Proclamation
2017 Fire Prevention Week
WHEREAS, the city of Arlington, WA is committed to ensuring the safety and
security of all those living in and visiting Arlington; and
WHEREAS, the Arlington fire department responded to 590 fire related responses in
2016; and
WHEREAS, U.S. home fires resulted in 2,294 civilian deaths in 2016,
WHEREAS, newer homes are built with lightweight materials that burn faster than
older home constructions; and
WHEREAS, many of today’s products and furnishings produce toxic gases and
smoke when burned, making it impossible to see and breathe within moments; and
WHEREAS, these conditions contribute to a much smaller window of time for people
to escape a home fire safely, with people having as little as one to two minutes to escape
from the time the smoke alarm sounds; and
WHEREAS, a home fire escape plan provides the skill set and know-how to quickly
and safely escape a home fire situation; and
WHEREAS, a home fire escape plan includes two exits from every room in the home;
a path to the outside from each exit; smoke alarms in all required locations; and a meeting
place outside where everyone in the home will meet upon exiting; and
WHEREAS, home fire escape plans should be developed by all members of the
household; and
WHEREAS, practicing a home fire escape plan twice a year ensures that everyone in
the household knows what to do in a real fire situation;
WHEREAS, Arlington’s first responders are dedicated to reducing the occurrence of
home fires and home fire injuries through prevention and protection education; and
WHEREAS, Arlington’s residents are responsive to public education measures and
are able to take personal steps to increase their safety from fire, especially in their homes;
and
WHEREAS, the 2017 Fire Prevention Week theme, “Every Second Counts: Plan 2
Ways Out!” effectively serves to educate the public about the vital importance of
developing a home fire escape plan with all members of the household and practicing it
twice a year.
NOW THEREFORE, I, Barbara Tolbert, Mayor of Arlington do hereby proclaim October 8-
14, 2017, as
FIRE PREVENTION WEEK
throughout this community. I urge all the people of Arlington to find develop a home fire
escape plan with all members of the household and practice it twice a year, and to
participate in the many public safety activities and efforts of Arlington’s fire and emergency
services during Fire Prevention Week 2017.

NEW BUSINESS
Approval of 2017‐2018 Budget Modification Calendar
City Administrator Paul Ellis reviewed the budget calendar to update the 2017‐2018 biennial
budget. State law requires the City go through a public process to modify the biennial budget.
An ordinance is required to modify the budget. In addition to modifying the 2017‐2108
budget, the City will also need to certify the 2018 property tax and EMS levies and adopt a
2018 Transportation Benefit District budget. The proposed calendar addresses all of these
items. Mayor Pro Tem Debora Nelson moved and Councilmember Chris Raezer seconded the
motion to approve the 2017‐2018 budget modification calendar as presented. The motion
passed unanimously.
Professional Services Agreement
City Administrator Paul Ellis reviewed the proposed professional services agreement with
former Deputy Fire Chief Tom Cooper to work as a non‐uniformed consultant to the Fire
Department. The agreement is for 16 – 24 hours per week, not to exceed $120,000, and will
expire December 31, 2018. Mayor Pro Tem Debora Nelson moved and Councilmember Jesica
Stickles seconded the motion to approve the professional services agreement with Tom
Cooper and authorize the Mayor to sign it. The motion passed unanimously.

MAYOR’S REPORT
Mayor Tolbert noted that a copy of the Social Services Executive Summary and Report has
been distributed to each council member in anticipation of the Council’s further discussion
at the September 25, 2017 Workshop.

City Attorney announced that there would be no need for an Executive Session.

2017 Amendment to the Comprehensive Water System Plan
Public Works Director Jim Kelly reviewed the 2017 amendment to the Comprehensive Water
System Plan. Discussion followed. Council requested the ordinance adopting the 2017
amendment to the Comprehensive Water System Plan be placed on the Consent Agenda at
the October 2, 2017 meeting.
2017 Amendment to the Comprehensive Wastewater Plan

Wastewater System Plan. Discussion followed. Council requested the ordinance adopting the

Acquisition of Asset Management Software
Public Works Director Jim Kelly discussed the acquisition of new asset management
software from Novotx, LLC to replace the existing system that is no longer capable of
handling the City’s asset management and data processing needs. Discussion followed.

