Police Chief Jonathan Ventura introduced new Police Officer Christopher Perisho to Council.  City  Attorney Steve Peiffle administered the oath and Officer Perisho’s wife performed the badge  pinning.  INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS  Heather Logan introduced Mr. Will Nelson, recipient of the Mayor’s Volunteer Award. Mr. Nelson approve the Consent Agenda which was unanimously carried to approve the following Consent  Agenda items:  1.Minutes of the February 13, February 21, and February 27, 2017 Council meetings 2.Accounts Payable Claims Checks #89941 through #90048 in the amount of $551,384.86 3.Red Cross Grant acceptance for Ride to Remember Oso Memorial Bike Ride 7.Authorizing inter‐fund loan from the Growth Fund to the EMS fund PUBLIC HEARING  None  NEW BUSINESS  Reappointment and appointments to Citizens Salary Review Commission  Administrative Services Director Heather Logan reviewed the selection process for the Citizens  Salary Review Commission. She then requested the reappointment of Sherri McCarthy and  appointments of Steve Maisch, Christopher St. John, and Austin DeFreece to the Commission.  Councilmember Stickles moved and Councilmember Hopson seconded the motion to consent  to the reappointment of Sherri McCarthy and the appointment of Steve Maisch, Christopher St.  John, and Austin DeFreece to the Citizens Salary Review Commission. The motion passed  unanimously.  Current Commission member Chad Clay and the newly appointed and reappointed members of  the Commission in attendance were recognized and thanked for their service.   Approval of Collective Bargaining Agreement between the City of Arlington and Arlington  Police Officers’ Association for 2017‐2018.  Administrative Services Director Heather Logan reviewed the Collective Bargaining Agreement  between the City of Arlington and the Arlington Police Officers’ Association for 2017‐2018.  APOA has ratified the Collective Bargaining Agreement. Councilmember Stickles moved and  Councilmember Oertle seconded the motion to approve the Collective Bargaining Agreement  and authorize the mayor to sign it, pending final approval by the City Attorney. The motion  passed unanimously.  Professional Services Agreement with Tupper Mack Wells PLLC  Public Works Director Jim Kelly discussed the proposal to enter into a Professional Services  Agreement with Tupper Mack Wells to provide water rights legal advice for potential expansion  of the City’s water rights and development of a long term water supply strategy. Mayor Pro  Tem Nelson moved and Councilmember Stickles seconded the motion to approve the  Minutes of the City of Arlington City Council Meeting       March 6, 2017  Page 3 of 3  professional services agreement with Tupper Mack Wells PLLC and authorize the mayor to sign  it, pending final review by the City Attorney. The motion passed unanimously.  Professional Services Agreement with Perteet for 2017 Transportation Project Services.  Public Works Director Jim Kelly discussed the Professional Services Agreement with Perteet  Engineering to update the City’s Transportation Comprehensive Plan, to complete a turning  movement analysis at a proposed intersection at 40th Ave NE and 172nd St NE, and to prepare a  multimodal plan for the City. Mayor Pro Tem Nelson moved and Councilmember Hopson  seconded the motion to approve the professional services agreement with Perteet Engineering  and authorize the mayor to sign it, pending final review by the City Attorney. The motion  passed unanimously.  ADMINISTRATOR & STAFF REPORTS  City Administrator Paul Ellis reminded the Council of the upcoming City Council retreat on April  8 and 9, 2017.  COUNCIL MEMBER REPORTS   Councilmembers Weiss, Nelson, Schuette, and Nelson gave brief reports, while Councilmembers  Oertle and Stickles had nothing to report at this time.   MAYOR’S REPORT  Mayor Tolbert announced the topic for the Snohomish County Cities (SCC) dinner for March  would be on regional centers. She reminded the Council the SCC dinners will be held every other  month in 2017.  Mayor Tolbert directed Council to the AWC Legislative Update that was released today. AWC is  concerned that the Legislature will make drastic cuts to city shared revenues.  EXECUTIVE SESSION  City Attorney announced that there would be no need for an Executive Session.  ADJOURNMENT Mayor Tolbert introduced Snohomish County Councilman Nate Nehring who spoke briefly to  Council.    Mayor Tolbert welcomed the Arlington Youth Council.   Each youth member introduced  themselves and spoke about their projects.  Will Nelson spoke to the partnerships and power of  the youth council.  Council comments followed.    