Proclamation
WHEREAS, the YWCA is committed to eliminating racism, empowering women, and
promoting peace, justice, freedom, and dignity for all; and
WHEREAS, during the week of April 22-26 this year, hundreds of thousands of
people across the nation gather with the YWCA to spread awareness about the root causes
of racism and to encourage conversations among members of diverse communities; and
WHEREAS, the City of Arlington supports the YWCA mission and works to eliminate
racial inequity through internal practices, citywide initiatives, and partnerships with other
institutions and the community; and
WHEREAS, racism prevents individuals from fully participating in and contributing
to their community; and
WHEREAS, the City of Arlington and the YWCA believe that individuals and
communities must be engaged in a conversation about racism and pledge, with one voice,
to stand against racism; and
WHEREAS, the elimination of racism can be achieved only with the participation of
all people in dialogue, reflection, and action.
NOW, THEREFORE, I, Barbara Tolbert, Mayor of the City of Arlington, Washington,
do hereby proclaim April 22-26, 2019 as
STAND AGAINST RACISM WEEK
and encourage all citizens of Arlington to make a personal commitment to Stand Against

Mayor Pro Tem Marilyn Oertle read the proclamation declaring March 30, 2019 as Arbor
Day and urging all citizens to celebrate Arbor Day and to support efforts to protect our
trees and woodlands.

2019 Comprehensive Plan and Land Use Code Amendment Docket
Community and Economic Director Marc Hayes explained that the 2019 Preliminary
Comprehensive Plan Amendment Docket consists of 11 items. The docket items have been
divided into two separate Public Hearings so that each group of docket items are given
sufficient time to be heard and discussed. This workshop item provides opportunity to
review the Planning Commission’s recommendation of the preliminary docket items and
answer any questions that Council may have regarding this preliminary list. Discussion
followed with Mr. Hayes answering questions.

Easement Agreement with Snohomish County PUD for Underground Electric Lines at
Haller Park
Public Works Director Jim Kelly explained to Council that as part of the Haller Park Splash
Pad project, the City is undergrounding the overhead power lines in the Park, along Cox Ave
and power lines that are serving the Old Town Wetland. Our electric power provider,
Snohomish County PUD, needs an easement for these underground power lines. Mr. Kelly is
requesting that Council issue an easement to the PUD for electric service to and crossing
through Haller Park.
Strategies 360 Contract for Lobbying
City Manager Paul Ellis explained that Strategies 360 has been working on our behalf in
Olympia and Washington, D.C. to address some of our immediate and long‐term
transportation improvement goals, as well as assist us in economic development and other
areas. Mr. Ellis is requesting the Council to approve a contract with Strategies 360.
Discussion followed with Mr. Ellis answering questions.
February 2019 Financial Report
Finance Director Kristin Garcia reviewed the February 2019 Financial Report.

Councilmembers Roundy, Schuette, Stickles, Weiss, provided brief updates, while
Councilmember Oertle had nothing to report this evening.
Councilmember Mike Hopson mentioned he had read the statistics regarding the cold
weather shelter that were recently distributed. He stated he would like Council to have a
discussion regarding the social services fund. He believes the City should show support for
the work that is being done for our citizens through this shelter.
Mayor Tolbert thanked those who went to the Snohomish County Summit. She also
mentioned that it was the fifth anniversary of the Oso Slide. She was honored to go to the
memorial.

PARC Commissioner Appointments
Community Revitalization Manager Sarah Lopez explained that interviews for the Parks, Arts
and Recreation Commission were held March 27th. She stated that they are recommending
to reappoint Steve Maisch and appoint Barb Butner, Heather Logan and Clayton Conway to
the Commission.
Grant Acceptance for Complete Streets
Development Services Manager Nova Heaton explained that the Transportation
Improvement Board (TIB) has awarded the City of Arlington grant funds in the amount of
$600,000.00 to design and construct a Complete Streets Project as described in the grant
application. Councilmember Debora Nelson explained that she will be making the motion at
the April 15, 2019 meeting. Discussion followed with Ms. Heaton answering questions.
Interlocal Agreement (ILA) with Community Transit for Commute Trip Reduction
plans and programs.
Development Services Manager Nova Heaton is seeking Council approval for an updated
interlocal agreement with Community Transit to administer the City’s Commute Trip
Reduction plans and programs through June 2023. Discussion followed with Ms. Heaton
answering questions.
Interlocal Agreement (ILA) with East County Fire Support Services (ECFSS) for fleet
maintenance.
Fire Chief Dave Kraski reviewed the proposed ILA with the East County Fire Support Services
(ECFSS) for fleet maintenance. It was recently discovered that there is not a signed ILA
between the two agencies.
Miscellaneous Council Items
City Administrator Paul Ellis confirmed that the retreat will be Saturday, April 13 in the
Council Chambers. Packets will be provided to the Councilmembers early Thursday
morning. He asked that the councilmembers return their priority forms by end of business
Tuesday April 9th.

