Vanney, Mayor Date PROCLAMATION MENTAL HEALTH AWARENESS MONTH Whereas, mental health is essential to everyone’s overall health and wellbeing, and addressing the mental health needs in Arlington of children, youth, adults, seniors, and families is fundamental to having a healthy community; and Whereas, all people experience times of difficulty and stress in their lives and, with the prevalence of mental health conditions in our nation, it is important for all members of the community to know that specific tools exist which can be used to better handle challenges and protect one’s health and wellbeing; and Whereas, prevention is an effective way to reduce the burden of mental health conditions and, with early and effective treatment, individuals with mental health conditions can recover and lead full, productive lives; and Whereas, it is appropriate to recognize the importance of improving the mental health of all of our residents, and Arlington is committed to raising awareness about mental illness; promoting effective community partnerships and collaborations to serve the mental health needs of our community; and increasing access to culturally and linguistically appropriate mental health services; Now, Therefore, I, Don Vanney, Mayor of Arlington, do hereby proclaim the month of May, 2025 in Arlington as “Mental Health Awareness Month” and encourage all citizens, businesses, organizations, and agencies to work collaboratively to reduce the stigma of mental illness and to increase the mental health of our community. ______________________________________ ___May 19, 2025__ Don E. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Mayor Vanney introduced Cristy Brubaker and presented her with the Mayor’s Volunteer Award. Mayor Vanney introduced Stilly Valley Chamber of Commerce Director Diane Krieg and students who participated in the local competition of the National Civics Bee, which was hosted in Arlington by the Stilly Valley Chamber of Commerce. Student Xander Anderson spoke about his experience. Five students who participated moved to the state competition. PROCLAMATIONS Apraxia Awareness Day was read by Mayor Don Vanney. Older Americans Month was read by Mayor Pro Tem Michele Blythe. National Police Week was read by Councilmember Heather Logan. Public Service Week was read by Councilmember Debora Nelson. PUBLIC HEARING Interim Ordinance Approving Island Crossing Moratorium Extension Community and Economic Development Director Marc Hayes requested Council approve the Interim Ordinance Approving Island Crossing Moratorium Extension. The public hearing was opened at 6:24 p.m. Rebecca Goodell and Bill Kazen provided comments, and the public hearing portion was closed at 6:27p.m. Community and Economic Development Director Marc Hayes responded to comments, and Council comments were opened. Councilmember Debora Nelson provided a brief comment. The public hearing was closed at 6:31 p.m. Mayor Pro Tem Michele Blythe moved, and Councilmember Debora Nelson seconded the motion to approve to approve the ordinance extending a moratorium on the issuance of development permits within the Island Crossing subarea and authorized the Mayor to sign it. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis stated that he provided Councilmembers with a list of legislative bills that the City is tracking. Councilmember Debora Nelson requested a list of projects with a grant update. MAYOR’S REPORT Mayor Vanney stated that he received a letter from Puget Sound Regional Council (PSRC) and that Community and Economic Development has completed the 2024 Comprehensive Plan. WORKSHOP ITEMS – NO ACTION WAS TAKEN Funding for Jensen Park Improvement Projects City Administrator Paul Ellis requested Council approve the funding improvements to Jensen Park that are included in the Parks and Recreation Master Plan. The total is approximately $560,000 for the restroom and the cost for the expanded parking lot with project management. The County has budgeted $100,000 and City staff is requesting $460,000 of the City’s Real Estate Excise Tax (REET 1) fund for this project. Discussion followed with Mr. Ellis answering Council questions. Funding for Pickleball Courts at Haller Middle School City Administrator Paul Ellis requested Council approve funding for the pickleball courts at Haller Middle School. The estimated cost to construct five pickleball courts at Haller Middle School is $400,000. This project was not included in the City’s 2025 capital budget. Staff is requesting $200,000 from the construction sales tax fund, with Snohomish County’s grant of $200,000 to fund this project. Discussion followed with Mr. Ellis answering Council questions. The Cemetery Board serves as an advisory board to the Mayor and City Council with respect to all aspects of the Arlington Cemetery. The board meets bi-monthly and reviews activities and operations as well as finances, capital planning, future expansion plans/needs and any other issues that may arise. The City advertised for the vacated Cemetery Board position and one application was received. An interview committee consisting of three city staff and one council member conducted an interview with the applicants on April 22, 2025. The interview committee is recommending reappointing Maxine Jenft. ALTERNATIVES: I move to consent to the appointment of Maxine Jenft to the Arlington Cemetery Board. Since the new bid items are at a lower cost per unit compared to the current bid items, this portion of the change order is a credit and cost savings for allowing the contractor to use onsite native material. (COP-04) This COP is for related items to curb changes at the request of the City for drainage needs. The curb and gutter unit price will stay per the original bid item price. Additional survey is needed for staking the top back of curb and surface model updates. Quantities are approximate. CHANGE ORDER 3, CONT. 2 of 2 (COP-05) This COP is request by the City to reduce the quantity of certain landscape plants per M&O’s review, change to bid items and some of the plant species. (COP-06) This COP has been requested by the city and outlines the necessary contractor activities to support Legacy Anthropology and excavation through the area of identified archeological and cultural remains. Administration; Paul Ellis and Sarah Lopez EXPENDITURES REQUESTED: $460,000 BUDGET CATEGORY: Real Estate Excise Tax (REET 1) BUDGETED AMOUNT: 0 LEGAL REVIEW: years, the City has included installing a prefabricated restroom and enlarging the parking lot in the capital facilities plan. The estimated cost for the restroom purchase is $162,000. The estimated construction cost for the expanded parking lot and site improvements for the restroom installation, management is $398,000. The total is approximately $560,000. The County has budgeted towards the project. City staff is requesting $460,000 of the City’s REET 1 fund for this project. The fund balance is approximately $1.5 million. HISTORY: Plan. The project design was completed at the end of 2023. Snohomish County will grant $100,000, with an interlocal agreement in effect through December 31, 2025. This project was not included in the City’s 2025 capital budget. In addition to these improvements, the City is partnering with the Rotary Club of Arlington and Snohomish County for a bicycle pump track at Jensen Park soon. Do not approve budget request. City of Arlington Council Agenda Bill NB #4 Attachment HCOUNCIL MEETING DATE: May 19, 2025 Funding for Pickleball Court Construction in 2025 None. Administration; Paul Ellis and Sarah Lopez EXPENDITURES REQUESTED: $200,000 BUDGET CATEGORY: Construction Sales Tax BUDGETED AMOUNT: LEGAL REVIEW: This project was not included in the City’s 2025 capital budget. Staff is requesting $200,000 from theconstruction sales tax fund, with Snohomish County’s grant of $200,000 to fund this project. HISTORY: City to build courts at Haller Middle School. Snohomish County has budgeted $200,000 towards this project. This interlocal agreement expires December 31, 2025. The project was included in the 2024 budget, but the design was not completed in time to build. Do not fund the project. I move to approve the funding for the Pickleball Court project.
