APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Marilyn Oertle seconded the
motion to approve the agenda as presented. The motion passed unanimously.
SWEARING IN
Deputy Police Chief Dan Cone introduced new (returning) Police Officer Mike McQuoid to
Council. City Attorney Steve Peiffle administered the oath and Officer McQuoid’s wife,
Amber, performed the badge pinning.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Tolbert introduced the incoming boards for the Downtown Arlington Business
Association (DABA) and Arlington Smokey Point Chamber of Commerce to Council, staff, and
guests. She thanked the boards for their service to the Arlington community.

PUBLIC COMMENT
Jerrie Inman, Arlington Library Board, read a letter from the Arlington Library Board
encouraging the construction of a new library and requesting Council support to explore the
opportunities.
Ms. Inman, as Executive Director of the Arlington Community Food Bank, also thanked the
City staff and elected officials for their volunteering at the Food Bank during the holidays.
She noted that the community provided almost 300 baskets for Thanksgiving meals and
almost 400 baskets for Christmas meals.
Billye Brooks‐Sebastiani, 123 188th St NW, Arlington, read a letter to the Arlington City
Council regarding correspondence from a City Council member on the recent 39th Legislative
District Senate Appointment selection process.
CONSENT AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Sue Weiss seconded the motion
to approve the Consent Agenda which was unanimously carried:
1. Minutes of the January 2 and 8, 2017 Council meeting.
2. Accounts Payable
Approval of EFT Payments and Claims Checks #92688 through #92786 dated
December 30, 2017 for $567,232.26, and
Approval of EFT Payments and Claims Checks #92790 through #92829 dated
January 3, 2018 through January 16, 2018 for $151,085.25, and
Approval of EFT Payments and Payroll Checks #29252 through #29262 dated
December 1, 2017 through December 31, 2017 for $1,348,445.32.
3. Acceptance of donation of an All‐Terrain Vehicle (ATV) from Cascade Valley Health

PUBLIC HEARING
None.
NEW BUSINESS
Request to approve resolution accepting CERB Grant funds and authorizing staff to
spend funds ‐ $16,667.00 for grant match
Community and Economic Development Director Marc Hayes reviewed the request to
approve the resolution to obligate $16,667 in matching funds for the Arlington Marysville
Manufacturing Industrial Center sub‐area plan grant received from CERB. The city is
required to take formal action to obligate the funds by January 18, 2018. Discussion followed.
Councilmember Mike Hopson moved and Councilmember Jan Schuette seconded the motion
to approve the proposed resolution authorizing expenditure of funds as match for
Community Development Revitalization Board (CERB) grant fund to plan for the
development of the Arlington‐Marysville Manufacturing Industrial Center (AMMIC). The
motion passed unanimously.

Ground Emergency Medical Transport (GEMT) Medicaid reimbursement application
and addendum to contract with Systems Design
City Administrator Paul Ellis reviewed the application for and addendum to the City’s
contract with Systems Design for Ground Emergency Medical Transport (GEMT) Medicare
reimbursement program. The (GEMT) program allows Fire Departments to recover a
portion of the costs of treating and transporting Medicaid patients. Currently, when a fire
department responds and treats a Medicaid patient, the department only recovers a small
portion of the actual costs of the response. GEMT is a federally funded, entitled program that
has no impact to the local taxpayer or to the state. GEMT in Washington, allows fire
departments to use the same programs that public hospitals and public health care clinics
have been doing for decades. This program will help offset lost revenue from Medicaid
patients, currently supplemented by the local taxpayer, and allow fire departments to
enhance their service to the citizens. Discussion followed. Councilmember Jesica Stickles
moved and Councilmember Marilyn Oertle seconded the motion to approve the amendment
to the Systems Design Agreement and completion of the application to the Health Care
Authority (HCA) allowing participation in the GEMT program. The motion passed
unanimously.
Selection of Mayor Pro Tem
Mayor Barb Tolbert reviewed the process to select a Mayor Pro Tem as outlined in the
Council Rules of Procedure. Mayor Pro Tem Debora Nelson moved and Councilmember Mike
Hopson seconded the motion to select Councilmember Marilyn Oertle to serve as the City’s
Mayor Pro Tem for 2018.

