Proclamation
Friends of Libraries Week
WHEREAS, Friends of the Arlington Library raise money that enables our
library to move from good to great -- providing the resources for additional
programming, much needed equipment, support for children’s summer reading, and
special events throughout the year; and
WHEREAS, the work of the Friends highlights on an on-going basis the fact
that our library is the cornerstone of the community providing opportunities for all
to engage in the joy of life-long learning and connect with the thoughts and ideas of
others from ages past to the present; and
WHEREAS, the Friends understand the critical importance of well funded
libraries and advocate to ensure that our library gets the resources it needs to
provide a wide variety of services to all ages including access to print and electronic
materials, along with expert assistance in research, readers’ advisory, and children’s
services; and
WHEREAS, the Friends’ gift of their time and commitment to the library sets
an example for all in how volunteerism leads to positive civic engagement and the
betterment of our community.
NOW THEREFORE, I Barbara Tolbert, Mayor of Arlington, do hereby proclaim
October 15-21, 2017, as
FRIENDS OF LIBRARIES WEEK

APPROVAL OF THE AGENDA
Mayor Pro Tem Debora Nelson moved and Councilmember Raezer seconded the motion to
approve the agenda with the placement of Consent Agenda items 3 and 4 on to New Business,
which passed with a unanimous vote.

PROCLAMATIONS
Councilmember Jesica Stickles read the proclamation declaring October 8‐14, 2017 as Fire
Prevention Week in the City of Arlington.

Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to approve the Consent Agenda which was unanimously carried to approve the
following Consent Agenda items:
1. Minutes of the September 18 and 25, 2017 Council meetings
2. Accounts Payable: approval of EFT Payments and Claims Checks #91868 through
#91996 dated September 19, 2017 through October 2, 2017 for $271,118.34.

NEW BUSINESS
Ordinance adopting 2017 Amendment to the Comprehensive Water System Plan
City Attorney Steve Peiffle noted that the ordinance presented to the Council requires some
additional language to be added and requested that the motion be amended to allow the
Mayor to sign the ordinance once it is in a form acceptable to the City Attorney. Mayor Pro
Tem Debora Nelson moved and Councilmember Sue Weiss seconded the motion to adopt the
proposed ordinance making certain findings and adopting by reference amendments to the
Comprehensive Water System Plan for the City of Arlington, subject to revision and final
approval by the City Attorney. The motion passed unanimously.

Acquisition of Asset Management Software
Public Works Director Jim Kelly discussed the acquisition of new asset management
software from Novotx, LLC to replace the existing system that is no longer capable of
handling the City’s asset management and data processing needs. Discussion followed.
Mayor Pro Tem Debora Nelson moved and Councilmember Raezer seconded the motion to
authorize the Mayor to sign the contract with Novotx, LLC to acquire new asset management
software, pending final approval by the City Attorney. The motion passed unanimously.
Resolution to surplus airport property
Airport Director Dave Ryan presented the proposed resolution to authorize the airport to
surplus Hangar 57B and the building located at 19319 63rd Ave NE. The Airport Commission
agrees with the request to surplus the two buildings. It was noted that this is the first step in
a long process to surplus and sell the buildings. Discussion followed. Councilmember Jan
Schuette moved and Councilmember Chris Raezer seconded the motion to amend the
proposed resolution to state that the buildings should be sold using a request for proposal
(RFP) process and approve the amended resolution declaring certain airport property as
surplus. The motion passed unanimously. Council requested that the Airport Commission
present the final RFP prior to issuance to the Council at an upcoming Council Workshop.

ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis announced that the City’s has hired its first full‐time Human
Resources Director, James Trefry. He will start with the City on Monday, October 9, 2017.
MAYOR’S REPORT

EXECUTIVE SESSION
City Attorney Steve Peiffle announced an Executive Session to discuss matters of pending or
potential litigation [RCW 42.30.110(1)(i)], estimating to take 15 minutes and that Council
may take action following the Executive Session.
Council recessed to Executive Session at 7:28 p.m. At 7:43 p.m., the Council reconvened the
meeting.
Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to authorize the city attorney to negotiate a settlement of the permit claim by
Timothy Herdt under terms acceptable to the city attorney and the City’s insurance risk pool,
with maximum outlay by the City in a sum not to exceed $6,000, and authorize the mayor to
sign any necessary documents. The motion passed unanimously.

