A RESOLUTION OF THE GOVERNING BOARD OF THE
ARLINGTON TRANSPORTATION BENEFIT DISTRICT OF THE
CITY OF ARLINGTON, WASHINGTON, ESTABLISHING A
MATERIAL CHANGE POLICY
WHEREAS, pursuant to RCW 37.63.160 and Section 3.94.020(C) of City of Arlington
Ordinance 2013-005, the City of Arlington Transportation Benefit District Governing Board is
required to adopt a material change policy that, at a minimum, considers the potential impacts
and remedies if transportation improvements in its annual plan exceed the original cost estimate
of the improvement by more than twenty percent (20%); and
WHEREAS, the Board of the Transportation Benefit District deems it appropriate to
adopt a policy for addressing material changes, as well as informing the board and the public of
other significant changes in transportation improvement costs contained in its annual plan;
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE
TRANSPORTATION BENEFIT DISTRICT OF THE CITY OF ARLINGTON AS
FOLLOWS:
Section 1. Material Change Policy. In the event that a transportation improvement listed
on the Transportation Benefit District's (TBD's) annual plan exceeds by twenty percent
(20%) or more the estimated costs for the improvement, the TBD Board shall hold a
public hearing regarding the change in costs and what, if any, action should be taken. The
TBD staff shall consult with the Board Chair when it has reasonable cause to believe that
a transportation improvement is likely to exceed its original cost by twenty percent (20%)
and consult with the Board Chair regarding the setting of a public hearing.
PASSED by the Board of the Arlington Transportation Benefit District, Arlington,
Washington at a regular open public meeting thereof held on this day of
2013.
