Purpose/Scope of Survey
This survey is intended to investigate, sample and test ACM in accordance with 40 CFR
763.86, the EPA regulations for Asbestos Hazard Emergency Response Act (AHERA). The
client named will use this report to meet their regulatory requirements in their project.
Methodology/Findings
Inspection, sampling and assessment procedures were performed in general accordance
with the AHERA guidelines published by the U.S. EPA in 40 CFR Part 763 subpart E,
October 30, 1987. The survey include three integrated tasks: visual inspection, sampling and
quantification. Special attention should be paid to the following: material classification,
recognizing of homogeneous areas, differentiation between friable and nonfriable asbestos,
and interpretation of testing results.
Material classification
There are three main kinds of material according to EPA sampling guidelines. They are
Surfacing Material, Thermal system Insulation, and Miscellaneous material. The
classification bears implications for number of samples to be taken. For Surfacing material,
there's the 3-5-7 rule, meaning 3 samples from less than 1,000 square feet area, 5 samples
from 1,000 to 5,000 square feet area, and 7 samples from greater than 5,000 square feet
area. For Thermal system material, with some exceptions, 3 samples should be taken for
each homogeneous area. For Miscellaneous material, at least one sample should be taken
from each homogeneous material.
Table 1 shows the types of material recognized during the survey, and the following is a
tabulated summary of the material types:

Homogeneous material means an area of surfacing material, thermal system insulation
material or miscellaneous material that is uniform in color and texture. It should be pointed
out that materials appear to be homogeneous and adjacent to each other may in fact have
different contents in terms of asbestos, and only laboratory testing will decide whether they
are really the same homogeneous area.
Table 2 shows the identified homogeneous areas for this survey.

Friable vs. Non friable
A material that contains asbestos is friable if the material, when dry, may be crumbled,
pulverized, or reduced to powder by hand pressure, and includes previously non-friable
material after such previous nonfriable material becomes damaged to the extent that it meets
the criteria as a friable material.
The term friable during an AHERA asbestos survey applies only to ACM, and table 3 shows
friable ACMs and nonfriable ACMs during this survey.

Laboratory Testing Results
Analytical testing is done in house in Seattle Asbestos Test, which is a NVLAP Accredited
lab and participates in PAT rounds administered by NVLAP. Seattle Asbestos Test has over
20 years of analytical testing experience among its key analysts, and it conducts extensive
inter- and intra- laboratory QA/QC testing.
The method of testing employed are polarized light microscopy, or PLM. For QC purposes,
one in every ten samples are analyzed as duplicate and check samples are randomly cross-
analyzed by different analysts

Table 4 is the test results for the samples taken during the survey. For each sample, it is
sub-divided into layers if the sample is separable, and each layer is then prepared into slides
and analyzed separately. Each layer is also described to show its color, and nature, so that it
provides a check to the homogeneous area classification done on site. Different from the lab
report format, which is listed in the appendices, Table 4 also shows the location of each
sample, and the material as seen by the inspector on-site. This kind cross-reference
enhances degree of certainty to the final report.

Conclusions
There was one ACM found on the client property during the inspection: (1) White brittle
material with paint containing 3% Chrysotile found on about 20 windows of the main barn.
NOTE 1: About 20 windows have window putty (samples 8, 9, 10). NOTE 2: Exterior is wood
with concrete at base. NOTE 3: Shop Roof is metal. NOTE 4: The second barn has no
access. According to the homeowner, interior is wood and concrete. Exterior is looked at and
it is wood exterior wall with metal roof. No windows are seen.
Limitations
Major limitations of this survey are: (1) it's impossible to sample every inch of building
material by the method called, (2) sample appears the same, i.e., homogeneous may in fact
be different in terms of asbestos containing, (3) concealed or difficult-to-access materials,
such as underground constructions, areas under vast carpeted spaces where it is difficult to
reveal everything under the carpet, materials inside walls, or under plywood if destructive
sampling is not possible, building foundations, floor substrates, live electric wires, crawl
spaces, areas where the inspector has no access, and debris pile from burning can not be
adequately sampled, (4) random sampling scheme called by the method may skip areas that
contains asbestos, and (5) measurements of area, length and size are all estimated, and
should not be relied on for bidding purposes.