WORKSHOP ITEMS – NO ACTION WAS TAKEN
Youth Council Appointments
Administrative Services Director Heather Logan introduced the six candidates for the
Arlington Youth Council and requested their appointments be confirmed at the October 16,
2017 meeting. Council requested the appointments of Alec Villa, Cole Cramer, Olivia Walker,
Grace Williams, Aryana Ahlen, and Victoria Wilde be placed on the Consent Agenda at the
October 16, 2017 meeting. If the candidates are in attendance, the item will be moved to New
Business to recognize them for their service.
Right of Way Acquisition – 188th Street NE (Grooms)
Interim Community and Economic Development Director Marc Hayes reviewed the
conveyance of a strip of real property on 188th Street NE to the City pursuant to the City’s
short plat requirements contained in the Land Use Code. Discussion followed. Council
requested the right of way conveyance for 188th Street NE from Terry Grooms (Stack
Designs) be placed on the Consent Agenda at the October 16, 2017 meeting.
Amendment #1 to Interlocal Agreement for In‐Service Training Sessions

Police Chief Jonathan Ventura reviewed the amendment to the Interlocal for In‐Service
Training Sessions to allow the Stillaguamish Tribal Police Department to be added to the
agreement Discussion followed. Council requested the Amendment to the Interlocal for In‐
Service Training Sessions be placed on the Consent Agenda at the October 16, 2017 meeting.
Change Order for 2017 Water Treatment Plant (WTP) High Service Pump
Replacement Project
Public Works Director Jim Kelly reviewed the proposed change order to allow for the
acceleration of the replacement schedule for the Water Treatment Plant (WTP) high service
pumps. The City of Arlington owns and operates a 2.5 MGD WTP with three Peerless Vertical
Turbine high service pumps each driven by a 100Hp vertical hollow‐shaft motor. These
pumps are critical to the WTP operation as they are the primary pumps pumping potable
water into the distribution system; these pumps are also close to being 20 years old.
In 2016 the City began a program to replace these pumps; in 2016 high service pump #1 was
replaced and this year (2017) we publicly bid to replace high service pump #3. Staff is
requesting authorization to replace pump #2 this year (2017) instead of in 2018 using the
bid we received. The vendor has agreed to honor the bid price for a second pump.
The 2017 WTP High Service Pump Replacement Project was publically advertised for bid
using the MRSC Small Works Roster. Pump Tech, Inc. was the sole bid received with a bid of
$54,031.78. Purchasing an additional pump via a change order is allowed per city purchasing
policy, council approval is needed because of the dollar amount. Funds are available in the
2017 water capital budget without an amendment.
Discussion followed. Council requested the change order for the Water Treatment Plant High
Service Pump Replacement project be placed on New Business at the October 16, 2017
meeting.
Arlington Valley Road Design Contract Amendment
Public Works Director Jim Kelly reviewed the proposed supplement to the Arlington Valley
Road Design Contract with Reid Middleton for additional engineering and design services.
The supplement is for additional engineering design associated with the revised alignment
of the roadway. Mr. Kelly answered Council questions on the Arlington Valley Road project.
Council requested the contract supplement be placed on New Business at the October 16,
2017 meeting.
2016 Update to the Transportation 2035 Plan
Public Works Director Jim Kelly reviewed the 2016 amendment to the Transportation 2035
Comprehensive Plan as recommended by the Arlington Planning Commission. Discussion
followed. Council requested the ordinance adopting the 2016 amendment to the
Transportation 2035 Comprehensive Plan be placed on New Business at the October 16,
2017 meeting.
Amendment to WSDOT Right of Way Procedures
Public Works Director Jim Kelly discussed the proposed revision to add City Attorney Steve
Peiffle to the WSDOT Right of Way acquisition procedures and policies as a Right of Way