Introduction of Special Guests and Presentations
With the use of a PowerPoint presentation, SERS Executive Director Ralph Krusey and Craig
Boyd, SERS Technical Supervisor shared information regarding the need for an upgrade to
the County’s emergency radio system used by Police and Fire to communicate with each
other and with dispatch. Discussion followed.
WORKSHOP ITEMS – NO ACTION WAS TAKEN
Monkey Puzzle, LLC Quit Claim Deed Request
City Attorney Steve Peiffle reviewed the house keeping request to execute a quit claim deed
to certain real property located west of Terrace Park to Monkey Puzzle, LLC. The request is
to clear title to property owned by Monkey Puzzle, LLC. The area in the request should have
been included in a 2009 court case in which the City acknowledged it did not have a legal
interest in the property. Discussion followed. This item will be placed on the Consent Agenda
for approval at the next Council meeting.

Presentation on 67th Avenue Median Replanting
With the use of a PowerPoint presentation, Maintenance and Operations Manager Jay
Downing and Development Services Manager Nova Heaton shared the plans for replanting
the landscaping in the 67th Avenue NE medians. Discussion followed.
Conveyance of Real Property for Bartell Drugs Right‐of‐Way
Community and Economic Development Director Marc Hayes reviewed the request to accept
the conveyance of real property from Bartell Drugs to the City to widen and improve 204th
St NE. Discussion followed. This item will be placed on the Consent Agenda for approval at
the next Council meeting.
Ordinance and Resolution assuming the Transportation Benefit District
City Administrator Paul Ellis reviewed the ordinance and resolution to assume the rights,
powers, functions, and obligations of the TBD. If the ordinance is approved the TBD would
be assumed effective January 1, 2018. The TBD is currently functioning as its own separate
entity which requires a separate financial report, budget document, claims approval process,
separate audit, and separate tracking of all TBD actions. Having the city assume the TBD, it
will streamline all these processes into the city’s regular course of business. The way the TBD
is accounted for and the use of funds will not change. The TBD revenues and expenditures
will be accounted for in a separate fund and revenues will still be used for pavement
preservation projects in accordance with the work plan that was established when the TBD
was created. Discussion followed. This item will be placed on the next Council meeting.
Formal action will be requested at the conclusion of the public hearing on February 20.
Airport Commission Appointment
Airport Director Dave Ryan reviewed the process for selection of a new Airport
Commissioner to replace William Jensen, who passed away suddenly in August. The Airport
Commissioner Selection Committee interviewed four candidates for the open position. One
of those interviewees lives just outside the city limits and was disqualified. The committee
recommends Chris Raezer to fill the vacant position on the Airport Commission. Discussion
followed. This item will be placed on the agenda for approval at the next Council meeting.
PUBLIC COMMENT
None.
MAYOR REPORT
Mayor Tolbert mentioned to Council that she would be traveling to Olympia this week to
engage with the Washington State Legislature on a number of matters. She is bringing with
our request for capital funding for the Innovation Center as part of the supplemental Capital
Budget.
Mayor Tolbert also noted that the list of Council Liaisons for 2018 would be provided to
Council later this week.
COUNCILMEMBER REPORTS
Councilmembers Stickles, Oertle, Hopson, and Schuette gave brief reports, while
Councilmembers Weiss and Roundy had nothing further to report this evening.

The City has been asked to sign a quit claim deed to certain real property located west of Terrace
Park to Monkey Puzzle, LLC.
HISTORY:
See attached memo. The request is to clear title to property owned by Monkey Puzzle, LLC by
signing a quit claim deed. The area in the request should have been included in a 2009 court case
in which the City acknowledged it did not have a legal interest in the property.
ALTERNATIVES:
Remand to staff for additional information.
RECOMMENDED MOTION:
I move to authorize the Mayor to sign the quit claim deed and any additional documents needed
to release the City’s interest in the property, subject to final review and approval by the City

