Arlington Business Parks Grinnell Fire Protection FROM: Karen Latimer/fI` DATE: August 25, 1998 SUBT Cross-Connection Control Review Building Permit#98-3235 I have completed my review of the drawings submitted with building permit#98-3235. My comments are listed below. 1. The plans show 8" D.I. by others. The contractor must follow New Water Main Construction and Backflow Prevention Requirements for New Water Main Construction instructions (attached). 2. The drawings call for a 4" Ames 2000 SS Double Check Valve Assembly(DCVA). This assembly appears on the state approved list and is hereby approved for installation, if the following condition is true. A. This is a water only system, and no chemicals are added to the fire sprinkler system for freeze protection, corrosion control, etc. If chemicals are added then a state approved Reduced Pressure Backflow Assembly must be installed. 3. The DCVA must be installed with adequate space for testing and repair. 4. After the approved backflow assembly has been installed it must be tested by a state certified Backflow Assembly Tester, at the owner's expense, and be inspected by the city. Provide a copy of the test report prior to calling for inspection; minimum 24 hour notice required. Backflow prevention requirements shall be completed prior to beginning construction. See attached procedure. 2. Purity test must be completed prior to conducting pressure test. 3. Pump will not be hooked up to hydrant service or blow-off assembly until city water inspector is present. 4. Barrels used to pump out of must be new or used only for this purpose(inspector's discretion). 5. 200 psi must be maintained for 15 minutes. 6. Pressure will be bled off after testing. 7. Flush once more after pressure testing is complete. Blocking: Call for inspection before pouring. Call for inspection after pouring. �� .� I Backflow Prevention Req iirements for Nely Wa er l,iain CUonstr„cr; rt 1. Install State approved Double Check Valve Assembly(DCVA) in location specified by City water inspector. a. Call City water department before installing DCVA to verify it appears on the state approved list. b. DCVA shall be installed in a temporary vault or other suitable configuration so no portion of the DCVA is covered with dirt or other material. C. Plugs shall be placed in all test cocks (4). 2. Contractor shall have DCVA tested by a State approved Backflow Assembly Tester. A copy of the test report must be submitted to the City water department for review and approval, prior to calling for inspection. 3. Call for inspection of the DCVA(after test report has been submitted). 24 hours minimum notice required. 4. The DCVA shall not be removed from service without approval of the City water inspector. 5. During the hydrostatic pressure test, the DCVA shall be removed, unless sterilization and satisfactory bacteriological sampling has been achieved. ? The dry pipe system is designed to provide a minimum density of.20 gpm per sq. ft. over an area of 1950 sq. ft. Our comments are: This design is not adequate for high piled storage. If the high bay warehouse is to be used for high-piled combustible storage, the plans should be resubmitted and include a complete description of the storage, including type of commodity, storage arrangement (pile dimensions, use of pallets,configuration of shelves or racks, aisle widths, height of stock), clearance to sprinklers, the type and temperature rating of the sprinklers, etc. The submittal should indicate the sprinkler system design approach, and identify the applicable NFPA standard(NFPA 231) 231C, etc.) and all tables, figures, and curves used to determine and adjust the selected design area and density. The details of the underground supply main installation are incomplete. The installation should be in accordance with NFPA 24, Private Fire Service Mains and their Appurtenances. Details including type of thrust restraint and depth of bury should be shown on the plans. The underground piping should be flushed in accordance with 1995 NFPA 24 paragraph 9-1.1. Table 9-1.1 requires a flow rate of at least 1560 gpm in an 8 in. pipe to produce the minimum required 10 fps velocity. The underground piping and sprinkler piping should be hydrostatically tested at not less than 200 psi for two hours. Ref: 1995 NFPA 24 paragraph 9-2.3.1 and 1996 NFPA 13 paragraph 8-2.2.1. P.O. Note: This data should appear on the working plans, along with a scaled site plan showing location of flow test, distance to nearest circulating main and the nearest fire hydrant. Ref. 1996 NFPA 13 paragraph 6-1.1.1. The system capacity (volume) should be indicated on the plans. Piping volume exceeding 750 gal. must deliver water to the system test connection in not more than 60 sec., starting at the normal air pressure on the system. Ref 1996 NFPA 13 paragraph 3-2.3.1. Inside OS&Y valves are shown on the drawings.Appendix paragraph A-4-14.1.1.1 of 1996 NFPA 13 recommends the use of control valves located in risers with indicating posts arranged for outside operation. Sprinklers installed between the top and bottom chord members of trusses are required to be positioned such that they are located at a distance three times greater than the maximum dimension of the truss web members. Ref: 1996 NFPA paragraph 4-5.5.2.2. For example, if the trusses have 2 x 4 (1'/2 in. x 3%2 in.) web members, sprinklers must be positioned at least 10 %z in. horizontally from the trusses. Sway bracing appears to have been omitted in several locations on the plans. Field inspection should verify lateral bracing every 40-ft. and longitudinal bracing every 80-ft. on cross and feed mains. Lateral bracing should be provided within 20-ft. of the end of a cross or feed main. Ref 1996 NFPA 13 paragraphs 4-14.4.3.5.8 and 4-14.4.3.5.10. The submittal shows two '/2 in. x 5 in. lag bolts used to secure earthquake bracing to the side of the glu-lam beams and a single'/2 in. x 3 in. lag bolt used to secure earthquake bracing to the side of the top chord of the trusses. Table 4-14.4.3.5.3 indicates a horizontal load of 17401bs. for 4 in. bulk mains having lateral bracing every 40 ft. and longitudinal bracing every 80 ft. Table 4-14.4.3.5.6 indicates that each '/z in. x 5 in. lag bolt will resist a maximum of 545 lbs. (1090 lbs. for two lag bolts),for the loading condition shown. The 3 in. lag bolts are not allowed for the loading condition shown. Clearances should be provided around all piping extending through walls, floors, platforms; etc., in accordance with 1996 NFPA 13 paragraph 4-14.4.3.4.1. Minimum clearance on all sides of pipes 1 in. through 3-1/2 in. should not be less than 1 in. and not less than 2 in. for pipe sizes 4 in. and larger. No clearance is necessary for piping passing through gypsum board or equally frangible construction that is not required to have a fire- resistance rating or if flexible couplings are located within 1 ft. of each side of a wall, platform, or foundation. The system riser should be maintained at a minimum temperature of 40 degrees Fahrenheit. The flush was done using(2)2 1/z inch lines. The flush was okay. Where were some small rocks ranging from 1/4 inch to % inch. We attempted to do a 200 psi. hydrostatic test on the underground from the sectional valve to the shut off valve of the sprinkler system. It would not hold the pressure. ( A retest will be required) I did not look at the overhead sprinkler piping as it was not finished yet. Note: Michael J. Gale and Associates dad not see any of the underground piping or the rodding or the installation of the thrust blocks. It is not known by us if any of the underground hydrant or sprinkler supply was flushed or hydrotested as required by NFPA 24_ We also do not know if the installer has a current underground installation license issued by the State of Washington. Any paperwork as to what was inspected and by who would be helpful. I will contact your office on future underground inspections prior to my scheduled inspections.