procurement qualified consultant. Discussion followed. Council requested the amendment
be placed on the Consent Agenda at the October 16, 2017 meeting.
74th Avenue NE Dedication
Public Works Director Jim Kelly and City Attorney Steve Peiffle reviewed the dedication of
74th Avenue NE access road to the City as stipulated in the recently approved right of way
agreement with Mr. Vern Rengen. A section of 74th Avenue NE was created by a Boundary
Line Adjustment in 1996. This road was identified as a private access and utility easement
that was to be dedicated in the future to the City of Arlington. Vern Rengen, identified as the
property owner, is dedicating this road section to the City of Arlington so that it can be
incorporated into the Arlington Valley Road project. Discussion followed. Council requested
the dedication be placed on New Business at the October 16, 2017 meeting.
Miscellaneous Council Items
Mayor Tolbert announced that we are working with Snohomish County and Economic
Alliance Snohomish County to promote the Arlington‐Marysville Manufacturing Industrial
Center as a future home of Amazon’s HQ2. She requested that a letter from the Council be
prepared for all Councilmembers to sign.
City Administrator Paul Ellis announced that John Swizer has requested to remain on the
Airport Commission.
Mayor Pro Tem Debora Nelson noted that she had a ride‐a‐long with Sergeant Bolter and
Officer Ingram last week. She was impressed at the level of community engagement that our
officers have.
Public Comment
Lindsay Dunn, 735 Highland Drive, expressed his love for his new hometown, Arlington. He
mentioned that there were a number of abandoned vehicles in the Highland Drive area that
he has reported recently.

HISTORY:
Youth in grades 8‐12 who reside in the Arlington School District or have an Arlington address are
eligible to apply to the Arlington Youth Council. The Youth Council was created in 2016 as a strategy
for community revitalization and to give the youth a voice in city government.

I have taken an interest in politics because of all the instability in our current situation.
I also help my mom gather donations to give to children and families who are less fotunate
I want to become an advocate for the right of the impoverished and Indigenous peoples. I am
enrolled Alaskan Native ( Tlingit Haida).
I believe that this will begin my journey in advocating for people and for my city.
I have lived in Arlington since I was a young child. I love living in Arlington. I have been attending
Arlington schools since I was kindergarten and now I am going in the sixth grade. This is my home
and I want to do what I can to make Arlington a great place for all people no matter what their race
or ethnicity is.
My mom is a social worker and m y dad is a person who helps other fam ilies. My entire fam ily lives in
Arlington so this is my hoe and i would like the opportunity to represent.

I was part of the Arlington Youth council for 2016/2017. Being a part of the youth council was great.
I enjoyed working with the other students from different schools and grades. I enjoyed meeting
youth from the Darrington comm unity. The projects we started, planned and finished were great
accomplishments for our council.
For my 8th grade year at Haller Middle school, I enjoyed the Leadership class. I loved organizing
and being involved with so many different events. I look forward to continuing with m y leadership
skills into High S chool.
I also love sports. I play on a select baseball team , and plan to play football, basketball and
baseball at Arlington High S chool. On m y off time, I try to snowboard up at S tevens Pass.
I feel like we just got going with the Youth Council. I would like to spend another year working on
improving m y com munity, meeting new people and organizing projects and events.
I like the feel of the small town community. I also like the im provements we are making. For
example, being a part of the Teen Center opening was am azing. Getting involved and showing my
friends what we helped to accom plish was a lot of fun and I am proud of the things we did and plan
to do.
Thank you for considering m e for another year in the Youth Council. I think there are still m any things
we can and need to do. After spending the first year in the council, I feel even more comfortable and
confident in what we can accomplish in our awesome com munity!