Councilmembers Oertle, Hopson, Schuette and Stickles provided brief updates, while
Councilmember Nelson, had nothing to report this evening.
The Mayor stated that she and CED Director Marc Hayes were asked by Greater Seattle
Partners to do an interview for Site Selection magazine regarding the Arlington Marysville
Manufacturing Industrial Center. The Mayor and Mr. Hayes met with the journalist last week
and will follow up by sending photos. This is an international magazine.

Seeking council approval for updated interlocal agreement with Community Transit to administer the
City’s Commute Trip Reduction plans and programs through June 2023.
HISTORY:
Community Transit has been administering the Commute Trip Reduction Plans and Programs for the
City of Arlington through a representative, currently Nova Heaton, for several years. This is a
program required by state law. Funding for this program is provided by WSDOT and allocated
directly to Community Transit for the services specified in the agreement.
ALTERNATIVES:

RECOMMENDED MOTION:

ILA with the Snohomish County Fire District 7 fleet maintenance shop to continue to perform our
maintenance.
HISTORY:
The ECFSS shop has been performing our fleet maintenance for 8 years, since 2011. It was recently
discovered that we did not have a signed ILA between the two agencies. This action by council will
rectify the oversight and create a formal agreement
ALTERNATIVES:

RECOMMENDED MOTION:
I move to approve the interlocal agreement with East County Support Services Division, and
authorize the Mayor to sign the agreement.
East County Fire Support Services Division
Associate Interlocal Agreement
Pursuant to the authority granted in RCW 39.34, this agreement is entered into between
East County Support Services Division, referred to as “ECFSS” and “Arlington Fire
Department” referred to as the “Subscribing Agency”.
ECFSS has automotive and truck repair facilities and trained personnel to provide
maintenance and repair services for vehicles. ECFSS is sufficiently equipped and
staffed to provide maintenance and repair services to other municipal corporation
vehicles and equipment.
ECFSS is willing to provide such services from time to time on a fee basis established
to provide cost reimbursement to the ECFSS.
ECFSS does not provide such services to private parties on a commercial basis and,
therefore, furnishes such services to other governmental entities as a governmental
service and not as a proprietary function.
The Subscribing Agency does not maintain trained personnel and equipment necessary
to meet its requirements for repair and maintenance services and, therefore, has a need
for such services from outside sources for its apparatus and equipment.
It is the purpose of this agreement to provide the terms and conditions under which
ECFSS will provide apparatus and equipment repair and maintenance services. To
accomplish this purpose it is agreed as follows:
1. Exclusions/Limitations: The ECFSS shall reserve the right to exclude any other
agency from participating in this Interlocal Agreement and/or limit services
provided and establish qualifications or contingencies to the providing of service.
2. Governmental Service: No services as anticipated herein shall be allowed to any
non-municipal agencies. Agencies to become Subscribing Agencies shall be
political sub-divisions of the State of Washington or Federal Agencies. No
private services shall be provided.
3. Termination/Limitation of Services: The ECFSS shall have the right to terminate
the participation of any Subscribing Agencies or limit services after association
has been established.
4. Non-Exclusive: Notwithstanding any express or implied provision of this
Agreement, all Subscribing Agencies reserve the right to provide for services of
the type covered by this Agreement from their own resources or by contract or
otherwise with outside persons or entities. No Subscribing Agency shall be
required to exclusively use the services available under this Agreement.
5. Locations: ECFSS agrees to provide such repair and maintenance services on
vehicles and equipment delivered to the Monroe Fire station by the Subscribing
Agency as may be agreed upon from time to time by the Chiefs of the fire
departments of the parties or their designees. ECFSS further agrees to provide
repair services to vehicles of the Subscribing Agency at other locations if deemed
appropriate and available by the Chief of Support Services. Additional fees may
be charged for remote location services and for transportation of Subscribing
Agency’s vehicles.
6. Insurance: The Subscribing Agency shall maintain automobile physical damage
insurance including comprehensive and collision coverage’s on all vehicles
delivered to the ECFSS for service, maintenance or repair. The Subscribing
Agency shall maintain inland marine or similar property insurance covering all
equipment and vehicles not licensed that are delivered to the ECFSS for service,
maintenance and repair.
7. Permission to Perform Duties: The Subscribing Agency authorizes the requested
repair work to be done along with the purchase of necessary parts and material
and agrees that the ECFSS is not responsible for the loss or damage to the
vehicles and or equipment in case of fire, theft or any other cause beyond the
control of the ECFSS or for any delays caused by unavailability of parts or delays
in parts shipments by the supplier or transporter. The Subscribing Agency grants
the ECFSS and its personnel permission to operate the vehicle on streets,
highways or elsewhere for the purpose of testing and inspection.
8. Warranty: ECFSS will repair or replace any new parts or redo any labor, which
fails in normal service due to defects in parts, or labor if notified within 90 days.
This warranty does not cover loss of time, use, inconvenience, normal wear,
abuse, used parts or other matters not specified and there shall be no liability for
consequential, incidental or commercial damages. The ECFSS disclaims any
implied warranty of merchantability and fitness for a particular purpose and
neither assumes nor authorizes any other person to assume for it any liability in
connection with the repair work. No warranty, whether expressed or implied,
extends beyond 90 days.
9. Notice of Termination: Either party giving to the other party 90 days written notice
of termination may terminate this agreement.