Dear Mr. Morton,
Executive Summary: Alternative Environmental Technologies (AET) conducted an Asbestos Good Faith Inspection
for the subject site on July 6, 2018. Broadbent and Pilot representatives provided access, scope of work and historic
information for the subject site. The AHERA Certified Asbestos Building Inspector, Brian Hunt, conducted the
building condition surveys and required asbestos good faith inspection and along with Dave Leonard MSPH CIH
reviewed the sampling and analytical methods, analytical results,discussion, conclusions, and supporting documents
provided in the attached summary interpretive report.
A total of 15 bulk building material samples were taken from suspect asbestos containing materials. Six qualitative
Lead Check samples were taken to check for lead paint. Three paint chip samples were taken to quantify lead
concentrations in buildings of interest. Finally, TCLP samples were taken on the following structures on site to better
manage handling and disposal of construction materials scheduled for demolition following abatement of asbestos
and recycling/disposal of universal waste. The entire structure waste stream was sampled in each location to
determine whether the materials were to be disposed of as solid waste or dangerous waste. See Appendix I for
Tables summarizing Sampling&Analysis,Appendix 2 for Sample and Building Locations,Appendix 3 for Relevant
Photographs, and Appendix 4 for Laboratory Analytical results.

Summary Results & Conclusions: The only asbestos identified in this survey was roof top caulking material on the
abandoned west RV. The acoustical tiles dumped on site did not contain asbestos. A previous survey by Seattle
Asbestos Test, 04/28/17, indicated the wood window putty contained asbestos. It was observed that all the wood
windows were removed in Building 1 and reported by site representatives and in a Letter of Completion from Walker
Specialty Construction that they were abated. The qualitative Lead Check test results indicated paint on the exterior
and interior of Building 1 contained lead. Lead bulk and paint chip samples for the Acoustical tiles, and east side of
Building 2 were each less that the analytical reporting limits. Finally, each of the TCLP tests for the seven waste
streams from the buildings and debris piles identified above passed the test (less than the EPA RCRA Regulatory
Limit of 5 ppm regarding lead). Of course asbestos, fluorescent light tubes and ballasts must be removed prior to
demolition, local agencies must be notified and contractors must use water and engineering controls to minimize
asbestos, lead and silica dust for worker protection. If you have any questions or require additional information.

Site & Building Description: The site was observed to have three barns in poor condition and reported scheduled
for demolition. Building 1, the Main White Barn was a two story structure -- 7200 SF, Building 2 was a Feed Barn
with two sheds - 1812 SF, Building 3, the workshop barn was-2560 SF. The Mobile Home debris west of Building
2 covered approximately 1200 SF and was estimated 3 - 4 feet high. The CMU Building was -600 SF with a
collapsed flat roof. A central metal water tank was - 36 feet high with a diameter of-14 feet. There was a 180 SF
small shed with adjacent 400 SF area with construction debris. A waste pile of black egg carton type acoustical tiles
was observed west of the mobile home debris pile. There were two abandoned and severely damaged Recreational
Vehicles, totaling 264 SF, adjacent to a large collapsed shed of wood framing and sheet metal on the roof and sides
of the building - 5400 SF. The site is scheduled for demolition for access to a new development currently
undergoing site work, leveling & grading, on the SE corner of Interstate 5 and Hwy 530 on the west and north and
Smokey Point Blvd to the east, in Arlington, Washington. The project was identified as Pilot-Flying J#1103.
Regulatory Overview: Asbestos. The Puget Sound Clean Air Agency, Regulation III, Article 4.02(a) requires an
asbestos survey, before demolition, by an Accredited Building Inspector using random sampling procedures
contained in 40 CFR 763.86. The owner, or owner's representative, is required to keep a copy of the Good Faith
Inspection or a summary document at the job site for any contractor's doing work in the building (WAC 296-62-
07721(b), WAC 296-155-755(9))that may potentially disturb asbestos containing material.