Street closures for special events
Community Project Manager Sarah Lopez reviewed the requested street closures for
upcoming special events, including Hometown Holiday Evening Opener and Hot Cocoa
5k/10k Run. Discussion followed. Council requested the street closures for upcoming special
events be placed on the Consent Agenda at the October 2, 2017 meeting.
Authority to apply for tourism grant
Community Project Manager Sarah Lopez requested authority to apply for City of Arlington
2017 tourism grants for Art Walk signs, the Eagle Festival, Summer Entertainment series,
downtown kiosk for event information, and Legion Park stage. Total being applied for is
$25,590. Discussion followed. Council requested the authority to apply for tourism grants be
placed on the Consent Agenda at the October 2, 2017 meeting.
Resolution to surplus airport property
Airport Director Dave Ryan presented the proposed resolution to authorize the airport to
surplus Hangar 57B and the building located at 19319 63rd Ave NE. The Airport Commission
agrees with the request to surplus the two buildings. It was noted that this is the first step in
a long process to surplus and sell the buildings. Discussion followed. Council requested the
proposed resolution be placed on New Business at the October 2, 2017 meeting.
Social Services study results
Administrative Services Director Heather Logan provided the Council with an overview of
the Social Services Study, as prepared by consultant Julie Frauenholtz. The study was
completed with the goal of a list of aid‐ready resources in and around Arlington, to identify
gaps, and to suggest next steps in addressing the challenges of addiction, mental illness, and
homelessness. Discussion followed.
Approve LTAC Appointment
Finance Director Kristin Garcia reviewed the request to appoint Jennifer Egger to serve on
the City’s Lodging Tax Advisory Committee, filling the position vacated by Jennifer Holocker.
Discussion followed. Council requested this item to be placed on New Business at the October
2, 2017 meeting.
August Financial Report
Finance Director Kristin Garcia reviewed the August Financial report and answered Council
questions.

Mayor Tolbert gave a brief report on her recent activities.
Public Comment
Sarah Arney noted the upcoming Art Auction and public arts investments jointly with the
Arlington Arts Council and the City. She also announced that Public Works Director Jim Kelly
will be awarded the 2017 Art Advocate of the Year.
Ray Liaw, attorney with Van Ness Feldman representing KVA Electric, discussed the
resolution to surplus airport property discussed earlier this evening and expressed concerns
regarding the draft Request for Proposals (RFP) proposed and requested a more objective
selection process. She previously submitted comments to the Council regarding the RFP
process.

Proposed adoption of the 2017 Amendments to the 2015 Water System Comprehensive Plan per
recommendation by the City of Arlington Planning Commission.
HISTORY:
As required by Washington State Department of Health (DOH) and Washington Administrative Code
(WAC) 246‐290‐100, the City of Arlington is required to update its Water Comp Plan (Plan) every 10
years or when as necessary to support changes to the City’s GMA Comprehensive Plan.
Following recent modifications to the City’s GMA Comprehensive Plan, staff amended the Water
System Comprehensive plan to stay consistent with the General Comprehensive Plan. The 2017
Amendments to the 2015 Water Comprehensive detail how the Water Utility will safely, efficiently,
and financially operate, maintain and expand the water system to meet community needs as detailed
in the City’s 2017 GMA Comprehensive Plan. The Plan received approval from the Washington State
Department of Health. A public hearing was held in front of the Arlington Planning Commission on
July 18, 2017 where the plan received approval and recommendation for City Council adoption.
ALTERNATIVES:
Remand to staff for more information.

