PROJECT OVERVIEW This document is intended to provide the engineering information necessary to support the construction plan submittal to the City of Arlington for the new industrial building and parking proposed on this lot. The site covers 0.92 acres. The existing site currently contains some trees and ground cover consists of grass. The total on-site disturbance area will be the entire site along with the area within the right-of-way along the north property line. The proposed driveway will take access from 188th St NE to the north. City improvements will include a new 22 foot wide road along the west property line and a 3 foot wide ditch alongside the new road, however to avoid grading on adjacent properties, only a 20 foot wide road will be constructed at this time. The parcel is currently undeveloped and is surrounded by developed parcels in all directions. The slope of the site in the area of the proposed improvements is generally flat and averages less than 5 percent. This development proposes to construct a new industrial building and parking area. The project proposes to construct approximately 30,499 sf (0.70 ac) impervious surfaces for the new roof and driveway, with an additional 5,130 sf of impervious surfaces being added for the construction of the new roadway along the west side of the property line, per City requirements. Due to the size of the project Minimum Requirements 1-9 apply to the proposed drainage design. The runoff from the roof and parking area will be infiltrated on-site. Drainage calculations indicate the increase in the 100-year peak flow rates for the existing and developed conditions are below the 0.15 cfs limit (15-minute time steps) in the threshold discharge area, therefore additional flow control is not required. This project proposes to construct approximately 12,963 sf of pollution generating impervious surfaces (PGHS) and water quality will be met using catch basin storm filters before infiltrating. All on-site drainage improvements have been designed to meet or exceed the 2012 DOE Stormwater Management Manual. EXISTING SITE CONDITIONS The project location is XXXX 188th St NE, Arlington, WA 98223, and in Section 22, Township 31N, Range 5E, Willamette Meridian. See Figure 1 - Vicinity Map. The entire property consists of 0.92 acres. Access to the site is from the existing roadway to the north (188th St NE). The existing site is currently undeveloped, however it is surrounded by developed sites. Vegetation on-site consists of some trees and grass. The disturbance area consists of the entire site. The existing developable site is rectangular in shape. The parcel dimensions of the rectangular shape in back are approximately 165-feet east-west and 244-feet north-south. The grades on the site, in the area of disturbance, are flat and average less than 5 percent on-site. The site generally drains in the southwesterly direction toward the south and west property lines. This project will not affect any off-site flows from passing through the site as in the existing condition. The soil conditions for this project were provided by Nelson Geotechnical Associates, Inc. The soils were found to be fine to coarse sand with gravel and relatively low silt content. Groundwater was not encountered during the explorations. A stormwater infiltration investigation was performed by Nelson Geotechnical Associates, Inc., which included an on-site Pilot Infiltration Test (PIT). Results from the PIT test found a short-term infiltration rate ranging from 32.28 to 135.10 inches per hour. Based on the observed short-term infiltration rate, in conjunction with the reduction factors in accordance with the SWMMWW, a long-term infiltration rate of 10 inches per hour was recommended for subsurface soils at the project site, Nelson Geotechnical Associates, Inc. Refer to Appendix B for the geotechnical report. . 188th St 17-0618 July 2018 Page 4 3. OFF-SITE ANALYSIS AND MITIGATION This site proposes to construct approximately 30,499 sf (0.70 ac) impervious surfaces for the new roof and parking area, with an additional 5,130 sf of impervious surfaces being added off-site for the construction of the new roadway along the west side of the property line within the dedicated property to the City. The following table summarizes the new PGHS and NPGHS proposed on-site. A. UPSTREAM ANALYSIS During the site visit it was observed that there was little off-site area that drained toward the proposed project area. It was clear that all off-site flows will pass through or around this site and remain that way after construction. Based on the location of the proposed improvements the existing runoff from the upstream area will continue to flow unaffected around this site after the project has been constructed. B. DOWNSTREAM ANALYSIS The project site is very flat and runoff appears to naturally infiltrate on-site. However, if runoff from the site did not infiltrate then it appears to drain in the southwesterly direction toward the south and west property lines. Runoff appears to continue in the southwesterly direction across private properties. 