Site Inspection,Sampling&Analytical Methods:
1, Building Condition Survey: A visual inspection with photographs and drawings was conducted to evaluate the
general condition of each building and the location of materials sampled during this investigation. The site was
overgrown and buildings vacant and in poor condition.
2. Asbestos Sampling & Analytical Methods: Brian Hunt, AET Project Manager,took a total of 15 samples of suspect
asbestos containing materials. All asbestos samples were collected using modified Asbestos Hazard Emergency
Response Act (AHERA) and EPA sampling methods and all bulk samples were taken to the Seattle Asbestos Test
(SAT) laboratory under strict Chain of Custody procedures and generally submitted for analysis on a 1-day
turnaround for analysis. AET personnel are AHERA certified building inspectors, management planners and project
designers. The analysts at Seattle Asbestos Test used Polarized Light Microscopic methods to analyze the bulk
samples for asbestos (Method EPA/600/R-93/116) and the laboratory is part of the National Volunteer Laboratory
Accreditation Program (NVLAP accreditation 200768).
3. Presumed Asbestos Containing Material_, PACM: No Thermal System Insulation or Surfacing Material were
reported or observed at the site. A previous survey (SAT, 04128/17) reported 20 wood windows with asbestos
window putty were abated by Walker specialty construction. This Asbestos Good Faith Inspection identified caulking
material on the roof of the west RV, No other asbestos containing materials were observed or reported.
4. Lead Sampling & Analysis: The AET Project Manager took 6 Lead Check samples of suspect lead paint, one bulk
and two paint chip samples to better characterize the site for worker protection. TCLP samples were taken for lead
for seven different waste streams to determine how to better manage the materials and for proper disposal. All
waste streams were less than the EPA RCRA regulatory limit of 5 ppm. Therefore, after abatement of the asbestos,
recycling or disposal of light tubes and ballasts, the waste stream can be taken to a landfill that accepts construction
waste.
5. Photographs: Relevant site photographs, in Appendix 3, show each sample location identified in Table 1, 2, &3.
6. Records Review: The Seattle Asbestos Test survey and Walker Specialty Construction Letter of Completion were
reviewed prior to completing work for this Asbestos Good Faith Inspection.
Notifications: The owner is required to notify anyone working in the building, including all contractors, vendors and
visitors to the site, that there is an asbestos good faith inspection available for this building, A copy of the survey
report must be kept at the site and available for viewing upon request, and/or the owner may communicate verbally
and in written summary the survey findings and contact information.
Discussion & Opinion: Additional information is provided below to clarify items identified in this survey. Based on
this inspection, asbestos caulking and trace amounts of lead paint were reported.
1. Health Risk: Asbestos is a known carcinogen that is highly regulated. Certified workers and licensed
asbestos contractors are required if the materials are to be disturbed during maintenance, remodel or
demolition. Lead containing material is also a potential health hazard, highly regulated and worker training
and protection is required. The chemicals mercury and polychlorinated biphenyls (PCB) are commonly found
in light fixture components (fluorescent tubes), and ballasts or transformers, respectively. These chemicals
are hazardous to human health and the environment, are regulated and require training and special handling
as universal and hazardous waste for removal, shipping, treatment and disposal. Silica is also a carcinogen
and is regulated in the State of Washington for worker protection since April 23, 2018.
2. PSCAA Notification: The Puget Sound Clean Air Agency (PSCAA, Regulation III, Article 4) requires a survey
for asbestos containing material and notification for demolition. Communication of the location and type of
asbestos containing material as well as dust control measures during work activities are required from
abatement to disposal. Questions regarding PSCAA requirements should be directed to the asbestos staff at
800.552.3565, or for a notification form and regulations go online at wwvw pscleanair.org. Notification can be
completed and fees paid for online.

