I was able to observe the soil stratification and the top foot of disturbed soil that we typically find archaeological evidence within. All of the observed soil looked to be sterile of any cultural/archaeological resources. There was some fire modified rock and brick, but that was obviously associated with the residential structure fire. At this point, the Stillaguamish THPO office has no concerns with this project. We greatly appreciate the opportunity to be present for monitoring, especially at the stage of disturbance of the top-most layer of soils. Michael Leon and his associates gave us adequate notification and were welcoming of our monitoring requests. We look forward to coordinating on any future projects that we feel require cultural resource oversight. Prior to Certificate of Occupancy issuance and performance bond #64775073 release, review and approval of all items related to the project closeout are required. Plans shall adhere to the Public Works Design and Construction Standard 1-11. Submit two (2) full paper sets along with the electronic format (pdf). 1. Submit with as-built plans; Bills of Sale for public water, sanitary sewer, in easements, streets and public right of ways. Most often the public sanitary sewer will stop at the property line. 2. Legal description and exhibit map by a Professional Engineer or Surveyor licensed in the state of Washington for the following: a. Onsite 20 foot easement for the public water and/or system infrastructure. 3. As-built plan submittal for all public and private infrastructure, and right of way improvements. 4. Maintenance Bond as outlined below. 5. AutoCAD files are required with as-built plan final approval. 6. Right of Way Dedication: a. Legal Description of Right-of-Way dedication prepared and stamped by an engineer or surveyor licensed in the State of Washington b. A survey exhibit map of dedication supporting the basis of the legal description, also stamped by an engineer or surveyor licensed in the State of Washington c. Title Report showing the current ownership of the property A 2-year maintenance bond is required; this is your official letter of request to take to the surety of your choosing. The city of Arlington does not have a standard form for a maintenance bond; the Surety’s standard form is acceptable but must include language that the bond shall not be released without written discharge from the City of Arlington. The 2-year maintenance bond consists of the following and shall be indicated on the security: All items to be dedicated to the City of Arlington, or were repaired do to construction; including but not limited to infrastructure relating to the water and sanitary sewer, private and public landscaping. It appears that language has been added that would allow vehicle access, including “heavy commercial vehicles” via this easement. Due to the proximity to the intersection of SR 9 and Highland, any access to Highland at this location would need approval in accordance with the Arlington Municipal Code and City Design and Construction Standards (please refer to email from Launa and letter from Nova on May 7th) . In addition, the easement area in question borders upon WSDOT ROW, and the language would imply that there could be access via their ROW. This is something WSDOT would very likely not allow at this location but would need to go through their approval process if any access or egress/ingress was desired. The City has been keeping our WSDOT Franchise Permit open from our 2019 work to accommodate this connection but this Franchise Permit now needs to be closed out as WSDOT is inquiring as to its status. As the City cannot accept the easement language as written, connection to the water main via the west would not be allowed and you will need to connect to the City’s watermain in Highland, per the original approved drawings. I believe we discussed before that the main in Highland is closer to the south side of the road and this connection is not as prohibitive as once thought. I know my client isn’t excited about giving up the 18’ for the City’s future road expansion on Highland Drive, I know they were excited to cut cost on being half the distance for the water tie-in with this utility easement. Emails 0n: 12-12-2019 / You sent a picture from Ryan Morris stating the distance for connecting to the water main on Highland isn’t far. 1-02-2020 / I visited Ryan Morris at his office and he later sent me information for obtaining documents for Randy from Cascade Survey to complete his documents for Michael Cook owner at that time of the Chinook Lumber property. 1-08-2020 / Ryan Morrison, Randy from Cascade Survey and Knute my excavating/utilities contractor communicated on a site meeting that happened on 1-10-2020. 1-14-2020 / Ryan Morrison stated that he reached out to the WSDOT regarding this project and received a response that they would require the City to make an amendment to the Cities current franchise agreement from last summer’s construction for this project. 1-15-2020 / I received paperwork completed by Randy at Cascade Survey for you to review. You stated that Cascade Natural Gas would need to be added as a Grantee. Talking it over with Cascade Natural Gas could make a connection with the existing line located inside the street curb line so we changed the documents for a water easement only.
