A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON ADOPTING THE HOUSING ACTION
PLAN AS A PLANNING GUIDANCE DOCUMENT TO ADDRESS FUTURE HOUSING NEEDS,
SPECIFICALLY AFFORDABLE HOUSING, IN ARLINGTON
WHEREAS, the City is in need of additional affordable housing options for its residents;
and
WHEREAS, nearly 35 percent of Arlington's population pay at least 30 percent of their
income on housing costs each month, reducing their ability to pay for other necessities; and
WHEREAS, the greatest need is among households with the lowest incomes and, in
some cases, with the highest barriers to accessing housing opportunities; and
WHEREAS, the City recognizes the need for a more comprehensive strategy in
addressing its housing needs; and
WHEREAS, the City received grant funding from the State Department of Commerce to
address affordable housing elements identified in E2SHB 1923; and
WHEREAS, the City contracted with the Blueline Group to develop a Housing Action Plan
in which to evaluate current and projected housing needs, develop strategies to increase
housing supply and variety of housing types, implementation of the schedule of programs and
actions and the ability to monitor outcomes; and
WHEREAS, the City also enabled the ability to allow duplex, triplex and courtyard
apartments in one or more zoning districts that allow for single-family residences, to address
the need for "missing middle" housing; and
NOW, THEREFORE, the Arlington City Council resolves as follows:
Section 1. The City Council hereby approves and adopts the "City of Arlington
Housing Action Plan", with all Appendices thereto.
Section 2. City Community Development Staff is hereby directed to utilize and
incorporate the City of Arlington Housing Action Plan in the next Comprehensive Plan update,
following appropriate public participation requirements.
