General Aviation Appreciation Month
WHEREAS, general aviation and the Arlington Municipal Airport have an immense
economic impact on Arlington; and
WHEREAS, general aviation not only supports Arlington's economy, it improves overall
quality of life by supporting emergency medical and healthcare services, law enforcement,
firefighting and disaster relief, and by transporting business travelers to their destinations
quickly and safely; and
WHEREAS, according to the Washington State Department of Transportation Aviation
Division, Arlington, Washington is home to 580 based aircraft; and
WHEREAS, according to the Washington State Department of Transportation Aviation
Division, Arlington, Washington is also home to over 600 pilots with over 133,000 operations
annually; and
WHEREAS, according to the 2012 Aviation Economic Impact Study performed by WSDOT,
Arlington Municipal Airport supports over 1,000 aviation jobs, representing a total labor impact
of over $48 million and a total output income of over $148 million in economic activity; and
WHEREAS, the Arlington Fly-In celebrates all facets of general aviation, providing aviation
education to over 35,000 annual attendees, generating well over $2 million in direct spending in
the community.
NOW THEREFORE, I, Barbara Tolbert, Mayor of the City of Arlington, do hereby proclaim
June as
GENERAL AVIATION APPRECIATION MONTH
in the City of Arlington and declare general aviation a vital strategic resource to the City of
Arlington.

NEW BUSINESS
Review Heather Logan Consulting Professional Services Agreement
City Administrator Paul Ellis reviewed the new scope of work and professional services
agreement with Heather Logan Consulting. Discussion followed.
Mayor Pro Tem Marilyn Oertle moved and Councilmember Debora Nelson seconded the
motion to terminate the existing agreement with Heather Logan Consulting and approve the
new agreement and scope of work, striking #3 from the scope of work and terminating the
new agreement no later than June 30, 2018, and authorize the Mayor to sign the new
agreement. The motion passed 6‐1.
Low Bid for the 2018 Utility Improvement and Pavement Preservation Project
Public Works Director Jim Kelly reviewed the bid tabulation for the 2018 Utility
Improvement and Pavement Preservation project. Bids for the project were opened April 12,
2018. Discussion followed. Councilmember Mike Hopson moved and Councilmember Jesica
Stickles seconded the motion to approve the resolution rejecting the bid challenge by SRV
Construction, Inc. and finding Reece Construction Company to be the apparent low bidder
for the 2018 Utility Improvement and Pavement Preservation Project for their bid of
$2,399,917.46, and authorize the Mayor to sign the construction contract, pending final
review by the City Attorney. The motion passed unanimously.
Opal Properties, LLC Release of Easements
Public Works Director Jim Kelly reviewed the proposal to release the City’s interest in a 60‐
foot wide non‐exclusive access easement road crossing a property owned by Opal
Properties, Inc. The Arlington Valley Land Company divided property and sold lots on a
parcel of land situated on the east side of 67th Ave, and roughly between 188th St to 197 St.
There were no roads or utilities installed when the lots were sold so access easements were
created to allow access to many of the lots. Original Lot #6 (Snohomish County Tax Parcel
No. 31050400302900) still has a 60‐foot wide non‐exclusive access easement road (Auditor
File Number 7905290175) crossing the property.
With Arlington Valley Road being constructed, there will be full access to all lots and the City
does not require any interest in the aforementioned 60‐ft wide non‐exclusive access
easement road. Discussion followed. Mayor Pro Tem Marilyn Oertle moved and
Councilmember Debora Nelson seconded the motion to authorize the release of easements
for the Opal Properties pending final approval by the City Attorney. The motion passed
unanimously.
Resolution Adopting Updated Fee Schedule
City Clerk Kristin Banfield reviewed the proposed updates to the City’s Fee Schedule. The
fees included in the schedule cover all departments in the city and address items not included
in the Arlington Municipal Code. Staff is recommending updates to the planning, public
works, EMS, and finance fees. Additional updates will be made in the fall to recreation fees

and public records fees. Mayor Pro Tem Oertly moved and Councilmember Sue Weiss
seconded the motion to approve the proposed resolution replacing resolution 2016‐023 and
adopting a revised fee schedule. The motion passed unanimously.
Interfund Loan from Growth Fund to EMS Fund
Finance Director Kristin Garcia reviewed the request for an interfund loan from the Growth
Fund to the EMS Fund. For the month of March, the EMS fund required a loan of $105,728.02
as revenues were not sufficient to cover operating expenses. This brings the total
outstanding balance on the loan to $392,417.74 which exceeds the amount authorized in the
budget. Discussion followed. Mayor Pro Tem Marilyn Oertle moved and Councilmember
Jesica Stickles seconded the motion to approve the interfund loan of $105,728.02 from the
Growth Fund to the EMS fund. The motion passed unanimously.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis reminded Council that there would be a work session on
sustainable funding for public safety on Monday, May 14, 2018 beginning at 6:00 p.m. A
reminder email will be sent out.
COUNCILMEMBER REPORT
Councilmember Debora Nelson remarked that she received a short comment from
Arlington Arts Council President Sarah Arney noting that the public art that was accepted
earlier tonight was funded from proceeds of the Curtis Delgado concert, which was in part
funded by an LTAC grant.
EXECUTIVE SESSION
City Attorney Steve Peiffle announced an Executive Session to discuss matters of collective
bargaining negotiations, grievances, or discussions regarding the interpretation or
application of a labor agreement [RCW 42.30.140(4)] and that Council is not expected to
take any action following Executive Session.
Council recessed to Executive Session, estimated to last no more than 20 minutes, at 7:39
p.m. At 7:59 p.m., the Council reconvened the meeting.

