LEADERSHIP DAY
WHEREAS, Leadership Snohomish County is recognized as the local organization specializing
in developing leaders for a lifetime, making Snohomish County vibrant and providing education
and opportunities for the past 18 years to strengthen our community; and
WHEREAS, more than 150 employers in all sectors have participated in Leadership
Snohomish County; and
WHEREAS, in 2025, more than 1200 Snohomish County professionals will have graduated
from Leadership Snohomish County programs; and
WHEREAS, Leadership Snohomish County intends to use Leadership Day to unite and
recognize the role of leadership in our County, and encourage community celebrations on this
day, as well; and
WHEREAS, Leadership Snohomish County will undertake the recognition of the many
contributions from our community leaders across Snohomish County as part of this day, as well
as coordinate a leadership service opportunity; and
WHEREAS, this will be an annual recognition of the importance of leadership; and
NOW, THEREFORE, I Don Vanney, Mayor of Arlington, do hereby proclaim October 14, 2025
as Leadership Day, in Arlington, Washington, and join in recognizing the many contributions
Leadership Snohomish County has made.

APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda Councilmember Leisha Nobach seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Mayor Don Vanney introduced Meg Tally, Community Transit, who provided an updated presentation on the ZIP Service.

CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Leisha Nobach seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of August 4 and September 8, 2025 Council meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks #113916 through #114013, dated July 22 through August 4, 2025, in the amount of $817,696.05. #114014 through #114125 dated August 5, 2025, through August 18, 2025, in the amount of $2,313,814.44. #114126 through #114205 dated August 19, 2025, through September 2, 2025, in the amount of $4,053,419.12.

NEW BUSINESS
Ordinance Amending Arlington Municipal Code Chapter 20.110 Community and Economic Development Director Amy Rusko requested Council approve the amendments to AMC Chapter 20.110. Discussion followed with Ms. Rusko answering Council questions.
Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Debora Nelson seconded the motion to approve the ordinance amending AMC Chapter 20.110 and authorized the Mayor to sign the ordinance. The motion passed unanimously.
Bid Award for 188th Street and Smokey Point Blvd Roundabout Project Public Works Director Jim Kelly requested Council approve the low bid award for the Smokey Point Blvd and 188th St Roundabout Project to SRV Construction for $4,524,126.49. Discussion followed with Mr. Kelly answering Council questions. Councilmember Heather Logan moved, and Councilmember Michele Blythe seconded the motion to award the Smokey Point Blvd and 188th St Roundabout Project to SRV Construction in the amount of $4,524,126.49, and to authorize the Mayor to sign the construction contract pending final approval by WSDOT. The motion passed unanimously.
2026 Lodging Tax Distribution City Administrator Paul Ellis presented an update from the Lodging Tax Committee with their current proposal. Each Councilmember spoke on the issue. Councilmember Michele Blythe moved, and Councilmember Leisha Nobach seconded the motion to approve Council’s recommendation from August 4, 2025 meeting. The motion passed 4 to 3, with Councilmembers Rob Toyer, Michele Blythe, Leisha Nobach, and Yvonne Gallardo-Van Ornam voting yes and Councilmembers Heather Logan, Debora Nelson, and Jan Schuette voting no.
COMMENTS FROM COUNCILMEMBERS Councilmember Yvonne Gallardo-Van Ornam thanked everyone who participated in the Hispanic Heritage Event. Councilmember Michele Blythe stated she attended the Hispanic Heritage event.
ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis had nothing to report.

Smokey Point Community Park Phase I Final Acceptance Community and Economic Development Director Amy Rusko reviewed the final acceptance of Phase I of the Smokey Point Community Park. Discussion followed with Ms. Rusko answering Council questions.
July and August Financial Reports City Administrator Paul Ellis reviewed July and August’s reports. Discussion followed with Mr. Ellis answering Council questions.
Community Engagement Quarterly Report Community Engagement Director Sarah Lopez showed a short video of Meet Me in
Arlington and reviewed the third quarter report. Discussion followed with Ms. Lopez answering Council questions.

ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis reminded Council that September 29 is the fifth Monday, so there is no Council meeting. The next meeting is October 6. The retreat will be Friday, October 3.

The city entered into a contract with Reece in January of 2024 and the project was deemed fully complete to the satisfaction of the City and Rock Project Management Construction Manager, Steve Sawyer, and in accordance with the terms of the contract in August 2025. Dear Amy,
Rock Project Management Services has confirmed Reece Construction Company has met all contract
requirements.
Per contract CED24.1 closeout procedures, we are recommending the City of Arlington issue final
acceptance for the Smokey Point Community Park, Phase 1 project. The date Arlington City Council deems
as Final Acceptance shall start the forty-five (45) day lien period for the release of retainage upon receipt of
the following:
- Certificate of Release from the Department of Revenue
- Certificate of Release from the Employment Security Department
- Certificate of Release from the Department of L&I

A RESOLUTION OF THE CITY OF ARLINGTON DECLARING CERTAIN
PROPERTY AS SURPLUS AND AUTHORIZING ITS SALE
WHEREAS, the City has purchased the equipment listed on the attached Exhibit "A"; and
WHEREAS, the equipment identified on Exhibit "A" is surplus to the needs of the City; and
NOW, THEREFORE, the City of Arlington, acting by and through its City Council, does hereby
resolve as follows:
1. The equipment/property described on the attached Exhibit "A" is declared Surplus to the
needs of the City.
2. Staff is instructed to trade in all items for the best available price, sell all items for the best
price or properly dispose of items that it is unable to sell. Staff is further authorized to
dispose of the property via an intergovernmental transfer pursuant to RCW 39.33.010.
Passed by the City Council of the City of Arlington at a regular meeting on this 6th day of
October, 2025.