WORKSHOP ITEMS – NO ACTION WAS TAKEN     Resolution Declaring Tri‐B buildings Surplus   Airport Director Dave Ryan discussed the request to “surplus” two of the three remaining “Tri‐ B” buildings located at the Airport Industrial Park and place them up for sale.   Discussion  followed.    Award of Apparent Low Bid – Utility Iron Adjustment   Public Works Director Jim Kelly discussed the request to award the apparent low bid for the  2017 Utility Iron Adjustment Project.   Five bids were received on March 7, 2017 and Jag  Corporation is the apparent low bidder with a bid of $ 36,084.83.   Brief discussion followed.   This item was authorized for next week’s Consent Agenda.    Minutes of the Arlington Jim Kelly discussed the request to award the apparent low bid for the SR‐9 Water Utility  Crossing Project.  Six bids were received on March 7, 2017 and Shoreline Construction is the  apparent low bidder with a bid of $184,597.20.   Brief discussion followed.   This item was  authorized for next week’s Consent Agenda.    Award of Apparent Low Bid – High Service Pump   Jim Kelly discussed the request to award the apparent low bid for the 2017 WTP High Service  Pump Replacement Project.   Pump Tech, Inc. was the sole bid received with a bid of  $54,031.78.   Brief discussion followed.   This item was authorized for next week’s Consent  Agenda.    Professional Services Agreement with RH2 Contracts for updates to Water and Sewer  Comprehensive Plans  Jim Kelly discussed the proposed professional services agreement with RH2 Engineering, Inc. to  update the Water and Sewer Comprehensive Plans and complete a study for the Island Crossing  Utilities Local Improvement District (ULID) Development.    Dedication of Right of Way from Snohomish County PUD for a portion of 87th Avenue   Interim Community & Economic Development Director Marc Hayes spoke to the proposed  conveyance of a strip of land on 87th Ave. NE as described in Exhibit B for the purpose of  roadway improvements related to new development.  This item was authorized for next week’s  Consent Agenda.    Acceptance of the Plat of Gregory Park   Marc Hayes spoke to the request for final plat approval of the 84‐lot Major Plat known as  “Gregory Park.”  Brief discussion followed.  This item was authorized for next week’s Consent  Agenda.    2017 Comprehensive Plan Docket   Marc Hayes presented, by PowerPoint, the proposed docket to review all potential  amendments to the City’s Comprehensive Plan for the current year.  Discussion followed.    Miscellaneous Council Items  City Administrator Paul Ellis commented on the recent press release from the February 14,  2017 officer involved shooting and noted that the officers will be returning to duty this week.      Councilmember Schuette noted that Tuesday evening Conversation with Cops will occur at the  Airport prior to the Airport Commission meeting.    Marc Hayes noted that the restrooms have been installed at Haller Park although they are not  yet open to the public.        Minutes of the City of Arlington City Council Workshop          March 13, 2017  Page  3 of 3      Public Comment  Arlington Citizen Everett Lewis spoke to the lack of lighting at 188th St and Airport Blvd.  Public  Works Director noted that a streetlight was installed approximately two weeks ago.  Mr. Lewis  then spoke to traffic issues on Highway 530 at 211th and also at the Biringer Farm Road.  Brief ORIGIN Public Works – Jim Kelly EXPENDITURES REQUESTED: $ 36,084.83 (Apparent Low Bid) BUDGET CATEGORY: Water/Sewer/Storm Capital Funds LEGAL REVIEW: DESCRIPTION: Review and acceptance of 2017 Utility Iron Adjustment project apparent low bid. HISTORY: The City of Arlington owns and operates a water distribution system, a sanitary sewer collection system, and a stormwater sewer system. Over the years infrastructure components that are in road surfaces, such as inlet grates, manhole ring & covers and valve boxes, suffer damage from breakage, wear and road settlement. The infrastructure components in the road surface are collectively referred to a utility iron; repairing and adjusting this utility is an annual maintenance project. The 2017 Utility Iron Adjustment Project was publically advertised for bid using the MRSC Small Works Roster. Five bids were received on March 7, 2017 and Jag Corporation is the apparent low bidder with a bid of $ 36,084.83. ALTERNATIVES - Reject all bids, re‐advertise the project - Remand to staff for further evaluation RECOMMENDED MOTION: I move to award the 2017 Utility Iron Adjustment Project to Jag Corporation and authorize the Mayor to sign the Construction Contract, pending final review by the City Attorney. City of Arlington Council Agenda Bill Item: CA #4 Attachment C COUNCIL MEETING DATE: March 20, 2017 SUBJECT: Apparent low bid for the SR‐9 Water Utility Crossing Project ATTACHMENTS: - Bid Tab from bid opening DEPARTMENT