I am involved with the school through the band program. I play saxophone and I am always at all of
the games, supporting the school and playing my instrument. I also volunteer at the elementary
school 1-2 times a week usually. I spend a lot of my tim e doing homework or practice for band or
looking for leadership opportunitys. I also search for the opportunity to help others.
I would love to be on the Arlington Youth Council because I love to help the school and to help
others and I really think I could have a voice with the students. I also want to improve our
comm unity one decision at a time while also gaining som e leadership experience.
What I love about our town is the fact that we are tight com munity and we are all able to support
and help one another and in times of trial, we all come together. I love that it is diverse and most
people are open to others opinions, even if they don't agree with each other.

I participate m ainly in running events during school including Track and Field and Cross Country.
Outside of school I am involved in Cheer and Com petitive Cheer. I spend about 1 hour a day
running and then I have three two-hour cheer practices a week. I am currently a m em ber of the
Arlington Youth Council and that is one meeting twice a month and then I attend comm unity
events. My hobbies include reading and baking.
I had an amazing experience last year serving on the council. I wish to have this opportunity once
again and to becom e a stronger leader for our group and our city.
I like the Centennial Trail that runs through town. It is a great place to get exercise and to m eet up
with friends. I also enjoy the downtown area and how friendly it is for our youth. The town is full of
local coffee stands that are warm and inviting. Our m ayor (Hi Ms. Tolbert!) is really nice and likes
kids.
Last year I served as the AS B Vice President at Post Middle S chool. This was an experience that
helped m e develop my leadership skills and my public speaking skills. I would like to continue to
serve my schools in the future.

In leadership I spent at least 5 hours a week, outside of school com ing up with ideas about how to
improve the middle school experience for post. I managed the boys junior varsity basketball team
every morning 6am to 7:30am and going to every game to provide support. I played basketball and
ran track and field for two years. Was varsity my second year and placed every year in track finals.
Practice everyday from 2:40 - 4:30. I received an Am erican citizenship award and a superior rating
from the MPMEA band festival this year. I volunteered for 12 hours at the Marysville post office for
the letter carriers food drive. Counted food loaded boxes and loaded the truck for the food to go to
the food bank. I assist booster clubs with selling concessions at football games every Friday in
season for about 4 hours for the last three years. I help out the Quilceda Battalion NJROTC drill
teams as an assistant team m anager. Competition every few S aturdays from Decem ber to March.
I have my black belt in Taekwondo. That took 5 years with moving to Washington in the middle. It
takes the average person 3 years but I am anything but average. I love to go fishing, camping, run
5k races, and play my flute. I do this all with the support from the fam ily.
To learn about how our city runs. I want to improve the comm unity vibes. I want to learn with other
people who are passionate about improvem ent. I want to consider adding more fitness fun into the
summ er to focus on health and wellness of our comm unity and doing so together.
I like how you will get a greeting from anyone you m eet.
The old rustic vibe makes the city feel like a home
There are fun community events
The way people come together in time of need.
I come from a military family focused on com munity service. With a mo mas a teacher in Marysville
and a retired Navy chief and a dad as a reserves Navy Master Chief and a Arlington police officer
dedicated to service it is my turn to take on responsibility.

The City of Arlington and 11 other agencies partner to provide regular in‐service training sessions
on various law enforcement topics throughout the year to all police officers. The City of Everett is
the host agency for the training. The annual training, referred to as Police Skills Refresher, is aligned
with state requirements for annual training for all officers.
The proposed amendment to the agreement will allow the Stillaguamish Tribal Police Department to
be added as a party to the agreement.
HISTORY:
The City of Arlington has participated in the Snohomish County Regional Training Group for over 15
years. The most recent Interlocal Agreement was approved in October 2015.

Council is being asked to approve an amendment to the existing WSDOT Right‐of‐Way
(ROW) procedures and policies in order to list City Attorney Steve Peiffle as authorized staff
for procurement.
HISTORY:
The City often has need for procuring additional ROW as a part of capital projects. When a
portion of city projects are funded in part by a WSDOT Federal grant, there are specific ROW
acquisition and procurement procedures and policies the City must adopt and follow. The
City adopted the required WSDOT policies in 2016, however an amendment is needed to
add City Attorney Steve Peiffle as City Staff under the Acquisition function.
WSDOT has reviewed and approved the acquisition and procurement procedures and
policies, pending final review by said City Attorney.

