Also Known to be Present: Mike Britt, Maxine Jenft, Doug Buell, and Jeff Phebus. Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. The pledge of allegiance followed. APPROVAL OF THE AGENDA Councilmember Nelson moved to approve the Agenda. Councilmember Raezer seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Mayor Barbara Tolbert thanked outgoing DABA President Mike Britt for three years of service and presented him with a plaque. PROCLAMATIONS PUBLIC COMMENT Mike Britt, on behalf of DABA, thanked city employee Sarah Lopez for her assistance with events and initiatives and presented her with a flower arrangement and framed certificate for Excellence in Community Leadership. CONSENT AGENDA Councilmember Nelson moved and Councilmember Raezer seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the December 5, 2016 Special Meeting and December 5 and December 12, 2016 Council Meetings 2. Accounts Payable: Approval of EFT Payments and Claims Check #89559 through #89687 dated December 6, 2016 through December 19, 2016 in the amount of $253,319.88. 3. Acceptance of Grant Funds from Cascade Valley Hospital Foundation for Glidescopes 4. Acceptance of Grant Funds from Hope Unlimited in partnership with Cascade Valley Hospital Foundation on behalf of Arlington Fire Department 5. Resolution Adopting Sole Source Purchase PUBLIC HEARING Finance Director Kristin Garcia discussed the proposed ordinance adopting 2016 budget amendments by PowerPoint presentation. The public hearing was opened at 7:08:48. No councilmembers wishing to make comment, the public hearing was closed. Councilmember Nelson moved and Councilmember Raezer seconded the motion to adopt Ordinance No. 2016-XXX amending the 2016 budget per attached Exhibit “A.” The motion was approved by a unanimous vote. NEW BUSINESS Resolution Adopting a Revised Fee Schedule Communication Manager/City Clerk Kristin Banfield presented the proposed resolution adopting a revised fee schedule. Councilmember Nelson moved and Councilmember Oertle seconded the motion to approve the resolution updating the City’s fee schedule, and authorize the Mayor to sign the resolution. The motion was approved by a unanimous vote. Resolution Accepting the 2016 Classification and Compensation Non-Represented Executive Report Assistant City Administrator Heather Logan requested Council approve and adopt the resolution accepting the executive report and non-represented employee’s classification and compensation chart for 2017. Council questions and comments followed. Councilmember Nelson moved and Councilmember Hopson seconded the motion to approve the resolution approving the classification and compensation study prepared by McGrath Human Resources Group, and authorize the Mayor to sign the resolution. The motion was approved by a unanimous vote. Approval of City Administrator Contract Heather Logan requested Council renew the City Administrator contract. Council questions followed. Councilmember Nelson moved and Councilmember Raezer seconded the motion to approve the new contract with City Administrator Paul Ellis, and authorize the Mayor to sign the contract. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS City Administration Paul Ellis reminded Council that there is no meeting on Monday December 26, 2016. The next meeting will be Tuesday January 3, 2017. COUNCIL MEMBER REPORTS Councilmembers Schuette and Nelson gave brief reports while Councilmembers Hopson, Raezer, Weiss, Stickles, and Oertle had nothing to report at this time. MAYOR’S REPORT Mayor Barbara Tolbert congratulated Councilmembers Weiss and Hopson for completing their first year on council and commented on city staff and director’s initiatives and goals over this past year. EXECUTIVE SESSION None ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 7:21 p.m. ____________________________ Barbara Tolbert, Mayor City of Arlington Council Agenda Bill Item: NB #1 Attachment B COUNCIL MEETING DATE: January 3, 2017 SUBJECT: Reappointment of Mayor Dan Rankin to serve as Snohomish Health District Board of Health Representative for all small cities in County Council District #1 ATTACHMENTS: Letter from Snohomish Health District received 12/12/16 DEPARTMENT OF ORIGIN Administration - Contact Paul Ellis, 360-403-4603 EXPENDITURES REQUESTED: -0- BUDGET CATEGORY: N/A LEGAL REVIEW: DESCRIPTION: Mayor Dan Rankin has requested to be reappointed to the Snohomish Health District Board. A selection must be made and provided to the Snohomish Health District no later than January 4, 2016. The cities of Arlington, Darrington, Granite Falls, and Stanwood are required to designate a representative from amongst the city councils to the Snohomish Health District Board of Health on an annual basis. There are a total of 15 representatives on the Board of Health: the County Council, each representing their Council district, and two city representatives from each County Council district. One city representative must be from the largest city within each County Council district, and the other city representative must be selected from the remaining incorporated cities within that Council district. The cities