NEW BUSINESS
Police Chief employment agreement renewal
City Administrator Paul Ellis presented the employment agreement renewal for Police Chief
Jonathan Ventura. Discussion followed. Mayor Pro Tem Marilyn Oertle moved and
Councilmember Sue Weiss seconded the motion to approve the employment agreement for
Jonathan Ventura to serve as Police Chief. The motion passed unanimously.
Community and Economic Development Department Staffing
City Administrator Paul Ellis presented a proposal for the creation of a second Permit
Technician II position in the Community and Economic Development Department, promote
one employee to the position and allow the department to fill an entry level Permit
Technician position. Discussion followed. Councilmember Debora Nelson moved and
Councilmember Jan Schuette seconded the motion to approve adding an additional
employee to the Community and Economic Development Department. The motion passed
unanimously.
Resolution and Interlocal Agreement to participate in wildland fire deployments
City Administrator Paul Ellis reviewed the proposed resolution and interlocal agreement
allowing the Arlington Fire Department to participate in Department of Natural Resources
(DNR) fire training, certification, and deployment. Discussion followed. Councilmember
Jesica Stickles moved and Councilmember Sue Weiss seconded the motion to approve the
proposed resolution and interlocal agreement witht eh Snohomish County Fire Chiefs
Association for Wildland fire training and certification, and authorize the Mayor to sign. The
motion passed unanimously.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis reported that the May 7, 2018 were listed on the May 21, 2018
Council agenda for approval but not included in the Council packet. These will be brought
back for approval at the June 18, 2018 meeting.
COUNCILMEMBER REQUEST
Councilmember Mike Hopson requested that his proposed ordinance on Accessory
Dwelling Units be brought to the council for consideration at the June 11, 2018 Council
Workshop.

Ordinance for Accessory Dwelling Units (ADUs)
City Administrator Paul and Community and Economic Development Department Marc
Hayes reviewed the staff recommendations and comments on the ordinance proposed by
Councilmember Mike Hopson and additional issues related to accessory dwelling units.
Discussion followed.
PUBLIC COMMENT ON ACCESSORY DWELLING UNITS
Ruth Gonzales, 6823 211th Place NE, provided comments about location of the accessory
dwelling units and suggested that Council and the Planning Commission consider that the
ADU be constructed either in the back or alongside so long as it does not protrude beyond
the front of the primary residence. Ruth also expressed that removing the owner‐occupant
requirement is a concern. Other jurisdictions use an affidavit process and renewal process
to reaffirm that the owner of the property resides in one of the units. She finally expressed
her concerns about removing the percentage limit to lot coverage and size of ADU.
Kim Ramirez, 724 Portage Street, supports the concepts of accessory dwelling units and
requested that council adopt something to provide this option to the community. Please look
at the average size of the existing residence and the lot size when reviewing these elements.

2019 – 2020 Budget Calendar
Finance Director Kristin Garcia reviewed the proposed 2019‐202 budget calendar with the
City Council. Discussion followed.
Sole Source Resolution for Wastewater Treatment Plant (WWTP) Pump Repair
Public Works Director James Kelly reviewed the proposed resolution to have the Flygt
pumps from the Wastewater Treatment Plant (WWTP) repaired by the only Washington
state manufacturer authorized distributor / repair facility. Discussion followed.

update of the City’s Shoreline Master Plan (SMP)
Community and Economic Development Director Marc Hayes presented the acceptance of
grant funding ($15,000) from the Department of Ecology for periodic update of the City’s
Shoreline Master Plan (SMP). A periodic review of the City’s SMP is required by the Shoreline
Management Act (SMA) per RCW 90.58.080(4). The Department of Ecology is awarding
grant funds to help in completing this update. The amount of funding is based on population,
and the city is eligible for $15,000 in funds. Discussion followed.

