I have looked over your attached proposal for paving. This project involves the resurfacing/repair of existing onsite impervious surfacing contributing to
an existing storm drainage system. Based on the DOE SWMMWW Figure I-2.4.2, Flow Chart For Determining Requirements for Redevelopment, Min
Req #1 through #5 apply to this site at this time. When further paving work is done, beyond what is currently proposed, the project will need to be re-
evaluated for minimum requirements and may require updates to the stormwater treatment and drainage system.

HI Nova…I called the engineer and they are 6 weeks out from being able to look at doing what I want to do…Here is a rough Draft of what we talked
about and what I am proposing to get done prior to occupancy. We can do more paving in the next couple of years…
We decided to use the one gate for our truck route… This should be the same SQFT of what we originally talked about. Let me know your thoughts and I
will get permits going tomorrow?

Jason,
We would have been able to issue the permit yesterday if the requirements were all included. I am
sorry if I was not clear; I provided you example language of how the minimum drainage
requirements could be addressed, I need you to provide similar documentation to me as it applies to
your site. This is something that would normally be done by your engineer, I am willing to accept a
summary of meeting the requirements from you instead because you are not able to get an
engineer to work on the project for you within your schedule and because the site has existing
drainage features and is self-contained. Please understand I am trying to assist you in meeting your
schedule by doing this. I need you to understand that you are still required to submit your own
summary.
I see you have made comments to my example via email. I will accept this document via email, but it
needs to originate from you. Also, Min Requirement #2 is applicable. If all stormwater is contained
on site by existing grading and drainage facilities, you could state that. You might also state that if
stormwater threatens to leave the site you will put in place wattles, silt fencing, or other temporary
measures at that time as necessary. You can state that no silty stormwater will be allowed to leave
the site.

We have already met in site, talked about the issues and have resolved all questions. We have a
tentative schedule to get paving done Friday or Monday due to the weather. It would be nice if we
can keep this schedule????

The typical turnaround for permit review is about 2 weeks. We are missing some information for
review though, see the attached email that Nova sent on in regards to DOE SWMMWW Minimum
Requirements #1-#5. These items will need to be addressed on the plans or in writing prior to
issuance of the grading/paving permit.

Jason, the attached proposal differs from the proposal that you turned in to Kristin yesterday. Can you clarify the paving area?
Here are the items required for permit;
· Completed Application form (done on 4/11/18, but may need updated see SEPA below)
· Construction plan including quantities – The plan emailed is sufficient for this
· Drainage Analysis – A map showing the direction of runoff after construction and an explanation of how your project will meet the 5 minimum
requirements (see my example from the previous email)
· Geotechnical report is not required
· SEPA is required if the project is more than 500 cy of fill and grade
o Your application says 470 cy, which would not require SEPA
o The emailed plan shows 49140 sf of work with 5†asphalt = 758 CY of fill – SEPA is required
o The highlighted area included with the application exceeds the 49,140 sf shown on the previous plan – SEPA is required
o Please clarify
· Construction Calculation Worksheet is required (can use attached estimate from Olympic Paving)
· NPDES permit is not required
· Payment for application is required