within County Council District #1 are Arlington, Darrington, Granite Falls, Marysville, and Stanwood, with Marysville being the largest within the District. HISTORY: Mayor Dan Rankin served as the City’s representative to the Snohomish Health District Board of Health for 2016. ALTERNATIVES No alternatives. RECOMMENDED MOTION: I move to reappoint Mayor Dan Rankin to serve as Snohomish Health District Board of Health Representative for all small cities in County Council District #1. City of Arlington Council Agenda Bill Item: NB #2 Attachment C COUNCIL MEETING DATE: January 3, 2017 SUBJECT: Resolution Designating City Clerk as Public Records Officer ATTACHMENTS: Draft Resolution DEPARTMENT OF ORIGIN Administration - Contact Heather Logan, 360-403-3447 EXPENDITURES REQUESTED: -0- BUDGET CATEGORY: N/A LEGAL REVIEW: DESCRIPTION: This is a housekeeping matter. Council is requested to adopt a new resolution designating the City Clerk at the Public Records Official for the City. It also includes language allowing for the Deputy City Clerk or designee to serve in that capacity if the Clerk is unavailable. HISTORY: Resolution No. 715, designating the Assistant City Administrator as the Public Records Official for the City, was adopted in 2005. ALTERNATIVES No alternatives. RECOMMENDED MOTION: I move to approve the proposed resolution replacing Resolution No. 715 and designating a public records officer, and authorize the Mayor to sign the resolution. Page 1 of 2   RESOLUTION NO. 2017-001 A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON REPLACING RESOLUTION NO. 715 AND DESIGNATING A PUBLIC RECORDS OFFICIAL WHEREAS, Washington State Law requires that local agencies appoint and public identify a public records officer, whose responsibility is to serve as a point of contact for members of the public in requesting disclosure of public records and to oversee the City’s compliance with RCW Chapter 42.56; and WHEREAS, the Arlington City Council has previously designated the Assistant City Administrator as the public records official and wishes to now designate a new position as the appropriate person to serve as the public records official; and WHEREAS, the Arlington City Council has determined that the City Clerk is the appropriate person to be the public records officer for the City of Arlington; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARLINGTON AS FOLLOWS: Section 1. The Arlington City Clerk is hereby designated as the Public Records Officer for the City of Arlington. In the event that the City Clerk is unable or unavailable to act as the public records officer, then the Deputy City Clerk or designee shall act as the public records officer. Section 2. The person to whom members of the public may direct requests for disclosure of public records of the City of Arlington and who will oversee the City of Arlington's compliance with the public disclosure requirements set forth by Ordinance or by State or Federal Law as now existing or as hereafter amended is: CITY CLERK & PUBLIC RECORDS OFFICER CITY OF ARLINGTON 238 N. HISTORY: On December 19, 2016 Council voted to accept grant funds from the Cascade Valley Hospital Foundation for the purchase of two GlideScopes to be placed in medic units. ALTERNATIVES Reject Sole Source Resolution. Remand to staff for further consideration. RECOMMENDED MOTION: I move to approve the resolution allowing the City to waive the bidding requirements for the purchase of two Verathon GlideScope Laryngoscopes and authorize the Mayor to sign the resolution. RESOLUTION NO. 2017-XXX A RESOLUTION OF THE CITY OF ARLINGTON TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF TWO VERATHON GLIDESCOPE LARYNGOSCOPES FOR USE BY THE CITY OF ARLINGTON FIRE DEPARTMENT WHEREAS, the City of Arlington Fire Department is responsible for providing emergency medical services (EMS) within the City of Arlington and surrounding areas by contract; and WHEREAS, Cascade Valley Hospital Foundation has graciously awarded the City a Grant to purchase two Verathon Glidescope Laryngoscopes; and WHEREAS, the grant was approved for the purchase of two Verathon Glidescope Laryngoscopes, which are specialized equipment only offered by the Manufacturer and not through any other vendor, so that soliciting multiple bids in accordance with the City’s purchasing standards is not feasible; and WHEREAS, RCW 35.23.352(9) permits the waiving of bidding requirements for the purchase of materials which are clearly and legitimately limited to a single source of supply or services which are subject to special market conditions; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arlington, as follows: Section 1: The City Council of the City of Arlington finds that the acquisition of two Verathon Glidescope Laryngoscopes approved by the Cascade Valley Hospital Foundation clearly limits the City of Arlington to a single source of supply, justifying the waiver of competitive bidding requirements. Section 2: The City Council of the City of Arlington hereby waives the bidding requirements for the purchase of two Verathon Glidescope Laryngoscopes for use by the City of Arlington Fire Department.
