This will change the use and may require additional code requirements. 2. Exit illumination and exit signs shall be provided. 3. The tilt up panel thickness should be noted on the drawings. 4. The addition will extend the existing building east across Lot 5 and across the adjacent Lot 22. Lot 5 is currently fully developed and Lot 22 is grass covered and open. Storm water from Lot 5 is collected on-site in an infiltration system and.. Storm water from Lot 22 infiltrates naturally into the soils. It is unlikely that any surface runoff from Lot 22 discharges off the site due to the pervious nature of the underlying soils. Figure 1 shows the site location and Figure 2 is a copy of map 15 from the Soil Survey of Snohomish County Area Washington which indicates the soil type for the project area. Figure 3 shows the permeability range for site soils. All storm water runoff for this project will be infiltrated on site in an infiltration trench system. The following storm drainage calculations indicate the methods used to size the trench system. The details of the trench construction can be found in the construction plans. Infiltration System Design Parameters The infiltration system for this project has been designed to infiltrate a 100-yr, 24-hr storm design storm which was calculated using the parameters shown in the basin summary found in Figure 6. Figure 5 shows the total site area from which the pervious and impervious areas was determined in order to calculate the design hydrograph. It can be seen from Figure 5 that the area used to generate the hydrograph is larger than the area of the actual expansion. This was done as a conservative measure. The soil infiltration rates as shown in Figure 4 were based on the soil parameters from the Soil Survey of Snohomish County Area Washington. The soil type for this property was classified as Everett, and which has a hydraulic group designation of`A' and a permeability of 6 to 20-in/hr. A soil permeability of 10-inches/hr was selected and used to create the stage-discharge table that is shown in Figure 8. The design storm hydrograph for the site was routed through the infiltration trench system. The level pool routing results are shown in Figure 9. The addition will extend the existing building east across Lot 5 and across the adjacent Lot 22. Lot 5 is currently fully developed and Lot 22 is grass covered and open. Storm water from Lot 5 is collected on-site in an infiltration system and.. Storm water from Lot 22 infiltrates naturally into the soils. It is unlikely that any surface runoff from Lot 22 discharges off the site due to the pervious nature of the underlying soils. Figure 1 shows the site location and Figure 2 is a copy of map 15 from the Soil Survey of Snohomish County Area Washington which indicates the soil type for the project area. Figure 3 shows the permeability range for site soils. All storm water runoff for this project will be infiltrated on site in an infiltration trench system. The following storm drainage calculations indicate the methods used to size the trench system. The details of the trench construction can be found in the construction plans. Infiltration System Design Parameters The infiltration system for this project has been designed to infiltrate a 100-yr, 24-hr storm design storm which was calculated using the parameters shown in the basin summary found in Figure 6. Figure 5 shows the total site area from which the pervious and impervious areas was determined in order to calculate the design hydrograph. It can be seen from Figure 5 that the area used to generate the hydrograph is larger than the area of the actual expansion. This was done as a conservative measure. The soil infiltration rates as shown in Figure 4 were based on the soil parameters from the Soil Survey of Snohomish County Area Washington. The soil type for this property was classified as Everett, and which has a hydraulic group designation of`A' and a permeability of 6 to 20-in/hr. A soil permeability of 10-inches/hr was selected and used to create the stage-discharge table that is shown in Figure 8. The design storm hydrograph for the site was routed through the infiltration trench system. The level pool routing results are shown in Figure 9. Listed below are my comments and questions. 1. A Double Check Valve Assembly must be installed on the water service supply line, after the water meter. Install per City standard W-13 (attached). 2. After installation, the Double Check Valve Assembly shall be tested by a State approved Backflow Assembly Tester, at the owner's expense. A copy of the test report must be submitted to the City water department for review and approval, prior to calling for inspection. Call for inspection after the backflow prevention assembly has been installed (435-3811); 24 hour minimum notice required. 3. The plans indicate that a sprinkler is, or will be, installed. Is this a fire sprinkler or irrigation sprinkler? An irrigation sprinkler must have a Double Check Valve Assembly installed before the first point of use. Install per City standard W-13 (attached). A fire sprinkler must have a Double Check Valve Assembly installed before the first point of use if no chemicals, anti-freeze, or corrosion inhibitors are added to the water. If chemicals are added, then a Reduced Pressure Backflow Assembly must be installed. Install per City standard W-14 or W-15 (attached). 4. If there are any existing irrigation or fire sprinkler systems, a Double Check Valve Assembly must be installed, before the first point of use. 5. Provide the manufacturer, model, and size of all existing backflow prevention assemblies that are currently installed, and a current test report for each assembly. 6. Contractor shall have DCVA tested by a State approved Backflow Assembly Tester. A copy of the test report must be submitted to the City water department for review and approval, prior to calling for inspection. 3. Call for inspection of the DCVA (after test report has been submitted). 24 hours minimum notice required. 4. The DCVA shall not be removed from service without approval of the City water inspector. 5. I do not have as-built drawings of the on-site water for the existing building,but I believe the water line to lite back hydrant actimlly comes from the east through lot 22. The ck:voloper needs to check the owner's as-builts to verify. The vault labeled Power Vault is actually the fire system vault. The entire fire system is not shown. WHEREAS, this agreement is executed pursuant to Chapter 43.21 RCW, the State Environmental Policy Act (SEPA), and Chapter VII of Arlington's Unified Development Code, to provide for mitigation of existing and known environmental impacts associated with the development hereinafter described. This agreement is a voluntary agreement entered into pursuant to the statutes of the State of Washington. This agreement does not preclude any evaluation and determination by the City upon later actions or proposals undertaken by the Developer which may require a determination of significance and environmental review under SEPA and WHEREAS, the Developer is proposing to add 21,120 square feet of additional building and 26 additional parking stalls to the existing facility, and WHEREAS, the Responsible Official has made findings that the proposed development will require modification to meet City requirements; NOW, THEREFORE, the City and the Developer agree that the following mitigation measures shall be employed by the Developer to ensure that probable significant adverse environmental impacts created by the proposed project are minimized or eliminated. 1. Stormwater a. The Developer will be required to comply with the standard measures for erosion and sedimentation control used during construction as described in the Drainage Ordinance. An Erosion and Sedimentation Control Plan will be required prior to the start of construction. b. Stormwater design must be in compliance with the City of Arlington Drainage Ordinance and the Puget Sound Stormwater Manual. These requirements are quite complex and require detailed engineering by a specialist in stormwater engineering to avoid delays in the process. 2. Utility connections must be in conformance with City standards. All utility fees must be paid prior to the issuance of a building permit. 3. B&H will conduct the review for conformance to the ordinances and requirements listed on the Jurisdictional Information Sheet, which we currently have on file. We will conduct an initial review of the plans (for grading and stormwater), and storm drainage calculations, plus up to two additional follow-up reviews. It is our understanding that the CITY will compensate B&H in the amount of$1,700.00, on a lump sum basis. It is agreed that B&H will be compensated for the review of system redesigns, submitted by the applicant after the initial review is underway, on an hourly basis, at current B&H billing rates. Please indicate your agreement by signing both copies of this letter, retaining one original for your files and returning the other to our office. Our receipt of the signed documents shall constitute your authorization for B&H to perform the work. Initial review comments will be forwarded to the applicant within two weeks of work authorization.