3. LN/ Notification: For interpretation of policy and the Department of Labor & Industry regulations (go to
www.lni.wa.gov). Where power tools are to be used on non-asbestos containing materials, dust control
measures need to be observed. For general information call Labor& Industry at 425.290.1400 for guidelines
on the proper use of power tools and dust suppression methods. Power tools should not be used on
asbestos, lead or silica containing materials. For regulatory requirements and the L & I notification form,

4. Lead: The paint on the building surfaces were sampled and qualitatively reported to contain lead. In the
state of Washington, any level of lead is regulated for worker protection. Lead safe work practices are
required. OSHA recommends trigger tasks that identify the minimum respiratory protection and personal
protective equipment required until a negative exposure assessment is conducted to ensure worker
protection.
5. Light Fixture Components: Fluorescent lights were observed at the site and the tubes likely contain mercury
and the ballasts may be either electronic or in older fixtures contain polychlorinated biphenyls (PCB). The
ballasts, 4-foot, and 8-foot fluorescent tubes, and smaller tubes, lamps and bulbs can be transported and
recycled by Total Reclaim (Ecolights Northwest, Seattle, WA), or the equivalent. According to
representatives from Puget Sound Energy, transformers purchased in 1980 or later were reported unlikely
to contain PCB since the EPA banned PCB usage in 1979. Transformers that were manufactured post
111/1980, were reported to contain mineral oil with < 1 part per million (ppm) polychlorinated biphenyls
(PCB). Mineral oil transformers purchased before 1/1/1980 are assumed to contain PCB unless tested and
reported otherwise.
Limitations: Sampling at the subject site was limited to the building materials that were accessible. If any materials
are discovered during demolition or renovation activities that are suspected to be asbestos containing they should be
checked against this report and if not contained herein the material should be sampled by a certified building
inspector prior to starting or continuing work activity that may disturb the material or assume it is asbestos. This
survey is not a design document or specification for removal. The purpose of the asbestos good faith inspection was
to comply with current regulations for an asbestos survey prior to demolition. The contractors doing abatement will
need to do their own take offs for bid purposes.

Enclosed please find the test results for samples submitted to our laboratory for analysis.
Preparation of these samples was conducted following protocol outlined in EPA Method SW 846
-3051 unless stated otherwise. Analysis of these samples was performed using analytical
instruments in accordance with U.S. EPA, NIOSH, OSHA and other ASTM methods.
For matrix materials submitted as paint, dust wipe, soil or TCLP samples, analysis for the presence
of total metals is conducted using published U.S. EPA Methods. Paint and soil results are usually
expressed in mg/Kg which is equivalent to parts per million (ppm). Lead (Pb)in paint is usually
expressed in mg/Kg (ppm) , Percent(%)or mg/cm' by area. Dust wipe sample results are usually
expressed in ug/wipe and ug/ft2. TCLP samples are reported in mg/L (ppm). For air filter samples,
analyses are conducted using NIOSH and OSHA Methods. Results are expressed in ug/filter and
ug/m3. Other matrix materials are analyzed accordingly using published methods or specified by
client. The reported test results pertain only to items tested and are not blank corrected.
For recent regulation updates pertaining to current regulatory levels or permissible exposure
levels, please call your local regulatory agencies for more details.
This report is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by the
client are discarded after two weeks.

NVL Laboratories, Inc., Branch Turn Around & branch startup for Seattle
Asbestos Test, EHS International Inc., Med-Tox Associates, Brian Hunt
Construction, Alternative Technologies and Alternative Environmental
Technologies.
For clients needing claims assistance for business losses, Mr. Hunt has provided
accident investigations, estimates, environmental review and presentations for
insurers and insured for property damage and business interruption in excess of
$400 million dollars.
Starting in 1991, Mr. Hunt was the managing member of Ecologies and held state
licenses for the 42 million dollar California Corporation in General Construction,
Asbestos and was the General Engineering Contractor for the company for
Hazardous substances. In 1993, Mr. Hunt returned to the Pacific Northwest and
opened his own construction business in conjunction with his environmental
operations and continued to provide services in the public and private sector
including demolition of facilities with hazardous materials and follow-up
construction management for projects requiring certified restorations. Mr.Hunt has
provided permitting under NEPA, Environmental Checklists, Site Assessments for
Property Transfer,Conditional Use Permits and support for Public Hearings.