I move to accept the recommendation of the Planning Commission and adopt the Amendment to the 2015

AN ORDINANCE OF THE CITY OF ARLINGTON, WASHINGTON, MAKING CERTAIN
FINDINGS AND ADOPTING BY REFERENCE AMENDMENTS TO THE
COMPREHENSIVE WATER SYSTEM PLAN FOR THE CITY OF ARLINGTON
WHEREAS the City of Arlington operates a water system governed in part by
Washington Administrative Code (WAC) Chapter 246-290; and
WHEREAS, the City of Arlington is required to periodically take legislative action to
review and, if needed, revise its comprehensive water system plan, including capital
improvement plans, service levels, and operational and maintenance plans to ensure compliance
with city policies, state and federal regulations, to identify any deficiencies which present threats
to public health and safety, and to develop and identify funding sources and requirements; and
WHEREAS, the City of Arlington’s comprehensive water system plan was amended in
2004 and again in 2011; and
WHEREAS, the City of Arlington contracted with RH2 and FCS Group to conduct a
thorough review of the City’s water comprehensive plan and prepare with the assistance of city
staff analyses of that portion of the water comprehensive plan currently in effect in the City of
Arlington for consistency with the requirements of state law; and
WHEREAS, the City Council adopted of Ordinance No. 2015-014 on July 6, 2015,
noting that portions of the comprehensive water system plan were still in process though the plan
was substantially complete; and
WHEREAS, based on its review of the requirements of WAC Chapter 246-290 and other
requirements of state law, the Planning Commission conducted a public hearing and took public
testimony on December 21, 2015; and
WHEREAS, the City Council considered the recommendation of the Planning
Commission at its workshop on January 11, 2016 and thereafter took the matter under
consideration at its January 19, 2016 public meeting; and
WHEREAS, based on its review of the requirements of state law, the analysis and
proposed revisions prepared by the Planning Commission and staff, and the public comments
received, the City Council finds and declares that the review and needed revisions have been
prepared in conformance with applicable law, including Chapter 36.70A RCW, Washington
Administrative Code Chapter 246-290, RCW Chapter 43.21C RCW, and the approved public
participation and adoption process; and
WHEREAS, based on its review of the requirements of state law, the analysis and

proposed revisions prepared by the Planning Commission and staff, the recommended findings
on review and proposed revisions forwarded by the Planning Commission, and the public
comments received, the City Council hereby finds and declares that Arlington's comprehensive
water system plan as revised by this ordinance complies with the requirements of state law;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARLINGTON,
WASHINGTON, DOES MAKE THE FOLLOWING FINDINGS:
1. Findings. The Arlington City Council finds that:
a. The City has established and followed a public participation program in
accordance with RCW 36.70A.130(2)(a), which program was formally adopted and followed by
the City via City of Arlington Resolution #2014-022.
b. The City Council believes that the SEPA Determination of Non-Significance
(DNS) issued by the City’s Responsible Official for the Water System Plan update adequately
evaluated all known environmental issues associated with the adoption of the updates to the
comprehensive plan.
c. The comprehensive water system plan identifies operational and capital
improvement projects to meet growth projections established in the Arlington General
Comprehensive Plan, adopted July 6, 2015.
d. Notice of all amendments to the comprehensive plan adopted to fulfill the state
law was sent to the Washington State Department of Health and the Snohomish County Planning
Department.
e. The City Council finds that the review and needed revisions to the Water
Comprehensive Plan have been prepared in conformance with applicable law, including Chapter
36.70A RCW, Chapter 43.21C RCW, WAC Chapter 246-290, and the approved public
participation and adoption process and, taken collectively, are in the best interests of all its
citizens.
NOW, THEREFORE, the City Council of the City of Arlington does hereby ordain as follows:
Section 1. Adoption of Water Comprehensive Plan. The City Council approves that
certain Comprehensive Water System Plan prepared by the City of Arlington staff with
assistance from RH2 Engineers and the FCS Group dated January 2016, as amended, a true copy
of which is attached to the original of this ordinance as Exhibit “A” hereto.
Section 2. Adoption of Water Use Efficiency Goals. The City Council approves the
Water Use Efficiency Goals prepared for adoption and attached hereto as Exhibit “B” hereto.
Section 3. Severability. If any provision, section, or part of this ordinance shall be
adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provision or part thereof not adjudged inv alid or
unconstitutional.

