HomeMy WebLinkAboutSigned Minutes 09-08-25Minutes of the Arlington City Council Workshop Council Chambers 110 East 3rd Street Monday, September 8, 2025 Councilmembers Present: Heather Logan, Rob Toyer, Michele Blythe, Leisha Nobach, Yvonne Gallardo-Van Ornam, and Jan Schuette. Council Members Absent: Debora Nelson, excused. Staff Present: Mayor Don Vanney, Paul Ellis, Jim Kelly, Kris Wallace, Mike Gilbert, Amy Rusko, Monroe Whitman, Chelsea Brewer, and Julie Petersen. Also Known to be Present: Kathy Vanney, Drew Bono, Heather Watland, Kim Casteel; Tim Abrahamson, Stephanie Abrahamson, Holly Sloan -Buchanan, Steve Maisch, Nathan Senff, Randy Nobach, and Dave Kraski. Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Michele Blythe moved to approve the agenda eliminating Item No. 4, which will be brought back to Council at a later date. Councilmember Rob Toyer seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NO ACTION WAS TAKEN Airport Equipment Purchase Airport Manager Monroe Whitman reviewed the request from the airport staff for Council to approve a purchase of a 2012 SkyTrak 8042 Telehandler. A builder at the airport is selling this SkyTrak lift for a price comparable to others currently on the market. Since the lift is currently located on the field, staff will avoid delivery costs, resulting in additional savings. Moreover, purchasing this lift will eliminate the need to rent one in the future, further contributing to cost savings. Maintenance and Operations (M&O), along with Airport Operations, have indicated that acquiring this lift will be an asset for the airport as operational and preventive maintenance needs continue to increase. Page 1 of 3 Minutes of the City of Arlington City Council Workshop September 8 2025 Bid Award for 188th Street and Smokey Point Blvd Roundabout Project Public Works Director Jim Kelly reviewed a federal grant the City received for the construction of the Smokey Point Blvd and 188th St Roundabout. Work shall include the construction of a single lane roundabout at the intersection of Smokey Point Blvd and 188th Street. Due to bidding irregularities with the first bid opening, the project was re -bid. Bids received from the second round of bidding were opened on August 28. The preliminary bid tabulation has been sent to WSDOT for approval. Staff will be recommending the project be awarded to certified low bidder, pending contractor certification, WSDOT approval, and City Attorney approval. Island Crossing Subarea Plan Contract Amendment with Makers Architecture Community and Economic Development Director Amy Rusko reviewed the original contract with MAKERS Architecture and Urban Design to complete the Island Crossing Subarea Plan and Development Standards in the amount of $238,908.50 and the amended contract to increase the original contracted amount by $90,000.00 for the completion of the Environmental Impact Analysis (EIS) and the Planned Action Ordinance. The total contract amount is $328,908.50 and is under the original budgeted amount. In 2024, $220,000 was budgeted and $156,274.67 was spent out of the Community and Economic Development budget for the Island Crossing Subarea Plan. In 2025, $220, 000 was budgeted and $66,455.75 was spent, leaving a balance of $106,178.08 of which is pending regarding the remaining invoices. The original contract was completed February 13, 2024, for $238,908.50. The amended contract was completed April 29, 2025, for $90,000.00. Ordinance Amending Arlington Municipal Code Chapter 20.110 Community and Economic Development Director Amy Rusko reviewed the amendments to AMC Chapter 20.110 Mixed -Use Development Regulations Zoning Code Amendment, which includes updates to clarify the intent of the chapter, multiple changes to the code language, place types, transect descriptions and summaries, photos, lot dimensions per building type, setbacks, permit types, permissible uses, housing types, frontage types, thoroughfare types, parking requirements, sign regulations, and comprehensive plan goals and policies throughout the entire chapter to ensure clarity and consistency of the regulations. Discussion followed with Ms. Rusko answering Council questions. Ordinance Amending Arlington Municipal Code Chapter 5.28 Community and Economic Development Director Amy Rusko reviewed the amendments to AMC Chapter 5.28 Business Licenses, which includes updates to increase the minimum threshold for Non -Resident Businesses to a minimum of $4,000 per year. This code amendment is required by the Department of Revenue, Senate Bill 5897, and through the Business Licensing Service Partnership. The Department of Revenue notice that was sent via email requires the City of Arlington to complete an update to the Business License code by October 1, 2025. This allows time for the code change to go in effect with the Department of Revenue on January 1, 2026. The current threshold in city code is $2,000 per year. Discussion followed with Mr. Gilbert answering Council questions. North County Regional Fire Authority Quarterly Report North County Regional Fire Authority Fire Chief Dave Kraski reviewed the NCRFA quarterly report. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis reported that the City has received a large pool of Finance Director applicants, and they are being reviewed. MAYOR'S REPORT Mayor Vanney welcomed everyone back from the August break. COMMENTS FROM COUNCILMEMBERS Yvonne Gallardo-Van Ornam reminded everyone that Saturday, September 13 will be the Farmer's Market, and the Spanish Heritage kick off at 5:00 p.m. Heather Logan announced the Multi -Agency Coordination Group (MAC) has completed their study and more information can be found here: Data -Brief Buprenorphine Final.pdf Ms. Logan also stated that the Snohomish County Health District is launching a mobile outpatient treatment van for North Snohomish County. COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening. PUBLIC COMMENT None. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Item numbers 1, 3, and 6 will be on the consent agenda for September 15, 2025. EXECUTIVE SESSION None.