188th St 17-0618 July 2018 Page 5 4. SWPPP NARRATIVE A SWPPP plan has been prepared for this project and is shown on sheet 2 of the engineering plan set. The plan has been designed to protect the downstream system during the construction of the on-site improvements. This section is a summary of the proposed measures to reduce the impacts to the downstream system. The intent of this section is to provide the information necessary to support the engineering plans in order to implement a design that will; reduce, eliminate or prevent the discharge of stormwater pollutants, meet or exceed the water quality and sediment management standards for the City and State, and prevent adverse impacts to the receiving waters for this project. A. SITE GRADING/EROSION CONTROL RISK ASSESSMENT Area proposed to be cleared/worked: 0.92 acres Average slope for the site: < 5% (Area of Disturbance Only) Erosion Hazard of Soil Low Critical Areas downslope No Site is upstream of an ESA Stream No Based on the above information and the fact that the area of the site to be disturbed is flat and construction site runoff will pass through silt fencing or other perimeter filtration features prior to leaving the site, and that if site conditions warrant, additional BMP’s can be implemented as corrective measures the Risk Category for this site is Low Risk. B. SWPPP MINIMUM ELEMENTS 1: Preserve Vegetation and Mark Clearing Limits The first step in the construction process is for the contractor to flag or fence the limits of clearing/disturbance prior to any other construction activity. The engineering plans locate and provide the square footages for the areas of grading, clearing, impervious surfaces and un-disturbed areas on the proposed site. Approximately 100% of the project parcel will be cleared or disturbed for this project. 2: Establish Construction Access The SWPPP calls for the proposed construction entrance to be installed as the second step after the staking of clearing limits. At this time winter work is expected during the wet season. 3: Control Flow Rates This project is below the thresholds requiring flow control for the project. 188th St 17-0618 July 2018 Page 6 4: Install Sediment Controls This site SWPPP proposes to construct/maintain a gravel entrance, vegetative buffer, silt fencing or a brush barrier if necessary and retention of the existing vegetation that will provide a vegetated strip between the cleared areas and any property line. The construction of these features should be completed before the clearing and grading of the site. Mulch will also be used on the exposed soil as necessary to limit erosion. 5: Stabilize Soils The “Construction Sequence†calls for the stabilization of soils that remain unworked for certain lengths of time based on the time of year. Stabilization techniques may include but not limited to mulching, plastic sheeting or hydroseeding, notes have been added to the plan regarding protection for the stock pile area if necessary. A stockpile area has been identified on the SWPPP and is setback a minimum of 10-feet from any down slope property line or critical area. 6: Protect Slopes All disturbed slopes on site during construction are required to be protected with mulch or other means as specified in the construction sequence. No concentrated runoff or significant amounts of sheet flow will be directed to new cut or fill slopes during construction. 7: Protect Drain Inlets All new catch basins will be installed with silt socks/inlet protection during construction. 8: Stabilize Channels and Outlets No new channels or outlets are proposed for this site. 9: Control Pollutants No outside chemicals are expected to be necessary for the construction of this project. Concrete truck chutes, pumps, internals and hand tools shall be washed out only into formed areas awaiting installation of concrete or asphalt. Unused concrete remaining in the truck and pump shall be returned to the originating batch plant for recycling. When no formed areas are available, washwater and leftover product shall be contained in a lined container and disposed of in a manner that does not violate water quality standards. All vehicles working on and around the site would need to meet the State requirements for emissions. A drip pan or other appropriate temporary containment device shall be placed at locations where leaks or spills may occur during the fueling or maintenance of machinery. 10: Control DeWatering DeWatering is not expected for this project. 11: Maintain BMPs The construction supervisor will be responsible for maintaining all BMPs during construction and working with the County to relocate or add BMPs as necessary as site conditions change. 12: Manage the Project It will be the responsibility of the Contractor and Developer to manage this project and coordinate with the County Inspector and Engineer. 188th St 17-0618 July 2018 Page 7 Inspection and Monitoring: Site inspections shall be done by a person who is knowledgeable in the principles and practices of erosion and sediment control. The person must have skills to first assess the site conditions and construction activities that could impact the quality of stormwater, and second assess the effectiveness of erosion and sediment control measures used to control the quality of stormwater discharges. Whenever inspection and/or monitoring reveals that the BMPs identified in the Construction SWPPP are inadequate, due to the actual discharge of or potential to discharge a significant amount of any pollutant, appropriate BMPs or design changes shall be implemented as soon as possible. Maintaining an Updated Construction SWPPP: The construction SWPPP shall be retained on-site or within reasonable access to the site. The SWPPP shall be modified whenever there is a change in the design, construction, operation, or maintenance at the construction site that has, or could have, a significant effect on the discharge of pollutants to waters of the state. The SWPPP shall be modified if, during inspections or investigations conducted by the owner/operator, or the applicable local or state regulatory authority, it is determined that the SWPPP is ineffective in eliminating or significantly minimizing pollutants in stormwater discharges from the site. The SWPPP shall be modified as necessary to include additional or modified BMPs designed to correct problems identified. Revisions to the SWPPP shall be completed within seven days following inspection. 13: Protect On-Site Stormwater Management BMPs for Runoff from Impervious Surfaces The use of infiltration BMPs for this project will allow for the installation of these features at the end of the project during final stabilization. That will protect those areas from disturbance or compaction. In addition, the organic content of the amended soils will be tested and verified prior to final project acceptance. 