The proposed levy is a 1% increase from the prior year levy amount plus any new construction. A public hearing will be held on November 3rd to allow the public to comment on the proposed levy. Pending questions from council, staff will ask council to take action on the levy resolution following the public hearing. On October 8, 2024, staff presented the 2025/2026 proposed property tax levy. The preliminary budget, including the proposed property tax levy, was placed on the city’s website by October 1, 2024 to be available for the public. Take action on the proposed property tax levy on November 17, 2025. The property tax levy must be submitted to Snohomish County on or before November 26, 2025. the resolution of the City of Arlington establishing the 2026 regular property tax levy and authorize the Mayor to sign the resolution.” RESOLUTION NO. 2025-xxx A RESOLUTION OF THE CITY OF ARLINGTON ESTABLISHING THE 2026 REGULAR PROPERTY TAX LEVY WHEREAS, the City Council of the City of Arlington has met and considered its biennial budget for the years 2025-2026; and WHEREAS, the City’s Regular Property Tax actual levy amount from the previous year (2025) was $5,002,728.66; and WHEREAS, the population of the City of Arlington is more than 10,000; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arlington that an increase in the regular property tax levy is hereby authorized for the levy to be collected in the 2026 tax year. The dollar amount of the increase over the actual levy amount from the previous year sha ll be $50,027.29 which is a percentage increase of 1% from the previous year. This increase is exclusive of additional revenue resulting from new construction, improvements to property, newly constructed wind turbines, any increase in the value of state assessed property, any annexations that have occurred and refunds ma de. The City requires items for the docket to be submitted by the last working day in August. Arlington Municipal Code §20.96.030 establishes a docketing process for Comprehensive Plan and Zoning Map Changes. Amendments to Development Regulations. The two processes are run concurrently through the docketing process. Proposed amendments to the City’s Comprehensive Plan Regulations may be made by any private citizen or by the city itself. The City Council must approve of any item being placed on the Final Docket. Once the docket becomes final, staff is authorized to approval by the City Council to become incorporated into the City’s Comprehensive Plan or Development Regulations. There may be additional development regulations brought forward later in the year pending the adoption of mandated State Legislative Bills related to zoning code regulations. The docket consists of eighteen items, all initiated by the city. INTRODUCTION The City’s current Comprehensive Plan was adopted on December 2, 2024. State law (RCW 36.70A.130) allows for jurisdictions to make amendments to comprehensive plans once annually. The City has established a docketing process to identify and review all potential amendments to the City’s Comprehensive Plan, Zoning Map and Development Regulations for a given year to ensure all proposed amendments are considered together. As part of the docketing process, private citizens can submit applications to amend the City’s Comprehensive Plan. The deadline to apply for annual amendments is August 31st or the last working day of August of each year. The City can also propose amendments to the comprehensive plan. Once the deadline passes, staff compiles a list of all proposed amendments on a preliminary docket. This docket is then reviewed by staff to decide if each amendment follows the criteria listed in Chapter 20.96 of the City’s Zoning Code. Once approved by the Director, the public has an opportunity to comment on proposed amendments listed on the preliminary docket. Comments are compiled, if any, and are presented to the Planning Commission for consideration at a public hearing. The Planning Commission then makes a recommendation to the City Council on whether the proposed amendments shall be on the Final Docket. The City Council reviews and has the choice to keep and/or remove any proposed amendment on the docket. The Council then adopts the final docket in which staff processes over the course of the upcoming year. The 2026 Preliminary Docket was reviewed for compliance with AMC Chapter 20.96 and approved by the director for review by the public and consideration by the Planning Commission. The public hearing for the 2026 Preliminary Docket was noticed and published on October 2, 2025. The Planning Commission will review the Docket at their October 7, 2025 workshop and held a Public Hearing on October 21, 2025. II. BACKGROUND The City did not receive any privately initiated amendments to the Comprehensive Plan, Zoning Map or Development Regulations. The City is proposing eighteen (18) amendments, one (1) amendment to the Comprehensive Plan and Zoning Map and seventeen (17) amendments to the Development Regulations. City-initiated amendments to the Comprehensive Plan and Zoning Map are items listed as Item 1 in the table below. City-initiated amendments to the Development Regulations are the items listed as Items 2 through Item 18 in the table below. All applications for the 2026 Comprehensive Plan Amendment Preliminary Annual Docket were received by the Community and Economic Development Department prior to the deadline of 5:00 pm on August 29, 2025. ANALYSIS Arlington Municipal Code Chapter §20.96 (Amendments) outlines the process for amending the City’s Comprehensive Plan on an annual basis. Specifically, AMC §20.96.030 (Docketing Procedures-Comprehensive Plan and Zoning Map Amendments) and AMC §20.96.100 (Docketing Procedures- Amendments to Development Regulations) requires that: Regulation Analysis Meets AMC §20.96.030 – Docketing Procedures-Comprehensive Plan and Zoning Map Amendments "docket," of all city-initiated and privately initiated proposed comprehensive plan amendments. The list shall be organized as to amendment type and include a description of the amendment in nontechnical terms, as well as the name of the applicant and date of submission to the city. The preliminary docket shall be made available to the public for review and