DESCRIPTION:
Request for sole source authorization allowing the City to have Flygt pumps repaired by the only
Washington state manufacturer authorized distributor/repair facility.
HISTORY:
The impellers on the membrane bioreactor Return Activated Sludge (RAS) pumps that are used at
Water Reclamation Facility have worn away and are in need of replacement. The RAS pumps are
Flygt brand pumps and are only serviceable by an authorized Flygt service facility. Whitney
Equipment Company, Inc. in Woodinville, WA is the sole Washington state authorized Flygt
distributor and service repair facility.
These pumps were installed at the time of construction, in 2010, and used a Gray Cast Iron
190HB impeller (only type available at that time). The replacement impellers will be the new Hard
Iron HRC60 impeller, impellers that will have triple the life expectancy of original impellers.
ALTERNATIVES:
Do not issue sole source resolution; remand to staff for further consideration.
RECOMMENDED MOTION:
I move to recognize Whitney Equipment Company, Inc. as the only Flygt authorized service facility in
Washington state and approve a Sole Source Resolution allowing the City to contract for the repair
of the Water Reclamation Facility pumps.

RESOLUTION NO. 2018‐XXX
A RESOLUTION OF THE CITY OF ARLINGTON TO WAIVE BIDDING REQUIREMENTS FOR THE
PURCHASE AND OR REPLACEMENT OF THE MBR RETURN ACTIVATED SLUDGE (RAS) PUMPS
FOR USE BY THE CITY OF ARLINGTON WASTEWATER DEPARTMENT
WHEREAS, the City of Arlington Wastewater Department treats wastewater for all of its
customers; and
WHEREAS, to maintain the consistency of parts, ensure the warranty of the RAS Pump
System at the Wastewater Treatment Plant, and avoid the cost associated with repairs to the
system that may occur using non genuine original equipment manufacturer (Flygt) replacement
parts, a supplier of Flygt RAS Pumps is required; and
WHEREAS, Whitney Equipment Company has provided the City of Arlington with its
existing RAS Pumps, and Whitney Equipment Company Inc. is the sole source representative
authorized to sell Flygt brand pumps; and
WHEREAS, RCW 35.23.352(9) permits the waiving of bidding requirements for the
purchase of materials which are clearly and legitimately limited to a single source of supply or
services which are subject to special market conditions;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arlington, as
follows:
Section 1: The City Council of the City of Arlington finds that replacing RAS
Pumps with Flygt brand pumps clearly limits the City of Arlington to a single
source of supply, justifying the waiver of competitive bidding requirements.
Section 2: The City Council of the City of Arlington hereby waives the bidding
requirements for the purchase, replacement, and or repair of RAS Pumps for use
by the City of Arlington Wastewater Department and authorizes sole source
purchasing from Whitney Equipment Company, Inc.
Section 3: This resolution will be effective for three (3) years from the date of
adoption.

DESCRIPTION:
The council met in March 2018 to discuss and identify priorities for the 2019/2020 budget. Staff will
be developing a budget based on council priorities. Staff will present the preliminary budget to council
at the budget retreat on October 6. Attached is the budget calendar for adoption of the 2019/2020
budget and dates for amending the 2018 budget.
HISTORY:
On March 7, 2016 the council approved Ordinance No. 2016‐005 establishing a biennial budget
process. The City’s first biennial budget was 2017/2018.
ALTERNATIVES:
Use alternative dates for adopting the 2019/2020 budget and amending the 2018 budget.
RECOMMENDED MOTION:

A periodic review is required by the Shoreline Management Act (SMA) per RCW 90.58.080 (4). The
Department of Ecology is awarding grant funds to help in completing this update. The amount of
funding is based on population, and Arlington is eligible for $15,000.00 in funds.
HISTORY:
The City of Arlington’s Shoreline Master Program was originally created by the Watershed Company
in 2011 through a Department of Ecology grant and adopted by City Council August 6, 2012. The
intent is to have the Watershed Company perform the required update, through a Professional
Service Agreement (PSA), since they were the original authors, saving both time and money.
ALTERNATIVES:
Do not accept the grant and incur the cost of the required update.
RECOMMENDED MOTION:
I move to approve the resolution authorizing the acceptance of the available grant funding of
$15,000.00, from the Department of Ecology for the periodic update of the City’s Shoreline
Management Program, and authorize the Mayor and staff to sign any required documentation to
accept the grant.

A RESOLUTION OF THE CITY OF ARLINGTON AUTHORIZING ACCEPTANCE OF GRANT FUNDS FROM
THE DEPARTMENT OF ECOLOGY FOR THE PERIODIC UPDATE OF THE CITY’S SHORELINE
MANAGEMENT PROGRAM
WHEREAS, the Shoreline Management Act requires a periodic review and update of the
local governments Shoreline Management Program; and
WHEREAS, the Department of Ecology is awarding grants to cities and counties to help
fund this periodic update; and
WHEREAS, the Department of Ecology has offered to award a grant in the amount of
$15,000.00 to the City of Arlington to complete the required update of the comprehensive
Shoreline Management Program; and
WHEREAS, the City of Arlington considers it in the best public interest to accept the
available grant funding for the periodic update of its Shoreline Management Program; and
NOW, THEREFORE, the City Council of the City of Arlington Washington do hereby
resolve as follows:
1. That the Mayor be authorized to accept the grant funding offered by the Washington
State Department of Ecology, in the amount of $15,000.00, for the above noted periodic
update to its Shoreline Management Program.