5. SOURCE CONTROL Water quality treatment is proposed for this project. Refer to Section 8 of this report. 6. PRESERVATION OF NATURAL DRAINAGE SYSTEM Runoff in the developed conditions will be 100% infiltrated on-site up to the 100-year storm event. 188th St 17-0618 July 2018 Page 8 7. ON-SITE STORMWATER MANAGEMENT Current City code requires this site be analyzed using the 2014 DOE manual. The WWHM2012 has been selected to size the appropriate drainage mitigation system for this project. The 2014 drainage manual calls for the use of an approved continuous runoff hydrology model and the WWHM2012 stormwater software meets this requirement. As previously mentioned, the on-site soils were found to be fine to coarse sand with gravel and relatively low silt content, per Nelson Geotechnical Associates, Inc. Groundwater was not encountered. Since these soils have an acceptable hydraulic conductivity, infiltration, an LID technique, is the preferred stormwater BMP for roof and driveway surfaces. As previously mentioned, a stormwater infiltration investigation was performed by Nelson Geotechnical Associates, Inc., which included an on-site Pilot Infiltration Test (PIT). Results from the PIT test found a short-term infiltration rate ranging from 32.28 to 135.10 inches per hour. Based on the observed short-term infiltration rate, in conjunction with the reduction factors in accordance with the SWMMWW, a long-term infiltration rate of 10 inches per hour was recommended for subsurface soils at the project site, Nelson Geotechnical Associates, Inc. Refer to Appendix B for the geotechnical report. This project proposes two roof infiltration trenches and two PGIS infiltration trenches to fully infiltrate the runoff from the proposed roof and driveway surfaces from the developed site and therefore has been sized to accommodate the developed tributary conditions for this project to the 100-year condition. Refer to Appendix A for WWHM12 calculations. The proposed roof area totals approximately 17,536 sf and will be infiltrated on-site via two infiltration trenches. The size of the infiltration trench was determined using WWHM12 and an infiltration rate of 10 inches per hour (provided by Nelson Geotechnical Associates, Inc.). The bottom area of the trench shall be 110 linear feet long and 6 feet wide. Due to the site layout, the trench shall be divided, allowing half of the roof area to be directed to one trench and the other half directed to another trench. Therefore, each trench shall be 55 linear feet long and 6 feet wide. The trench depth shall be 4 feet deep of washed rock. The proposed driveway/parking area totals approximately 12,816 sf and will be infiltrated on-site via two infiltration trenches. The size of the infiltration trench was determined using WWHM12 and an infiltration rate of 10 inches per hour (provided by Nelson Geotechnical Associates, Inc.). The bottom area of the trench shall be 80 linear feet long and 6 feet wide. Due to the site layout, the trench shall be divided, collecting half of the driveway surfaces in one trench and the other half in another trench. Therefore, each trench shall be 40 linear feet long and 6 feet wide. The trench depth shall be 4 feet deep of washed rock. Refer to the stormwater site plan details and location of trenches. Finally, any area of the site not proposed to be covered with impervious surfaces but graded or compacted will be treated to meet the criteria for BMP T.5.13. As previously mentioned, the new road along the west side of the project site will sheet flow to the east and will be collected by a ditch proposed along the east side of the new roadway. Based on the soils found on-site, it is assumed this runoff will infiltrate into the ditch. No stormwater calculations were performed for mitigation of the road surfaces or sizing of the ditch. 188th St 17-0618 July 2018 Page 9 8. RUN-OFF TREATMENT Water quality for this project will be provided using catch basin stormfilters. All runoff from the proposed paved parking area on-site will be treated with the use of filters by Contech Engineered Solutions, LLC prior to entering the infiltration trenches. These filters should be sized by analyzing the tributary sub-basin to the individual filters. 9. FLOW CONTROL The design and analysis for this project requires the construction of infiltration systems that have been sized using the WWHM12 software. This site will fully infiltrate the 100- year storm event from the developed site. Since this project proposes to infiltrate the new and replaced impervious surfaces the developed flow conditions for the 100-year peak runoff rate is expected to be less than in the existing conditions. This project is shown to construct less than 10,000 sf of effective impervious surfaces (EIS) since the roof and parking area will be infiltrated on-site. Finally the site has been analyzed for the existing conditions and developed conditions to determine the increase for the 100-year peak runoff rate is below the 0.15 cfs threshold (15-minute time steps). This result was expected when the use of the flow reduction credits was applied to the model. Therefore, no further flow control is required. 10. WETLAND PROTECTION By designing the on-site improvements to increase the peak flow rates from the site by less than 0.15 cfs and by maintaining the sheet flow condition, this will provide the necessary protection to any downstream NGPA. 11. OPERATIONS AND MAINTENANCE MANUAL The Property Owner will be responsible for maintaining the stormwater and landscaping facilities within this project. Specific problems can be recorded along with the appropriate action taken. Routine inspections and maintenance will improve the long-term performance of the stormwater facilities.