Dear Mr. Morton,
Executive Summary: Alternative Environmental Technologies (AET) conducted an Asbestos Good Faith Inspection
for the subject site on July 6, 2018. Broadbent and Pilot representatives provided access, scope of work and historic
information for the subject site. The AHERA Certified Asbestos Building Inspector, Brian Hunt, conducted the
building condition surveys and required asbestos good faith inspection and along with Dave Leonard MSPH CIH
reviewed the sampling and analytical methods, analytical results, discussion, conclusions, and supporting documents
provided in the attached summary interpretive report.
A total of 15 bulk building material samples were taken from suspect asbestos containing materials. Six qualitative
Lead Check samples were taken to check for lead paint. Three paint chip samples were taken to quantify lead
concentrations in buildings of interest. Finally, TCLP samples were taken on the following structures on site to better
manage handling and disposal of construction materials scheduled for demolition following abatement of asbestos
and recycling /disposal of universal waste. The entire structure waste stream was sampled in each location to
determine whether the materials were to be disposed of as solid waste or dangerous waste. See Appendix I for
Tables summarizing Sampling &Analysis,Appendix 2 for Sample and Building Locations, Appendix 3 for Relevant
Photographs, and Appendix 4 for Laboratory Analytical results.

Summary Results & Conclusions: The only asbestos identified in this survey was roof top caulking material on the
abandoned west RV. The acoustical tiles dumped on site did not contain asbestos. A previous survey by Seattle
Asbestos Test, 04/28/17, indicated the wood window putty contained asbestos. It was observed that all the wood
windows were removed in Building 1 and reported by site representatives and in a Letter of Completion from Walker
Specialty Construction that they were abated. The qualitative Lead Check test results indicated paint on the exterior
and interior of Building 1 contained lead. Lead bulk and paint chip samples for the Acoustical tiles, and east side of
Building 2 were each less that the analytical reporting limits. Finally, each of the TCLP tests for the seven waste
streams from the buildings and debris piles identified above passed the test (less than the EPA RCRA Regulatory
Limit of 5 ppm regarding lead). Of course asbestos, fluorescent light tubes and ballasts must be removed prior to
demolition, local agencies must be notified and contractors must use water and engineering controls to minimize
asbestos, lead and silica dust for worker protection. If you have any questions or require additional information

Site & Building Description: The site was observed to have three barns in poor condition and reported scheduled
for demolition. Building 1, the Main White Barn was a two story structure - 7200 SF, Building 2 was a Feed Barn
with two sheds - 1812 SF, Building 3, the workshop barn was -2560 SF. The Mobile Home debris west of Building
2 covered approximately 1200 SF and was estimated 3 - 4 feet high. The CMU Building was -600 SF with a
collapsed flat roof. A central metal water tank was - 36 feet high with a diameter of -14 feet. There was a 180 SF
small shed with adjacent 400 SF area with construction debris. A waste pile of black egg carton type acoustical tiles
was observed west of the mobile home debris pile. There were two abandoned and severely damaged Recreational
Vehicles, totaling 264 SF, adjacent to a large collapsed shed of wood framing and sheet metal on the roof and sides
of the building - 5400 SF. The site is scheduled for demolition for access to a new development currently
undergoing site work, leveling & grading, on the SE corner of Interstate 5 and Hwy 530 on the west and north and
Smokey Point Blvd to the east, in Arlington, Washington. The project was identified as Pilot-Flying J#1103.
Regulatory Overview: Asbestos: The Puget Sound Clean Air Agency, Regulation III, Article 4.02(a) requires an
asbestos survey, before demolition, by an Accredited Building Inspector using random sampling procedures
contained in 40 CFR 763.86. The owner, or owner's representative, is required to keep a copy of the Good Faith
Inspection or a summary document at the job site for any contractor's doing work in the building (WAC 296-62-
07721(b), WAC 296-155-755(9))that may potentially disturb asbestos containing material.