OF ORIGIN Public Works – Jim Kelly EXPENDITURES REQUESTED: $ 184,597.20 (Apparent Low Bid) BUDGET CATEGORY: Water Capital Funds LEGAL REVIEW: DESCRIPTION: The 2017 SR‐9 Water Utility Crossing Project was recently advertised for construction and bids were opened on Tuesday March, 7th. 6 bid packages were received and the apparent low bid is from Shoreline Construction. HISTORY: The City of Arlington Water Utility has two water mains that cross State Route 9 (SR‐9) near the SR‐ 9/SR530 intersection, both of these water mains are old, undersized, and in need of replacing. This budgeted project proposes to replace the two water mains with 8‐inch DI Class 52 water mains, the method of construction shall be horizontal boring within the SR‐9 right of way and open trench construction outside of the SR‐9 right of way. A fire hydrant assembly will be installed on the west end of the water mains at the location where the new mains connect to the existing water system. The SR‐9 Water Utility Crossing Project was publically advertised for bid using the MRSC Small Works Roster. Six bids were received on March 7, 2017 and Shoreline Construction is the apparent low bidder with a bid of $184,597.20. City of Arlington Council Agenda Bill Item: CA #5 Attachment D COUNCIL MEETING DATE: March 20, 2017 SUBJECT: Apparent low bid for the 2017 WTP High Service Pump Replacement Project ATTACHMENTS: - Bid Tab from bid opening DEPARTMENT OF ORIGIN Public Works – Jim Kelly EXPENDITURES REQUESTED: $ 54,031.78 (Apparent Low Bid) BUDGET CATEGORY: Water Capital Funds LEGAL REVIEW: DESCRIPTION: Review and acceptance of the 2017 WTP High Service Pump Replacement Project apparent low bid HISTORY: The City of Arlington owns and operates a 2.5 MGD Water Treatment Plant (WTP). The WTP was constructed in 1998 and provides clean, fresh potable water to the citizens of Arlington. The WTP has three Peerless Vertical Turbine high service pumps each driven by a 100Hp vertical hollow‐shaft motor. These pumps are critical to the WTP operation as they are the primary pumps pumping potable water into the distribution system; these pumps are also close to being 20 years old. In 2016 the City began a program to replace these pumps; in 2016 high service pump #1 was replaced and this year (2017) we are proposing to replace high service pump #3. The 2017 WTP High Service Pump Replacement Project was publically advertised for bid using the MRSC Small Works Roster. Pump Tech, Inc. was the sole bid received with a bid of $ 54,031.78. ALTERNATIVES - Reject bid, re‐advertise the project - Remand to staff for further evaluation RECOMMENDED MOTION: I move to award the 2017 WTP High Service Pump Replacement Project to Pump Tech and authorize the Mayor to sign the Contract, pending review by the City Attorney. City of Arlington Council Agenda Bill Item: CA #6 Attachment E COUNCIL MEETING DATE: March 20, 2017 SUBJECT: Conveyance of real property for Right of Way purposes ATTACHMENTS: Legal Description including exhibit map highlighted to illustrate the area to be deeded from the PUD. Task 1 – Update Water and Sewer Hydraulic Models, Texts, and Figures Approach: 1.1 Update the water system pressure zone demand distribution tables for the 10-, and 20-year demand projections based on the City’s revisions to Chapter 3. 1.2 Update the water model to: - Correct to match the current water system mapping, - Add capital improvements implemented since the previous version of the water model, - Change the proposed water system CIP plans for not expanding west of I-5, and - Change water demand from the Island Crossing area, HMU zone areas, and remove population planned for west of I-5. 1.3 Perform a steady-state fire flow analysis for each node in the future 10- and 20-year water system while simulating - Peak day demands with fire flow and - Peak hour demand with no fire flows. 1.4 Identify and input new water system improvements into the model, including recommendations for Island Crossing. Analysis of the future sewer system will include proposed improvements in the previous GSP, improvements required for the Island Crossing development and no development west of I-5. Document the hydraulic analysis criteria and hydraulic model settings for the collection system analyses. 1.10 Update text and tables, as necessary, in GSP Chapter 4, Flow Analysis. 1.11 Update text and tables, as necessary, in GSP Chapter 6, Wastewater Collection Evaluation. 