APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Heather Logan seconded the motion, which passed with a unanimous vote.

CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Leisha Nobach seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the January 6 and January 13, 2025 Council meetings. 2. Resolution Supporting the Efforts of the Arlington School District No.16
(Proposition No. 1, Capital Levy to Construct a New Post Middle School) City Administrator Paul Ellis introduced the Resolution Supporting the Efforts of the Arlington School District No.16, Proposition No. 1, Capital Levy to Construct a New Post Middle School. Discussion followed with Mr. Ellis answering Council questions. Councilmember Heather Logan moved, and Councilmember Michele Blythe seconded the motion to table this resolution and remand to staff to make the wording more balanced and come back to Council as soon as possible. The motion passed unanimously.
Apparent Low Bid Award for 74th Avenue Trail Project City Administrator Paul Ellis reviewed the low bid award for 74th Avenue Trail Project. Discussion followed with Mr. Ellis answering Council questions. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to move to award the 74th Avenue Trail Project to Reece Construction in the amount of $1,230,230.00, pending final approval of the Reece bid by WSDOT; to amend the 2025 budget accordingly to fund the project, and to authorize the Mayor to sign the construction contract. The motion passed unanimously.
Apparent Low Bid for Division/Broadway Restoration Project City Administrator Paul Ellis reviewed the low bid award for the Division/Broadway corridor. Discussion followed with Mr. Ellis answering Council questions.
Councilmember Jan Schuette moved, and Councilmember Leisha Nobach seconded the motion to award the I move to award the Division Broadway Restoration Project to Reece Construction in the amount of $1,290,092.00, pending final approval of the Reece bid by WSDOT; to amend the 2025 budget accordingly to fund the project, and to authorize the Mayor to sign the construction contract. The motion passed unanimously.

COMMENTS FROM COUNCILMEMBERS Councilmember Heather Logan provided an update from the Multi-Agency Coordination Group. They have completed five of their goals and more information can be found here: https://snohomishoverdoseprevention.com/opioid-mac-group/ Councilmember Yvonne Gallardo-Van Ornam reminded everyone that the Stilly Valley Chamber of Commerce is hosting the National Civic Bee and the deadline is on February 4, 2025 for 6-8 graders to enter. She announced the Center for Latino Leaders Day on the Hill is February 4, 2025; you can find more information here: https://www.centerforlatinoleaders.org/events. She announced that the Economic Alliance and Snohomish County Sports Commission is bringing the World Cup to Snohomish County in 2025 and 2026. She encouraged everyone to attend a school levy forum on January 23 from 6-7:30 pm at the Byrnes Performing Arts Center where you can get answers to any questions about the school levy. Councilmember Jan Schuette announced that the new Community Transit Zipline for January 1-15, 2025, showed Darrington with 40 riders, Lake Stevens with 400 riders, and Arlington with 600 riders.
ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis provided an update on the north end of the Airport and will send the concerned neighbors the update.
MAYOR’S REPORT Mayor Vanney reported he has been selected as one of the National Civic Bee judges on March 22, 2025 at Haller Middle School. He shared that Tammy Dunn, the executive director of Snohomish County Sports Commission has offered to provide a presentation at one of the council meetings about ideas for tourism. Mayor Vanney announced that Councilmember Heather Logan is on the Snohomish County Board Health, Councilmember Jan Schuette is on the Snohomish County Transportation Coalition, Yvonne Gallardo-Van Ornam is on the Snohomish County Housing Commission, Councilmember Leisha Nobach is on the County LEOFF 1 Board, and that he is on the Snohomish County Regional Justice Commission.

WORKSHOP ITEMS – NO ACTION WAS TAKEN
Emergency Declaration Pump Purchase for Haller Wellfield Public Works Director Jim Kelly reviewed a resolution for an emergency pump purchase for Haller Wellfield. Well #3 at the Haller South Wellfield is very old. It has been in service for over 100 years. The well screen has recently been allowing sand to enter the well and pump #3A has become sand bound. After pulling it out to have it rebuilt, the pump technician informed staff that it wasn’t worth rebuilding. Haller South Wellfield is the City’s primary drinking water source, having one of its three pumps out of service compromises the Water Treatment Plant’s ability to meet the Arlington community’s water demands. The pump needs to be installed prior to peak demand season in summer of 2025. These pumps are custom built to fit the current motor and discharge head exactly. They have an extremely long lead time to manufacture. Staff is requesting an emergency declaration to waive state bid requirements in order to get a replacement pump ordered as quickly as possible. Discussion followed with Mr. Kelly answering Council questions.