Bid award for the 2019 Utility Improvement and Pavement Preservation Project
HISTORY:
The City has planned capital improvement projects for the years 2018 – 2021 for the replacement of
aged and failing water‐sewer‐storm infrastructure and to resurface roads in the same streets where
utility improvements occur. The roads that get resurfaced are the ones listed in the TBD Pavement
Preservation Plan.
The capital improvements and pavement preservation for year 2019 were advertised for bid in early
March and bids were opened on April 4th. Reece Construction Company is the certified low bidder.
ALTERNATIVES
Remand to staff for further evaluation
RECOMMENDED MOTION:
I move to award the 2019 Utility Improvement and Pavement Preservation Project to Reece
Construction Company in the amount of $1,816,054.79, and authorize the Mayor to sign the
construction contract, pending review by the City Attorney.

HISTORY:
The City has been engaged in several phased improvement projects at Haller Park, the current work
phase entails installation of a splash pad, concrete walkways and turf/landscape areas. To ensure the
long‐term survival of the turfed and landscaped areas, the City will be installing a 15‐zone sprinkler
system.
The Haller Park Irrigation construction project was advertised for bid in mid‐March and bids were
opened on April 4th. Wolfes Landscaping is the certified low bidder.

RECOMMENDED MOTION:
I move to award the Haller Park Irrigation Project to Wolfes Landscaping in the amount of $38,263.68,

Steve Maisch has reapplied for a second term April 1, 2019‐ April 1, 2023.
Barb Butner, Heather Logan, and Clayton Conway were interviewed on March 27, 2019. The interview
committee is recommending Heather Logan for term April 1, 2019 ‐ April 1, 2023, Barbara Butner for the
unexpired term (vacated by Lauren Hammond) ending April 1, 2022, and Clayton Conway for the
unexpired term (vacated by Nicholas Rieman) ending April 1, 2022.
HISTORY:
The Parks, Arts, and Recreation Committee (PARC) serves as an advisory commission to the Mayor and
City Council with respect to Parks, Arts and Recreation facilities and programs within the City, as well as
changes, expansions or new acquisitions of both facilities and programs. The Commission also serves as
the Tree Board. Terms for the seven members are four years (staggered).

I move to re‐appoint Steve Maisch and appoint Barbara Butner, Heather Logan and Clayton Conway to the
Parks, Arts, and Recreation Commission.

It is very excited to be a part of Arlington's future! I have really enjoyed the experience that I
have received for the last four years. This city has such a great and talented staff. The way
they value and utilize the volunteer system, I feel, is a rarity in city government.

