Councilmembers Present: Heather Logan, Debora Nelson, Rob Toyer, Michele Blythe,
Leisha Nobach, Yvonne Gallardo-Van Ornam, and Jan Schuette.
Council Members Absent: none.
Staff Present: Mayor Don Vanney, Paul Ellis, Sheri Amundson, City Attorney Oskar Rey, Jim
Kelly, Amy Rusko, Rory Bolter, Peter Barrett, Mike Gilbert, Chelsea Brewer, and Julie
Petersen.
Also Known to be Present: Kathy Vanney, Randy Nobach, Nathan Senff, Drew Bono,
Heather Watland, Steve Maisch, Holly Sloan -Buchanan, Pavel Nikolin, Meg Tally and others.
Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the agenda Councilmember Leisha
Nobach seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Don Vanney introduced Meg Tally, Community Transit, who provided an updated
presentation on the ZIP Service.

None.
PUBLIC COMMENT
Marilee Herman, Arlington, provided comments.
CONSENT AGENDA
Mayor Pro Tem Michele Blythe moved, and Councilmember Leisha Nobach seconded the
motion to approve the Consent Agenda that was unanimously carried:
1. Minutes of August 4 and September 8, 2025 Council meetings
2. Accounts Payable: Approval of EFT Payments and Claims Checks #113916 through
#114013, dated July 22 through August 4, 2025, in the amount of $817,696.05.
#114014 through #114125 dated August 5, 2025, through August 18, 2025, in the
amount of $2,313,814.44. #114126 through #114205 dated August 19, 2025,
through September 2, 2025, in the amount of $4,053,419.12.

Approval of Payroll EFT Payments and Check #30458 through #30461 dated July 1,
2025, through July 31, 2025, in the amount of $1,836,810.88. #30462 through
#30465 dated August 1, 2025, through August 31, 2025, in the amount of
$1,551,781.62.
3. Airport Equipment Purchase
4. Island Crossing Subarea Plan Contract Amendment with Makers Architecture
5. Ordinance Amending Arlington Municipal Code Chapter 5.28
NEW BUSINESS
Ordinance Amending Arlington Municipal Code Chapter 20.110
Community and Economic Development Director Amy Rusko requested Council approve the
amendments to AMC Chapter 20.110. Discussion followed with Ms. Rusko answering Council
questions.
Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Debora Nelson
seconded the motion to approve the ordinance amending AMC Chapter 20.110 and
authorized the Mayor to sign the ordinance. The motion passed unanimously.
Bid Award for 188th Street and Smokey Point Blvd Roundabout Project
Public Works Director Jim Kelly requested Council approve the low bid award for the
Smokey Point Blvd and 188th St Roundabout Project to SRV Construction for $4,524,126.49.
Discussion followed with Mr. Kelly answering Council questions.
Councilmember Heather Logan moved, and Councilmember Michele Blythe seconded the
motion to award the Smokey Point Blvd and 188th St Roundabout Project to SRV
Construction in the amount of $4524,126.49, and to authorize the Mayor to sign the
construction contract pending final approval by WSDOT. The motion passed unanimously.
2026 Lodging Tax Distribution
City Administrator Paul Ellis presented an update from the Lodging Tax Committee with
their current proposal. Each Councilmember spoke on the issue.
Councilmember Michele Blythe moved, and Councilmember Leisha Nobach seconded the
motion to approve Council's recommendation from August 4, 2025 meeting. The motion
passed 4 to 3, with Councilmembers Rob Toyer, Michele Blythe, Leisha Nobach, and Yvonne
Gallardo-Van Ornam voting yes and Councilmembers Heather Logan, Debora Nelson, and Jan
Schuette voting no.
COMMENTS FROM COUNCILMEMBERS
Councilmember Yvonne Gallardo-Van Ornam thanked everyone who participated in the
Hispanic Heritage Event.
Councilmember Michele Blythe stated she attended the Hispanic Heritage event.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis had nothing to report.

MAYOR'S REPORT
Mayor Vanney announced he attended the Farmers Market and the Hispanic Heritage event.