RIGHT OF WAY PROCEDURES
AGENCY: CITY OF ARLINGTON
The City of Arlington (“AGENCY”), desiring to acquire Real Property in accordance with the
state Uniform Relocation Assistance and Real Property Acquisition Act (Chapter 8.26 RCW)
and state regulations (Chapter 468-100 WAC) and applicable federal regulations hereby adopts
the following procedures to implement the above statutes and Washington Administrative Code.
The City of Arlington Public Works Department (“Department”) of the AGENCY is responsible
for the real property acquisition and relocation activities on projects administered by the
AGENCY. To fulfill the above requirements, the Public Works (“Department”) will acquire right
of way in accordance with the policies set forth in the WSDOT Right of Way Manual and Local
Agency Guidelines. The AGENCY has the following expertise and personnel capabilities to
accomplish these functions:
1. Include the following as they relate to the AGENCY’s request.
a. List the functions below for which the agency has qualified staff and the
responsible position. Attach a list of the individuals on the AGENCY staff who
currently fill those positions and a brief summary of their qualifications. This list
will need to be updated whenever staffing changes occur. An AGENCY will be
approved to acquire based upon staff qualifications.

above functions will need to work closely with the WSDOT Local Agency
Coordinator and Highways and Local Programs to ensure all requirements are
met. When the AGENCY proposes to have a staff person negotiate who is not

experienced in negotiation for FHWA funded projects the Coordinator must be
given a reasonable opportunity to review all offers and supporting data before
they are presented to the property owners.
c. An AGENCY wishing to take advantage of an Appraisal Waiver process on
properties valued up to $25,000 or less should make their proposed waiver
process a part of these procedures. The process outlined in LAG manual
Appendix 25.176 has already been approved. The AGENCY may submit a
process different than that shown and it will be reviewed and approved if it
provides sufficient information to determine value.
d. Attach a copy of the Agency’s administrative settlement policy showing the
approving authority(s) and the process involved in making administrative
settlements.
2. All projects shall be available for review by the FHWA and the state at any time and
all project documents shall be retained and available for inspection during the plan
development, right of way and construction stages and for a three year period
following acceptance of the projects by WSDOT.
3. Approval of the AGENCY’s procedures by WSDOT may be rescinded at any time
the Agency is found to no longer have qualified staff or is found to be in non-
compliance with the regulations. The rescission may be applied to all or part of the
functions approved.

Additional replacement pump for the 2017 WTP High Service Pump Replacement Project
HISTORY:
The City of Arlington owns and operates a 2.5 MGD Water Treatment Plant (WTP). The WTP has three Peerless
Vertical Turbine high service pumps each driven by a 100Hp vertical hollow‐shaft motor. These pumps are
critical to the WTP operation as they are the primary pumps pumping potable water into the distribution system;
these pumps are also close to being 20 years old. In 2016 the City began a program to replace these pumps; in
2016 high service pump #1 was replaced and this year (2017) we publicly bid to replace high service pump #3.
Staff is requesting authorization to replace pump #2 this year (2017) instead of in 2018 using the bid we received.
The vendor has agreed to honor the bid price for a second pump.
The 2017 WTP High Service Pump Replacement Project was publically advertised for bid using the MRSC Small
Works Roster. Pump Tech, Inc. was the sole bid received with a bid of $ 54,031.78. Purchasing an additional
pump via a change order is allowed per city purchasing policy, council approval is needed because of the dollar
amount. Funds are available in the 2017 water capital budget without an amendment.