1.12 Update text and tables, as necessary, in GSP Chapter 7 Wastewater System Improvements. Include edits to Table 7-2, Proposed Improvements and Schedule. The edits will include deletion of projects associated with the west of I-5 expansion and new and/or modified CIP projects based on the results of the sewer system analyses. Include planning-level cost estimates for new improvements, modified (upsized and downsized) improvements and note deleted projects no longer needed. Update the CIP project prioritization schedule. Assumptions:  The City will submit the WSP Amendment to the Washington State Department of Health (DOH), Snohomish County, and adjacent purveyors. Updates to the Amendment per DOH and other agency review comments and resubmittal can be accomplished by amendment to this Scope of Work.  The City will submit the GSP Amendment to the Washington State Department of Ecology (Ecology) for review. Updates to the Amendment per Ecology’s comments and resubmittal can be accomplished by amendment to this Scope of Work.  The total City population and employment count in the previous WSP and GSP will remain unchanged, but will be redistributed by removing the service area west of I-5 and adding density in areas east of I-5 with HMU development. The total water demand and sewer flow projections will remain the same. The only change to the water demand and sewer flow projections will be their distribution throughout the water and sewer systems. RH2 will update the distribution of demand projections for water and flow projections for sewer based on these changes to the land use.  The planning-level fire flow requirements presented in Table 4-9 will remain unchanged. The City will amend, as necessary, text for the financial chapters.  Revisions to appendices of the WSP will not be required by DOH for approval of the WSP Amendment.  DOH and adjacent purveyor review periods are outside of the City and RH2’s control. It is assumed that their reviews will occur after submittal of the amendment to City Council. The City will present the final WSP and GSP in all public meetings.  The WSP and GSP will not be updated to include historical data for the past 2 years. All demand and flow projections (total and distribution) will be based on the historical data included in the 2015 WSP and GSP. Provided by the City:  GIS shapefiles, maps and/or figures identifying any improvements constructed in the past 1 to 3 years that are not in the water and sewer system models.  GIS shapefiles, maps and/or figures identifying any corrections needed for the water and sewer system models.  GIS shapefiles of boundaries, maps and tables identifying all areas where HMU development overlay and increased population of the land use are allowed by zoning.  Preparation of all correspondence, production and submittal of the draft WSP and GSP to all review agencies.  Review of the CIP prioritization and comments as necessary to fit budget needs. RH2 Deliverables:  Updated text, tables and figures for WSP Chapters 7 and 9. Documents to be provided in MS Word and PDF formats.  Updated text, tables and figures for GSP Chapters 4, 6, and 7. Since the adoption of the 2015 WSP and GSP, large developments appear to be arriving at Island Crossing sooner than planned. While the City has worked with property owners to develop a Local Improvement District (LID) to fund water, sewer, storm, and transportation infrastructure improvements, this effort has not moved forward. The City is exploring taking the lead at developing a Utility Local Improvement District (ULID) for the construction of water and sewer infrastructure needed to accommodate the coming growth. The City has requested assistance from RH2 to complete this study. This Scope of Work details the tasks, roles, and responsibilities needed by RH2 and the City of Arlington for the completion of an Island Crossing ULID Proposal report. Island Crossing ULID Feasibility Study Preparation Objective: To develop an Island Crossing ULID Proposal report that identifies a capital funding plan utilizing ULID, as permitted in Revised Code of Washington (RCW) Chapters 35.43 through 35.56 for installation of water and sewer system improvements to support Island Crossing development. Task 1 – ULID Plan Approach: 1.1 Provide a Technical Memorandum to the City outlining the ULID process, timeframe, benefits, and risks of establishing a ULID for completing water and sewer system improvements in the Island Crossing Area (as permitted by RCW 35.43 through 35.56). Address two (2) methodologies for cost allocation, responsibilities in administering a ULID, and the process for forming a ULID by either petition or resolution. 1.2 Identify the properties that will benefit by the infrastructure improvements, including ULID boundary. Include information about the properties that will be considered in determining amount of benefit received from the utility improvements, current zoning, and utility service required. Create a graphic showing water and sewer benefit areas together with proposed preliminary water and sewer improvements. 