment to AMC 16.28 Building Construction and Life Safety
Code and authorize the Mayor to sign the ordinance. The motion passed unanimously.
NEW BUSINESS
Amendment No.1 to Consor Contract for Redesign of Prairie Creek / BNSF Bridge
Public Works Director Jim Kelly requested Council approve Amendment No.1 to the
Consor contract for redesigning the Prairie Creek BNSF culvert to a bridge structure, as
part of the Prairie Creek Drainage Improvement Project. Discussion followed with Mr. Kelly
answering Council questions.
Mayor Pro Tern Jan Schuette moved, and Councilmember Michele Blythe seconded the
motion to approve Amendment No.1 to the Consor contract for the BNSF Bridge Design as
part of the Prairie Creek Drainage Improvement Project and authorized the Mayor to sign
the amendment. The motion passed unanimously.
Interlocal Agreement with Arlington School District No.16 for School Resource
Officer
Lieutenant Peter Barrett requested Council approve the Interlocal Agreement (ILA) with
Arlington School District No.16 for School Resource Officer (SRO).
Councilmember Michele Blythe moved, and Councilmember Yvonne Gallardo-Van Ornam
seconded the motion to approve the Interlocal Agreement with the Arlington School
District No.16 for a School Resource Officer and authorized the Mayor to sign it. The
motion passed unanimously.
2023 Decision of Citizens' Salary Review Commission
Administrative Services Officer James Trefry presented the decision of the Citizens' Salary
Review Commission for 2023.
Citizens' Salary Review Commission has completed its work for 2023 and filed its
compensation decision with the Arlington City Clerk. The notice specifies changes to the
Mayor and Council salaries on January 1, 2024, and January 1, 202S. Recommendations

were also made for the Council to utilize monthly reports. The Arlington Citizens' Salary
Review Commission will meet again in 2025. No action was required by City Council. By
code, the decision of the Citizens' Salary Review Commission is final and binding.

MAYOR'S REPORT
Mayor Tolbert spoke of House Bills 1590 and 1406, and how Snohomish County will be
investing those funds into housing.
None.

With no further business to come before the Council, the meeting was adjourned at 7:25 p.m.