DESCRIPTION:
RCW Chapter 36.74 authorizes any city with a transportation benefit district (TBD) to assume the
rights, powers, functions and obligations of the TBD by adoption of an ordinance. The city must also
hold a public hearing to allow for public comment regarding the assumption of the TBD by the city.
HISTORY:
In 2013, the Arlington City Council adopted Ordinance 2013‐005 establishing a transportation
benefit district for the purpose of funding pavement preservation.
ALTERNATIVES:
Do not set the public hearing. This action will prevent the assumption the transportation benefit
district into city operations.
RECOMMENDED MOTION:
I move to approve the proposed resolution setting a public hearing regarding the City's intended
assumption of the Arlington Transportation Benefit District retroactive to January 1, 2018, pursuant
to the authority of RCW 36.74.010.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARLINGTON,
WASHINGTON, SETTING A PUBLIC HEARING REGARDING THE CITY'S INTENDED
ASSUMPTION OF THE ARLINGTON TRANSPORTATION BENEFIT DISTRICT
RETROACTIVE TO JANUARY 1, 2018, PURSUANT TO THE AUTHORITY OF RCW
36.74.010
WHEREAS, Chapter 36.73 of the Revised Code of Washington (RCW) provides for the
establishment of Transportation Benefit Districts (TBD) arid the levying of additional revenue
sources for transportation improvements within the district; and
WHEREAS, the State adopted RCW 36.74.010, which authorizes a city or county that
has established a TBD with the same boundaries as the city or county to absorb the TBD and
assume all of the TBD's "rights, powers, functions, and obligations," with the result that the
TBD would cease to exist as a separate municipal entity; and
WHEREAS, the City of Arlington adopted Ordinance 2013‐005 on or about April 1, 2013
creating Arlington Municipal Code Chapter 3.94, entitled "ARLINGTON TRANSPORTATION
BENEFIT DISTRICT"; forming the Arlington Transportation Benefit District entirely within the
geographical boundaries comprised of the corporate city limits of the City of Arlington
Washington; and
WHEREAS, the City Council intends to consider the assumption of the Arlington
Transportation Benefit District coexistent with its boundaries and to exercise all rights, powers,
functions and obligations of the Arlington Transportation Benefit District pursuant to RCW
Chapter 36.74, retroactive to January 1, 2018;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARLINGTON,
WASHINGTON AS FOLLOWS:
Section 1. Intent. Pursuant to RCW 36.74.020, it is the intention of the Arlington City
Council to conduct a public hearing concerning the assumption of the Arlington Transportation
Benefit District and to exercise all rights, powers, functions and obligations of the Arlington TBD
pursuant to RCW Chapter 36.74, retroactive to January 1, 2018.
Section 2. Hearing. Pursuant to RCW 36.74.020, a public hearing is hereby set for
February 20, 2018 to consider the assumption of the Arlington Transportation Benefit District
coexistent with its boundaries and to exercise all rights, powers, functions and obligations of
the Arlington Transportation Benefit District pursuant to RCW Chapter 36.74, effective as of
January 1, 2018.

Said public hearing shall be held in the Council chambers located at 110 E. Third Street, Arlington,
WA 98223 at 7:00 P.M. or as soon thereafter as this matter may be heard.
All persons interested may appear and be heard.
Section 3. Publication. Pursuant to RCW 36.74.020, this Resolution of intention shall
be published at least two times during the two weeks preceding the scheduled hearing in the
newspaper or newspapers of daily general circulation printed or published in the City in which
the Arlington Transportation Benefit District is located.

The Airport Commissioner Selection Committee interviewed four candidates for the open position
on the Airport Commission. One of those interviewees lived just outside the city limits and was
disqualified. Each candidate was asked the same series of questions by the panel. After discussion of
the candidates’ experience and qualifications, it was clear that former City Council member Chris
Raezer had the most experience and was the best choice for the position.
HISTORY:
A position on the Airport Commission became vacant in August 2017, when Commissioner William
Jensen passed away suddenly.
ALTERNATIVES:
Remand to staff for further information.

I care a great deal about the future of the Arlington Airport. It is the premier General Aviation
airport in the Northwest and an economic engine for Arlington. I believe my aviation knowledge
as a licensed private pilot and experience gained serving 12 years on the Arlington City
Council will help me be an effective Airport Commissioner.
Lodging Tax applicants must attach a letter of support from the organization they are
representing.