comment for at least fifteen days prior to consideration by the planning commission. Written comments that are submitted by the end of the comment period shall be added to the preliminary docket. The final docket will be determined as described in this section. shown above. The Preliminary Docket was available for review at the CED Office, posted on the city’s website, at city hall, and at the Arlington Sno-Isle Library, along with mailed to all property owners within 500 feet of the proposed rezone properties on October 2, 2025. The public hearing was held on October 21, 2025 before the Planning Commission. (b) State law requires, or a decision of a court, or administrative agency has directed such a change. (c) There exists an obvious technical error in the pertinent comprehensive plan provision. MBR Program – The new Kubota MBR operating program has been installed and is currently working out minor bugs with programmer (Kubota). This effort required four (4) attempts to complete, with crews from multiple departments as well as the City’s contracted programmer and electrician reporting to the WRF at 2:00 am to shut the facility down while the transfer happened. 2. MBR Blower Installation – Installation of Turbo Blower #1 and Blower Control Unit (BCU) is complete; awaiting MBR Blower technicians to come on-site to startup and test the first blower (anticipated in November). 3. WTP New PLC & SCADA Update – The PLC and the new SCADA program, System Platform, are installed. New SCADA screens are developed and is currently being programmed. Project to be completed by Dec 2025. 4. 640 Booster Pump – The pump station work is complete, PRV installation work is remaining. The City secured a needed utility easement for the PRV vault and is now working with Trico to schedule construction. 5. Lift Station 02 Pump #3 Controls – Hardware has been delivered and once installed will require approximately 40 hours of programming. This is needed to accommodate the large growth in the LS-02 basin. City is scheduling a restart meeting with BNSF for Nov 2025. Utility Projects in Design 1.WTP Expansion –Design of the civil, mechanical and electrical work is on-going, the City will have 90% submittal in early November. Design of 800-GPM filtration units complete, awaiting shop drawings from AWC Water Technologies (Canadian company). Staff took a tour of the AWC facility in Langley, Canada to witness how the filter units are manufactured and performance tested. The City is working with PUD for increased Utility Plant power for WTP. The City applied for and was awarded a $10 million low-interest loan from the Public Works Trust Fund for the WTP Expansion construction; this was a very competitive process is $300 million in requests and only $130 million awarded. The City is continuing to seek out an additional $2.5 million in funding. 2.Haller South Wellfield Improvements – City has separated from Brown & Caldwell. In house work includes improvements to replacement of pumps #2, #3A, and #3B, installation/programming for VFD drives for the three new pumps, installation of a VFD for future pump #4, improvements to pumphouse motor control center, and improvements to ventilation systems in pumphouse building #2 and #3. Misc Utility Items 1.Haller North – The City and owners of the five properties north of the Stillaguamish River have reached on an agreed price for the purchase of five parcels for the construction of a new wellfield – the Haller North wellfield. A preconstruction meeting was held, Submittals have been received, and construction is scheduled to start Oct 27th. Transportation Projects out for Bid 1.Ther are no transportation projects currently out for bid. Projects in Design 1.Smokey Point Blvd Corridor – Project moving forward, focusing on completion of all intersection phases from 60% to 100%; however, a design phase change order is forthcoming. 2.180th St Roundabout – 3.174th St Roundabout – 4.169th St Connector – WSDOT required the City to reprogram funding through the State Transportation Improvement Plan (STIP). This is causing a six month delay in the design as the City reprograms funding and contracts for a new design team. It is expected that design will resume in September/October. 5.180th St Connector – Design is moving forward through the 30% phase, a design phase change order is forthcoming. 6.SR-530 & SPB Roundabout – The City will be applying to the Transportation Improvement Board (TIB) for a construction grant of the SPB and SR-530 Roundabout in August. 7.SR-531 Widening – The SR-531 Widening project is scheduled for bid in August 2026. The fence has been repaired and the wayfinding sign delivered; we are planning to install the sign in mid-November. Staff is negotiating work with a mason for repairs to the Veterans Memorial rehabilitation. A grant extension has been authorized. -The new columbarium has been delivered and staff is preparing to bid the construction of columbarium foundations and guest receiving area. -Cemetery Irrigation system has been winterized. Staff will be replacing sprinkler heads over the winter months. -Tina Willett, Cemetery Volunteer Coordinator, continues to have volunteers work at the Cemetery on Fridays to help keep the grounds looking nice. 2.Water Reclamation & Sewer Collections – As follows: -Pretreatment program is working on discharge agreements with 502 (cannabis) producers. Also identifying fats, oils and grease (FOG) producers, and ensuring grease removal devices are cleaned and maintained so that they function properly to keep FOG out of the City’s sanitary sewer system. Semi-annual reports are due January 31st for the period of July 2025 through December 31st, 2025 for businesses discharging non-domestic wastewater to City sanitary sewer. Three Arlington business are preparing pretreatment reports for upgrades/improvements to their pretreatment systems. They have also completed a large fire hydrant maintenance effort. -The WTP Is preparing for a Dept of Health Sanitary Survey on October 29th (inside of plant) and 30th (outside of plant). 4.Storm Activities – As follows: -Stormwater Outreach – Behavior change campaign, part of the Stormwater General Permit, is in progress, to prevent water pollution by keeping garbage dumpster lids closed.