Site Inspection, Sampling &Analytical Methods:
1. Building Condition Survey: A visual inspection with photographs and drawings was conducted to evaluate the
general condition of each building and the location of materials sampled during this investigation. The site was
overgrown and buildings vacant and in poor condition.
2. Asbestos Sampling &Analytical Methods: Brian Hunt, AET Project Manager, took a total of 15 samples of suspect
asbestos containing materials. All asbestos samples were collected using modified Asbestos Hazard Emergency
Response Act (AHERA) and EPA sampling methods and all bulk samples were taken to the Seattle Asbestos Test
(SAT) laboratory under strict Chain of Custody procedures and generally submitted for analysis on a 1-day
turnaround for analysis. AET personnel are AHERA certified building inspectors, management planners and project
designers. The analysts at Seattle Asbestos Test used Polarized Light Microscopic methods to analyze the bulk
samples for asbestos (Method EPA/600/R-93/116) and the laboratory is part of the National Volunteer Laboratory
Accreditation Program (NVLAP accreditation 200768).
3. Presumed Asbestos Containing Material PACK No Thermal System Insulation or Surfacing Material were
reported or observed at the site. A previous survey (SAT, 04/28/17) reported 20 wood windows with asbestos
window putty were abated by Walker specialty construction. This Asbestos Good Faith Inspection identified caulking
material on the roof of the west RV, No other asbestos containing materials were observed or reported.
4. Lead Sampling &Analysis: The AET Project Manager took 6 Lead Check samples of suspect lead paint, one bulk
and two paint chip samples to better characterize the site for worker protection. TCLP samples were taken for lead
for seven different waste streams to determine how to better manage the materials and for proper disposal. All
waste streams were less than the EPA RCRA regulatory limit of 5 ppm. Therefore, after abatement of the asbestos,
recycling or disposal of light tubes and ballasts, the waste stream can be taken to a landfill that accepts construction
waste.
5. Photographs: Relevant site photographs, in Appendix 3, show each sample location identified in Table 1, 2, &3.
6. Records Review: The Seattle Asbestos Test survey and Walker Specialty Construction Letter of Completion were
reviewed prior to completing work for this Asbestos Good Faith Inspection.
Notifications: The owner is required to notify anyone working in the building, including all contractors, vendors and
visitors to the site, that there is an asbestos good faith inspection available for this building. A copy of the survey
report must be kept at the site and available for viewing upon request, and/or the owner may communicate verbally
and in written summary the survey findings and contact information.
Discussion & Opinion: Additional information is provided below to clarify items identified in this survey. Based on
this inspection, asbestos caulking and trace amounts of lead paint were reported.
1. Health Risk: Asbestos is a known carcinogen that is highly regulated. Certified workers and licensed
asbestos contractors are required if the materials are to be disturbed during maintenance, remodel or
demolition. Lead containing material is also a potential health hazard, highly regulated and worker training
and protection is required. The chemicals mercury and polychlorinated biphenyls (PCB) are commonly found
in light fixture components (fluorescent tubes), and ballasts or transformers, respectively. These chemicals
are hazardous to human health and the environment, are regulated and require training and special handling
as universal and hazardous waste for removal, shipping, treatment and disposal. Silica is also a carcinogen
and is regulated in the State of Washington for worker protection since April 23, 2018.
2. PSCAA Notification: The Puget Sound Clean Air Agency (PSCAA, Regulation III, Article 4) requires a survey
for asbestos containing material and notification for demolition. Communication of the location and type of
asbestos containing material as well as dust control measures during work activities are required from
abatement to disposal. Questions regarding PSCAA requirements should be directed to the asbestos staff at
800.552.3565, or for a notification form and regulations go online at www.pscleanair.or_g. Notification can be
completed and fees paid for online.