2. I was employed by the City of Arlington for over 30 years- retired in 2009. part of my duties
included
taking minutes at Park Board meetings in the mid to late 80's.
3. Presently volunteer for the Arlington Community Resource Center - I have volunteered for
the last 3
years.
4. Education: Graduated from Arlington, Class of 1968.
Attended Olympic college thru the State Fire Chief's Association- Fire Adminstration
Management
Degree Program- Completed and received the President's Scholar Certificate of Completion.

included, Psychology, Leadership, Sociology, Peer Reviews, Decision Making Techniques, and

Management Studies.
I enjoy following a process from start to finish. I thrive on problem solving and look for solutions
to
benefit the whole.
My interests vary, I enjoy gardening, the great outdoors and spending time with good friends
and family. I love music, reading and travelling.

Hello! Thank you for considering my application for the Parks, Arts and Recreation
Commission.
Arlington has good quality of place, and our parks and public art play a big role, especially
along the Centennial Trail and Olympic Avenue. We have the gift of geographical beauty, and
we choose to display artistic and recreational beauty, as well.
I use Arlington's parks, and have played softball on a city league. I think creating spaces and
opportunities for people to get outside contributes to our residents' well-being.
I was lucky enough to collect (with an amazing committee of local volunteers) the art for
Cascade Valley Hospital. Our goal was to display very good pieces from regional artists,
because we were committed to showcasing our local talent. If I were selected for this
commission, I would also volunteer to serve as the PARC representitve to the Public Arts
Committee. I understand the process required to acquire public art, and would happily donate
my time to acquiring artworks for Arlington's collection.
Our city is growing, and I believe that we must all work together to keep our home town look,
feel and spirit. If I served on PARC, nurturing our home town spirit would be my goal, through
our parks, arts and recreational programs.

My wife and I have lived in Arlington for 6 years and I'm looking to be involved in the
community. I believe my knowledge and experience in construction, software development,
project management, manufacturing, sales, marketing, and entrepreneurship will be valuable

DESCRIPTION:
The Transportation Improvement Board (TIB) has awarded the City of Arlington grant funds in the
amount of $600,000.00 to design and construct a Complete Streets Project, as described in the grant
application.
HISTORY:
In 2018, the Snohomish Health District nominated the City for a Complete Streets Award to the TIB.
The TIB requested an application for project funding from the City and the City responded with a
multi‐ level project submittal that could be expanded to match the funding amount awarded. On
March 22, 2019, the TIB informed the City that they were being awarded the entire funding amount
of $600,000.00. The TIB also stated that Arlington’s project submittal was one of the nicest Complete
Streets Projects that they have seen.
ALTERNATIVES:
Remand back to staff for additional information.
RECOMMENDED MOTION:
I move to approve the resolution and Transportation Improvement Board grant in the amount of
$600,000.00 for the design and construction of a Complete Streets Project, and authorize the
Mayor to sign the resolution and any related documents.
RESOLUTION NO. 2019‐xxx
A RESOLUTION OF THE CITY OF ARLINGTON AUTHORIZING ACCEPTANCE OF GRANT FUNDS
FROM THE STATE OF WASHINGTON TRANSPORTATION IMPROVEMENT BOARD FOR THE
DESIGN AND CONSTRUCTION OF A COMPLETE STREETS PROJECT THAT WILL IMPROVE SAFETY,
PEDESTRIAN ACCESS AND TRANSIT EXPANSION WITHIN THE CITY
WHEREAS, the City of Arlington has adopted a Complete Streets Policy; and
WHEREAS, the City of Arlington was nominated for a Complete Streets Award by
the Transportation Improvement Board; and
WHEREAS, the City of Arlington applied for and was successful in being awarded a grant
from the Transportation Improvement Board; and
WHEREAS, the Transportation Improvement Board has offered to award a grant in the
amount of $600,000.00 to the City of Arlington to design and construct a Complete Streets
Project; and
WHEREAS, the City of Arlington considers it in the best public interest to accept the
available grant funding for the Complete Streets Project; and
NOW, THEREFORE, the City Council of the City of Arlington Washington do hereby
resolve as follows:
1. That the Mayor be authorized to accept the grant funding offered by the State of
Washington Transportation Improvement Board, in the amount of $600,000.00, for the
above noted Complete Streets Project.