1.3 Coordinate with the City to develop a cost share of the development that will be borne by the City. Note that project costs will be identified in the Water System Plan and General Sewer Plan Amendments. 1.4 Develop a distribution of cost sharing by the property owners under two (2) methodologies using simple arithmetic. If more detailed analysis is required, the City may hire an appraiser to conduct a special benefits analysis. If City requires time beyond that shown in Exhibit B, additions of time and level of effort shall be accommodated by amendment to this Scope of Work. 1.6 Summarize the data generated for this effort in a Draft and Final Island Crossing ULID Proposal report. Provide a copy of the draft report to the City for review, conduct one (1) meeting with the City to address questions and comments, and produce the final report addressing the City comments. 1.7 Provide a presentation at a City Council meeting summarizing the findings/benefits contained in the Island Crossing ULID Proposal and what steps would be needed for plan implementation. Assumptions:  If found feasible, a future scope of work will be provided for RH2 to assist with the implementation of the Island Crossing ULID. City attorney involvement will be required to review the Island Crossing ULID Proposal and develop the ULID if found feasible. Provided by the City:  The City will provide zoning information and information on any planned developments on any parcel located in the Island Crossing ULID boundary, including the Flying J truck stop, hotel, and other developments. For each development, provide any of the applicable and/or available information: location, number of employees, number of residential units, square footage of proposed building, planning-level water and sewer demands, and fire flow requirements if different than the planning-level requirements.  The City will share information developed during the previous Island Crossing LID development.  Parcel boundaries and critical areas boundaries in the Island Crossing area in GIS shapefile format.  Assist with determining the level of interest in participation in the ULID from the properties it is intended to benefit. This can be accomplished by taking informal polls from land owners to determine the approximate percentage that are in favor of the water and/or sewer ULID. Polls can be performed by mail, phone, or in person at public meetings. RH2 Deliverables:  Draft and final Island Crossing ULID Proposal report. Draft and final report and analysis will be delivered to the City in MS Word format with PDFs of maps and figures. Island Crossing ULID Plan Project Schedule  RH2 will commence work in March 2017 and deliver a draft report May 2017. A final report will be delivered in June 2017. HISTORY: The City of Arlington, the City of Marysville, the Port of Everett, Snohomish County, Community Transit, the Economic Alliance of Snohomish County, property owners and other interested parties have supported developing the Arlington‐Marysville Manufacturing Industrial Center into a Regional Manufacturing and Industrial Center in northern Snohomish County. Many studies have been completed to date working toward that effort. The City has prepared an application requesting planning level funding from CERB to have a consultant merge the various Arlington planning studies with the Marysville studies and produce an Arlington‐Marysville MIC Master Development Plan. CERB requires the city to provide an authorizing resolution with the grant application. ALTERNATIVES - Do not authorize the resolution. RECOMMENDED MOTION: I move to approve the proposed resolution authorizing the City of Arlington to apply for the CERB Planning Grant, pending final review by the City Attorney.     RESOLUTION NO. 2017-XXX A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON, AUTHORIZING APPLICATION FOR PLANNING GRANT FUNDING THROUGH THE COMMUNITY ECONOMIC DEVELOPMENT BOARD WHEREAS, the City of Arlington and the City of Marysville have jointly worked to develop the Arlington-Marysville Manufacturing Industrial Center (MIC) and have it recognized by the Puget Sound Regional Council (PSRC); and WHEREAS, the City wishes to apply for funding for Planning Services to support the Arlington-Marysville Manufacturing Industrial Center through the Community Economic Development Board (CERB); and WHEREAS, the matching portion of the grant is a minimum of 25% of the project amount, and the City of Arlington and its jointly participating partners will comply with the matching obligations of the CERB grant; and WHEREAS, the City of Arlington considers it in the best public interest to make application for Planning Grant funding for the above noted project; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arlington, Washington, as follows: 1.