3. LNl Notification: For interpretation of policy and the Department of Labor & Industry regulations (go to
www.lni.wa.gov). Where power tools are to be used on non-asbestos containing materials, dust control
measures need to be observed. For general information call Labor& Industry at 425.290.1400 for guidelines
on the proper use of power tools and dust suppression methods. Power tools should not be used on
asbestos, lead or silica containing materials. For regulatory requirements and the L & I notification form,

4. Lead: The paint on the building surfaces were sampled and qualitatively reported to contain lead. In the
state of Washington, any level of lead is regulated for worker protection. Lead safe work practices are
required. OSHA recommends trigger tasks that identify the minimum respiratory protection and personal
protective equipment required until a negative exposure assessment is conducted to ensure worker
protection.
5. Light Fixture Components: Fluorescent lights were observed at the site and the tubes likely contain mercury
and the ballasts may be either electronic or in older fixtures contain polychlorinated biphenyls (PCB). The
ballasts, 4-foot, and 8-foot fluorescent tubes, and smaller tubes, lamps and bulbs can be transported and
recycled by Total Reclaim (Ecolights Northwest, Seattle, WA), or the equivalent. According to
representatives from Puget Sound Energy, transformers purchased in 1980 or later were reported unlikely
to contain PCB since the EPA banned PCB usage in 1979. Transformers that were manufactured post
1/1/1980, were reported to contain mineral oil with < 1 part per million (ppm) polychlorinated biphenyls
(PCB). Mineral oil transformers purchased before 1/1/1980 are assumed to contain PCB unless tested and
reported otherwise.
Limitations: Sampling at the subject site was limited to the building materials that were accessible. If any materials
are discovered during demolition or renovation activities that are suspected to be asbestos containing they should be
checked against this report and if not contained herein the material should be sampled by a certified building
inspector prior to starting or continuing work activity that may disturb the material or assume it is asbestos. This
survey is not a design document or specification for removal. The purpose of the asbestos good faith inspection was
to comply with current regulations for an asbestos survey prior to demolition. The contractors doing abatement will
need to do their own take offs for bid purposes.

design and/or bid purposes. The good faith inspection report or a written summary should be printed out and kept on
site for reference by maintenance, staff and any consultant, contractor, vendor or architect working at the site. If you

Enclosed please find the test results for samples submitted to our laboratory for analysis.
Preparation of these samples was conducted following protocol outlined in EPA Method SW 846
-3051 unless stated otherwise. Analysis of these samples was performed using analytical
instruments in accordance with U.S. EPA, NIOSH, OSHA and other ASTM methods.
For matrix materials submitted as paint, dust wipe, soil or TCLP samples, analysis for the presence
of total metals is conducted using published U.S. EPA Methods. Paint and soil results are usually
expressed in mg/Kg which is equivalent to parts per million (ppm). Lead (Pb) in paint is usually
expressed in mg/Kg (ppm) , Percent(%)or mg/cm2 by area. Dust wipe sample results are usually
expressed in ug/wipe and ug/ft2. TCLP samples are reported in mg/L (ppm). For air filter samples,
analyses are conducted using NIOSH and OSHA Methods. Results are expressed in ug/filter and
ug/m3. Other matrix materials are analyzed accordingly using published methods or specified by
client. The reported test results pertain only to items tested and are not blank corrected.
For recent regulation updates pertaining to current regulatory levels or permissible exposure
levels, please call your local regulatory agencies for more details.
This report is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by the
client are discarded after two weeks.

For clients needing claims assistance for business losses, Mr. Hunt has provided
accident investigations, estimates, environmental review and presentations for
insurers and insured for property damage and business interruption in excess of
$400 million dollars.
Starting in 1991, Mr. Hunt was the managing member of Ecologics and held state
licenses for the 42 million dollar California Corporation in General Construction,
Asbestos and was the General Engineering Contractor for the company for
Hazardous substances. In 1993, Mr. Hunt returned to the Pacific Northwest and
opened his own construction business in conjunction with his environmental
operations and continued to provide services in the public and private sector
including demolition of facilities with hazardous materials and follow-up

