Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Heather Logan seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS Mayor Don Vanney read the Ride Transit Month proclamation. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Heather Logan seconded the motion to approve the Consent Agenda that was unanimously carried: 1.Minutes of the June 2 and June 9, 2025 Council meetings2.Accounts Payable: Approval of EFT Payments and Claims Checks #113494 through#113568 dated May 20 through June 2, 2025 for $303,482.03;Approval of Payroll EFT Payments and Check #30446 through #30453 datedMay 1, 2025 through May 31, 2025 in the amount of $1,575,684.51. PUBLIC HEARING None. Minutes of the Arlington City Council Meeting Minutes of the City of Arlington City Council Meeting June 16, 2025 Page 2 of 4 NEW BUSINESS Ordinance Approving Commute Trip Reduction Plan Community Engagement Director Sarah Lopez requested Council approve the updates to the Ordinance Approving Commute Trip Reduction Plan under Arlington Municipal Code Section 10.80 regarding Commute Trip Reduction (CTR), adoption to the updated Commute Trip Reduction Plan for 2025-2029, and approval for the Interlocal Agreement with Community Transit for administering the CTR plans and programs. Community Transit coordinates the CTR program on behalf of Snohomish County and Cities and supports their CTR affected employers in developing and delivering CTR programs that comply with local regulations. The last update to the CTR Plan was in 2016 and was extended to June 2025. Councilmember Debora Nelson moved, and Councilmember Heather Logan seconded the motion to approve the ordinance revising Arlington Municipal Code 10.80, and approved the Commute Trip Reduction Plan, and authorized the Mayor to sign the ordinance and the Interlocal Agreement. The motion passed unanimously. 2025 Decision of Citizens’ Salary Review Commission Human Resources Director Shawn Friang reviewed the completed work from the Citizen Salary Review Commission for 2025 and filed its compensation decision with the City of Arlington City Clerk. The notice specifies changes to the Mayor and Council salaries on January 1, 2026, and January 1, 2027. The City of Arlington Citizens’ Salary Review Commission will meet again in 2027. This is information only and no action by the City Council is required. By code, the decision of the Citizen Salary Review Commission is final and binding. Amendment No. 2 to Legacy Anthropology Contract for 211th Place Archaeological Oversight Public Works Director Jim Kelly requested Council approve the 211th Place Improvement project from SR530 to 67th Avenue that is currently under construction. As part of Washington state law, the City contracted with Legacy Anthropology to perform a Cultural Resource Assessment (CRA). Discovery of a precontact archaeological site has prompted the need for further oversight. This work was not in the project budget. Staff is working with a funding agency to see if additional funds are available to help cover the overage. A summary of the Legacy Anthropology contract to date for the original contract #1 Amendment is for $55,321.55, #2 Amendment $0.00 (time extension only) $71,020.00 with the total of $126,341.55. Discussion followed with Mr. Kelly answering Council questions. Councilmember Rob Toyer moved, and Councilmember Michele Blythe seconded the motion to approve Amendment No. 2 to the Legacy Anthropology contract for the 211th Place Corridor Archaeological Oversight and authorized the Mayor to sign the amendment. The motion passed unanimously. Ordinance Approving York Park Rezone Community and Economic Deputy Director Amy Rusko requested Council approve the York Park Rezone Ordinance. The York Park Rezone is a City initiated request to rezone a 0.56-acre parcel from Residential Moderate Capacity zoning to Public/Semi-Public. Minutes of the City of Arlington City Council Meeting June 16, 2025 Page 3 of 4 The property is owned by the City of Arlington and was previously rezoned to residential for the purpose of selling the property. The City has proposed to rezone the property back to public/semi-public zoning to develop the property for additional public park area. The property is located northeast of the 31st Avenue and 180th Street intersection. Discussion followed with Ms. Rusko answering Council questions. Councilmember Debora Nelson moved, and Councilmember Michele Blythe seconded the motion to approve the York Park Rezone and authorizeds the Mayor to sign the ordinance. The motion passed unanimously. Ordinance Regarding Fir Lane Rezone Community and Economic Deputy Director Amy Rusko requested Council approve the Fir Lane Rezone which is a privately initiated request to rezone 8.77 acres on four parcels from Residential Low-Capacity zoning to Residential Moderate Capacity. The privately initiated rezone was submitted by two property owners that own the subject four parcels. The property is located northwest of the Hazel Street and State Route 9 Intersection. Discussion followed with Ms. Rusko answering Council questions. Councilmember Heather Logan moved, and Councilmember Debora Nelson seconded the motion to deny the Fir Lane Rezone. The motion passed unanimously. Ordinance Amending Arlington Municipal Code Chapter 20.32 Community and Economic Deputy Director Amy Rusko requested Council approve the amendments to AMC Chapter 20.32 Zoning Code Amendment to include updates to the non-conforming situations chapter of the code. The city created a new section that addresses nonconforming uses in the commercial corridor zone along Smokey Point Boulevard from 173rd Street south to the city limits. This exception is due to the nature of the existing commercial uses in this area. Discussion followed with Ms. Rusko answering Council questions. Councilmember Leisha Nobach moved, and Councilmember Debora Nelson seconded the motion to approve the ordinance amending AMC Chapter 20.32 and authorize the Mayor to sign the ordinance. The motion passed unanimously. Ordinance Amending Arlington Municipal Code Chapter 20.60 Community and Economic Deputy Director Amy Rusko requested Council approve the amendments to AMC Chapter 20.60 Zoning Code Amendment which includes updates to the utilities chapter of the code. The city updated the section on underground utilities and created a new section that addresses utility transformer boxes. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to approve the ordinance amending AMC Chapter 20.60 and authorized the Mayor to sign the ordinance. The motion passed unanimously. Minutes of the City of Arlington City Council Meeting June 16, 2025 Page 4 of 4 Ordinance Amending Arlington Municipal Code Chapter 20.96 Community and Economic Deputy Director Amy Rusko requested Council approve the amendments to AMC Chapter 20.96 Zoning Code Amendment that includes updates to the amendments chapter of the code. The update to the chapter is splitting up the sections with new titles, proposed changes to the annual docket process, minor clerical numbering changes, and adding a new section for the comprehensive plan periodic update. Councilmember Heather Logan moved, and Councilmember Debora Nelson seconded the motion to approve the ordinance amending AMC Chapter 20.96 and authorized the Mayor to sign the ordinance. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Heather Logan spoke of a need to fill a vacancy on the Public Health Committee and included phone number 425-339-8652. Councilmember Michele Blythe spoke of the event she attended at Senior Center. ADMINISTRATOR & STAFF REPORTS None. The next Council meeting will be July 7. MAYOR’S REPORT Mayor Vanney announced he will be out the rest of the week in Kennewick at the AWC Conference. COMMENTS FROM COUNCILMEMBERS Councilmember Debora Nelson stated she visited the Smokey Point Community Park with her grandchildren and enjoyed all the park’s amenities. COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening. PUBLIC COMMENT None. The commission has authority to construct, enlarge, improve, maintain, equip, operate and regulate airport facilities, but remain as an advisory commission to the City Council. This position is budgeted in the police operations budget. The school district and the police department are mutually responsible for providing a safe environment within which students may receive appropriate instructional and educational services, which can be delivered more efficiently through the cooperative efforts of said partners to the benefits of public health, safety, and welfare. The school district and the police department agree that it is in the best interest to assign a school resource officer(s) to schools mutually agreed upon by both parties. ALTERNATIVES: Resource Officer and authorize the Mayor to sign the agreement.