A. PROJECT UNDERSTANDING
The City of Arlington (City) requests additional services of Reid Middleton, Inc.
(Consultant) to conduct additional alternative analysis, perform a constructability review
of the revised alignment for Arlington Valley Road, and provide additional schematic
development for the revised alignment. Additional work is also included for hydraulic
analysis and design for flow control along the alignment.
The City shall provide support services to the Consultant as described in the following
text. The Consultant will cooperate and coordinate with City staff to facilitate the
additional work.
B. SCOPE OF SERVICES
1. Project Management
Additional Project management tasks including additional coordination, schedule
updates, invoicing, administration, and project file management will be performed
as a result of schedule delay beyond the control of the Consultant. It is assumed
that the project duration will be extended an additional nine (9) months.
2. Alternative Analysis
Additional alternative analysis will include alignment modifications for the
Arlington Valley Road extension with up to three (3) iterations of review and
revision. Additional iterations beyond three (3) will be considered extra work.
3. Constructability Review
Additional constructability review will include a preliminary assessment of
vertical profile, drainage and slope stability considerations based on available
geotechnical investigations performed to date with up to two (2) iterations of
review and revision. Additional iterations beyond two (2) will be considered
extra work.

4. Schematic Development (30 Percent)
Additional schematic development tasks include the following:
a. Plan/Profile
This task includes modifying the 30% plan and profile to incorporate the
revised alignment.

This task includes modifying the 30% cost estimate to incorporate the
revised alignment.
5. Hydraulic Analysis
Additional hydraulic analysis tasks include the following:
a. Hydraulic analysis for flow control
The Consultant will consider up to two concepts (linear trench and
localized basin) for flow control and prepare preliminary runoff modeling
for the preferred concept. Treatment alternatives will include
consideration of a bioretention facility versus an infiltration treatment
facility. This work will not include stormwater analysis or hydraulic
modeling for off-site drainage. The City shall be responsible for grading
associated with off-site drainage control outside of the roadway prism.
b. Site Visit
The Consultant will make an additional site visit to meet with the City and
obtain concurrence on how to deal with flow control and off-site drainage.
c. Drainage Memorandum
The Consultant will incorporate a summary of the hydraulic analysis for
flow control in the Drainage Memorandum.
d. Drainage Design
The Consultant will prepare the preliminary storm drainage design to
include layout of flow control facilities.