Purpose/Scope of Survey
This survey is intended to investigate, sample and test ACM in accordance with 40 CFR
763.86, the EPA regulations for Asbestos Hazard Emergency Response Act (AHERA). The
client named will use this report to meet their regulatory requirements in their project.
Methodology/Findings
Inspection, sampling and assessment procedures were performed in general accordance
with the AHERA guidelines published by the U.S. EPA in 40 CFR Part 763 subpart E,
October 30, 1987. The survey include three integrated tasks: visual inspection, sampling and
quantification. Special attention should be paid to the following: material classification,
recognizing of homogeneous areas, differentiation between friable and nonfriable asbestos,
and interpretation of testing results.
Material classification
There are three main kinds of material according to EPA sampling guidelines. They are
Surfacing Material, Thermal system Insulation, and Miscellaneous material. The
classification bears implications for number of samples to be taken. For Surfacing material,
there's the 3-5-7 rule, meaning 3 samples from less than 1 ,000 square feet area, 5 samples
from 1 ,000 to 5,000 square feet area, and 7 samples from greater than 5,000 square feet
area. For Thermal system material, with some exceptions, 3 samples should be taken for
each homogeneous area. For Miscellaneous material, at least one sample should be taken
from each homogeneous material.

Homogeneous material means an area of surfacing material, thermal system insulation
material or miscellaneous material that is uniform in color and texture. It should be pointed
out that materials appear to be homogeneous and adjacent to each other may in fact have
different contents in terms of asbestos, and only laboratory testing will decide whether they
are really the same homogeneous area.
Table 2 shows the identified homogeneous areas for this survey.

Friable vs. Non friable
A material that contains asbestos is friable if the material, when dry, may be crumbled,
pulverized, or reduced to powder by hand pressure, and includes previously non-friable
material after such previous nonfriable material becomes damaged to the extent that it meets
the criteria as a friable material.
The term friable during an AHERA asbestos survey applies only to ACM, and table 3 shows
friable ACMs and nonfriable ACMs during this survey.

Laboratory Testing Results
Analytical testing is done in house in Seattle Asbestos Test, which is a NVLAP Accredited
lab and participates in PAT rounds administered by NVLAP. Seattle Asbestos Test has over
20 years of analytical testing experience among its key analysts, and it conducts extensive
inter- and intra- laboratory QA/QC testing.
The method of testing employed are polarized light microscopy, or PLM. For QC purposes,
one in every ten samples are analyzed as duplicate and check samples are randomly cross-
analyzed by different analysts

Table 4 is the test results for the samples taken during the survey. For each sample, it is
sub-divided into layers if the sample is separable, and each layer is then prepared into slides
and analyzed separately. Each layer is also described to show its color, and nature, so that it
provides a check to the homogeneous area classification done on site. Different from the lab
report format, which is listed in the appendices, Table 4 also shows the location of each
sample, and the material as seen by the inspector on-site. This kind cross-reference
enhances degree of certainty to the final report.

Conclusions
There was one ACM found on the client property during the inspection: (1) White brittle
material with paint containing 3% Chrysotile found on about 20 windows of the main barn.
NOTE 1 : About 20 windows have window putty (samples 8, 9, 10). NOTE 2: Exterior is wood
with concrete at base. NOTE 3: Shop Roof is metal. NOTE 4: The second barn has no
access. According to the homeowner, interior is wood and concrete. Exterior is looked at and
it is wood exterior wall with metal roof. No windows are seen.
Limitations
Major limitations of this survey are: (1) it's impossible to sample every inch of building
material by the method called, (2) sample appears the same, i.e., homogeneous may in fact
be different in terms of asbestos containing, (3) concealed or difficult-to-access materials,
such as underground constructions, areas under vast carpeted spaces where it is difficult to
reveal everything under the carpet, materials inside walls, or under plywood if destructive
sampling is not possible, building foundations, floor substrates, live electric wires, crawl
spaces, areas where the inspector has no access, and debris pile from burning can not be
adequately sampled, (4) random sampling scheme called by the method may skip areas that
contains asbestos, and (5) measurements of area, length and size are all estimated, and
should not be relied on for bidding purposes.