A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON, SUPPORTING THE EFFORTS
OF THE ARLINGTON SCHOOL DISTRICT TO PROVIDE SAFE LEARNING FACILITIES
WHEREAS, the Arlington City Council fully supports the Arlington School District’s efforts
to provide safe and secure learning facilities for the students, teachers, and staff of the district;
WHEREAS, the City Council recognizes that quality school facilities are essential to a
community’s quality of life, contribute significantly to the community’s sense of pride, and
enhance the educational environment for children;
WHEREAS, the Arlington City Council discussed the adoption of this resolution during its
regular meeting on February 3, 2025, and considered public input on the matter;
WHEREAS, the Council believes that adopting this resolution is in the best interest of the
citizens of Arlington and demonstrates the City’s commitment to supporting the Arlington
School District;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arlington as follows:
The City of Arlington hereby expresses its strong support for the Arlington School
District’s efforts to provide safe, secure, and modern learning facilities for the benefit of
students, teachers, staff, and the broader community.

The Cemetery Board serves as an advisory board to the Mayor and City Council with respect to all aspects of the Arlington Cemetery. The board meets bi-monthly and reviews activities and operations as well as finances, capital planning, future expansion plans/needs and any other issues that may arise. The City advertised for the vacated Cemetery Board position and one application was received. An interview committee consisting of three city staff and the Cemetery Board president conducted an interview with the applicants on December 2, 2024. The interview committee is recommending reappointing DeAnn Bennett. ALTERNATIVES:

Public Works; Jim Kelly, Director EXPENDITURES REQUESTED: $24,748.41 BUDGET CATEGORY: Water Capital Fund BUDGETED AMOUNT: $1,100,000.00 LEGAL REVIEW: DESCRIPTION: Emergency purchase to replace Pump #3A at the Haller South well field.
Well #3 at the Haller South Wellfield is a very old well, it has been in service for over 100 years. The well screen has recently been letting sand enter the well and pump #3A has become sand bound. When we pulled it out to have it rebuilt, the pump technician informed us that it wasn’t worth rebuilding. Haller South Wellfield is the City’s primary drinking water source, having one of its three pumps out of service compromises the Water Treatment Plant’s ability to meet the Arlington community’s water demands. Time is of the essence as we need to have this pump installed prior to peak demand season in summer of 2025. These pumps are custom built to fit the current motor and discharge head exactly, they have an extremely long lead time to manufacture. Staff is requesting an emergency declaration to waive state bid requirements in order to get a replacement pump ordered as quickly as possible.
ALTERNATIVES: Remand to staff for further consideration. Proceed through bidding process which will result in additional delays as the pump is so specific.
I move to approve the resolution and authorize the Mayor to sign it.
RESOLUTION NO. 2025-XXX
A RESOLUTION DECLARING AN EMERGENCY AND WAIVING
COMPETITIVE BIDDING REQUIREMENTS DUE TO PENDING PUMP
FAILURE AT THE HALLER WELL
WHEREAS, it was discovered that a pump is failing at the Haller Wellfield in late
December, 2024 that has potential to impact the health and safety of citizens; and
WHEREAS, the Water Treatment Plant produces all water within the City of Arlington,
and
WHEREAS, the City’s investigation of the pump at the Haller Wellfield clearly show the
pump in need of immediate replacement; and
WHEREAS, any major failure could cause unsafe and dangerous conditions, requiring
immediate action;
NOW, THEREFORE, the City Council of the City of Arlington Washington does hereby
resolve as follows:
1. The City Council finds an emergency condition exists which may present a real and
immediate threat to the proper performance of essential functions, and potential loss
or damage to property or health and safety of citizens if immediate action is not
taken. Pursuant to RCW 39.04.280, the City Council waives the competitive bidding
requirements for the work necessary as a result of the emergency.