Section 4. Effective Date. This ordinance or a summary thereof consisting of the
title shall be published in the official newspaper of the City, and shall take effect and be in full
force five (5) days after publication.

(Plan) every 10 years or when as necessary to support changes to the City’s GMA Comprehensive Plan.

prepared in conformance with applicable law, including Chapter 36.70A RCW, Washington
Administrative Code Chapter 173-240, RCW Chapter 43.21C RCW, and the approved public
participation and adoption process; and
WHEREAS, based on its review of the requirements of state law, the analysis and

proposed revisions prepared by the Planning Commission and staff, the recommended findings
on review and proposed revisions forwarded by the Planning Commission, and the public
comments received, the City Council hereby finds and declares that Arlington's comprehensive
wastewater plan as revised by this ordinance complies with the requirements of state law;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARLINGTON,
WASHINGTON, DOES MAKE THE FOLLOWING FINDINGS:
1. Findings. The Arlington City Council finds that:
a. The City has established and followed a public participation program in
accordance with RCW 36.70A.130(2)(a), which program was formally adopted and followed by
the City via City of Arlington Resolution #2014-022.
b. The City Council believes that the SEPA Determination of Non-Significance
issued by the City’s Responsible Official for the comprehensive wastewater plan update
adequately evaluated all known significant environmental issues associated with the adoption of
the updates to the comprehensive plan.
c. The comprehensive wastewater plan identifies operational and capital
improvement projects to meet growth projections established in the Arlington General
Comprehensive Plan, adopted July 6, 2015.
d. Notice of all amendments to the comprehensive wastewater plan adopted to fulfill
the state law was sent to the Washington State Department of Ecology.
e. The City Council finds that the review and needed revisions to the Sewer
Comprehensive Plan have been prepared in conformance with applicable law, including Chapter
36.70A RCW, Chapter 43.21C RCW, WAC Chapter 173-240, and the approved public
participation and adoption process and, taken collectively, are in the best interests of all its
citizens.
NOW, THEREFORE, the City Council of the City of Arlington does hereby ordain as follows:
Section 1. Adoption of Sewer Comprehensive Plan. The City Council approves that
certain Comprehensive Wastewater Plan prepared by the City of Arlington staff with assistance
from RH2 Engineers and the FCS Group dated October, 2015, as amended, a true copy of which
is attached to the original of this ordinance as Exhibit “A” hereto.
Section 2. Severability. If any provision, section, or part of this ordinance shall be
adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provision or part thereof not adjudged invalid or
unconstitutional.
Section 3. Effective Date. This ordinance or a summary thereof consisting of the
title shall be published in the official newspaper of the City, and shall take effect and be in full
force five (5) days after publication.

DESCRIPTION:
November 25, 2017: Hometown Holiday Open House, sponsored by Chamber of Commerce and
DABA. Asking for Olympic Avenue street closure from Second Street to Fifth Street from 4:00pm
until 8:00pm. A night of shopping, fire pits, entertainment, and community holiday spirit.
December 9, 2017: Hot Cocoa 5k/10k Run, Sponsored by Arlington Runners Club. Run starts at
9:00am. Asking for Olympic Avenue Street Closure from Legion Park to Fifth Street, East on Fifth
Street to MacLeod. MacLeod on will use sidewalks to Haller Park.
HISTORY:
City Council approval is required for new event street closures. These event requests are going
through the special event process with staff. These are both new events. It was determined that
annual events with previous street closure approval do not need to be brought to Council.
ALTERNATIVES
Do not authorize one or both street closures.
RECOMMENDED MOTION:
I move to approve the street closures for the Hometown Holiday Open House on November 25 and
the Hot Cocoa Run on December 9.
