The major cause of this problem, according to people living in the area and our own building inspector, is customers of the 7 - 11 Store walking from the store across the alley and railroad tracks to, the east and throwing wrappers and papers into the area that.were obtained in the store. ' As indicated by the enclosed petitions, the littering has created a very serious public relations problem. The City has posted "no littering" signs aloigthe alley right of way, and has made a litter barrel available adjacent to the 7 - 11 property. It is the Councils judgement, however, that a fence is the only way to substantially reduce the opportunity for littering that now occurs east and south of the store. The Council is therefore requesting that you construct a six foot high cyclone fence alonithe south, east, and north sides of the 7 - 11 property. This would not only drastically reduce the amount of litter blowing off the premise, but would eliminate pedestrian traffic entering or leaving the property through the east, or rear, of the store. The Council is therefore requesting that you construct a six foot high cyclone fence alon the south, east, and north sides of the 7 - 11 property. This would not only drastically reduce the amount of, litter blowing off the premise, but would eliminate pedestrian traffic entering or leaving the property through the east, or rear, of the store. The major cause of this problem, according to people living in the area and our own building inspector, is customers of the 7 - 11 Store walking from the store across the alley and railroad tracks to the east and throwing wrappers and papers into the area that were obtained in the store. As indicated by the enclosed petitions, the littering has created a very serious public relations problem.