DESCRIPTION:
Proposed adoption of the Transportation 2035 Comprehensive Plan, 2016 Update Amendment
per recommendation by the City of Arlington Planning Commission.
HISTORY:
As required by the Growth Management Act (RCW 36.70A.040), the City of Arlington has
prepared and adopted the Transportation 2035 Comprehensive Plan, 2016 Update in 2016.
Following recent modifications to the City’s GMA Comprehensive Plan, staff amended the
Transportation Comprehensive plan to stay consistent with the City’s General Comprehensive
Plan.
Public Works has been coordinating with Community and Economic Development on the Plan
update and necessary amendments. The Plan was presented to and received approval from the
Arlington Planning Commission, and received concurrence from Puget Sound Regional Council.
ALTERNATIVES
Remand to staff for more information.
RECOMMENDED MOTION:
I move to accept the recommendation of the Planning Commission, approve the ordinance
adopting the Transportation 2035 Comprehensive Plan, 2017 Update, and authorize the Mayor
to sign the ordinance.
ORDINANCE NO. 2017-XXX 1
ORDINANCE NO. 2017--XXX
AN ORDINANCE OF THE CITY OF ARLINGTON, WASHINGTON, MAKING CERTAIN
FINDINGS AND ADOPTING BY REFERENCE AMENDMENTS TO THE
COMPREHENSIVE TRANSPORTATION PLAN FOR THE CITY OF ARLINGTON
WHEREAS the City of Arlington maintains a transportation system consisting of
roadway, trails and multimodal transportation facilities in the City of Arlington; and
WHEREAS, the City of Arlington is required to periodically take legislative action to
review and, if needed, revise its comprehensive transportation plan, including capital
improvement plans, service levels, and operational and maintenance plans to ensure compliance
with city policies, state and federal regulations, to identify any deficiencies which present threats
to public health and safety, and to develop and identify funding sources and requirements; and
WHEREAS, the City of Arlington’s comprehensive transportation plan was last amended
in 2016; and
WHEREAS, on August 1, 2017, the City Planning Commission first considered the
amendments to the comprehensive transportation plan for the City of Arlington; and
WHEREAS, based on its review of the requirements of WAC Chapter 173-240 and other
requirements of state law, the Planning Commission conducted a public hearing and took public
testimony on August 15, 2017; and
WHEREAS, the City Council considered the recommendation of the Planning
Commission at its workshop on October 9, 2017 and thereafter took the matter under
consideration at its October 16, 2017 public meeting; and
WHEREAS, based on its review of the requirements of state law, the analysis and
proposed revisions prepared by the Planning Commission and staff, and the public comments
received, the City Council finds and declares that the review and needed revisions have been
prepared in conformance with applicable law, including Chapter 36.70A RCW, Washington
Administrative Code Chapter 173-240, RCW Chapter 43.21C RCW, and the approved public
participation and adoption process; and
WHEREAS, based on its review of the requirements of state law, the analysis and
proposed revisions prepared by the Planning Commission and staff, the recommended findings
on review and proposed revisions forwarded by the Planning Commission, and the public
comments received, the City Council hereby finds and declares that Arlington's comprehensive
transportation plan as revised by this ordinance complies with the requirements of state law;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARLINGTON,
WASHINGTON, DOES MAKE THE FOLLOWING FINDINGS:
1. Findings. The Arlington City Council finds that:
a. The City has established and followed a public participation program in
accordance with RCW 36.70A.130(2)(a), which program was formally adopted and followed by
the City via City of Arlington Resolution #2014-022.
b. The City Council believes that the SEPA Determination of Non-Significance
issued by the City’s Responsible Official for the comprehensive transportation plan update
adequately evaluated all known significant environmental issues associated with the adoption of
the updates to the comprehensive plan.
c. The comprehensive transportation plan identifies operational and capital
improvement projects and has been updated to address changes established in the Arlington
General Comprehensive Plan, amended on September 18, 2017.
d. Notice of all amendments to the comprehensive transportation plan adopted to
fulfill the state law was sent to the Washington State Department of Ecology.
e. The City Council finds that the review and needed revisions to the Transportation
Comprehensive Plan have been prepared in conformance with applicable law, including Chapter
36.70A RCW, Chapter 43.21C RCW, WAC Chapter 173-240, and the approved public
participation and adoption process and, taken collectively, are in the best interests of all its
citizens.
NOW, THEREFORE, the City Council of the City of Arlington does hereby ordain as follows:
Section 1. Adoption of Sewer Comprehensive Plan. The City Council approves that
Transportation 2035 Plan, 2017 Update (July 13, 2017) prepared by the City of Arlington Public
Works Department with assistance from Perteet, Inc and Shockey Planning Group as amended, a
true copy of which is attached to the original of this ordinance as Exhibit “A” hereto.
Section 2. Severability. If any provision, section, or part of this ordinance shall be
adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provision or part thereof not adjudged invalid or
unconstitutional.
Section 3. Effective Date. This ordinance or a summary thereof consisting of the
title shall be published in the official newspaper of the City, and shall take effect and be in full
force five (5) days after publication.

DESCRIPTION:
Dedication of 74th Avenue access road to the City of Arlington as stipulated the recently approved
Right of Way agreement with Vern Rengen.
HISTORY:
A section of 74th Ave was created by a Boundary Line Adjustment in 1996, this road was identified as
a private access and utility easement that was to be dedicated in the future to the City of Arlington.
Vern Rengen, identified as the property owner, is dedicating this road section to the City of Arlington
so that it can be incorporated into the Arlington Valley Road project.
ALTERNATIVES:
Remand to staff for further evaluation
Do not accept the dedication
RECOMMENDED MOTION:
I move that the City of Arlington accept the 74th Ave dedication as a City roadway, pending final
