Please see the attached document for items that warranted follow up from the retreat. HISTORY: ALTERNATIVES RECOMMENDED MOTION: Workshop - discussion only. 1    October 1, 2016 Retreat Follow‐up    On October 1, 2016, the council held a retreat to review and discuss the first draft of the preliminary  budget.  As a result of the retreat, there are a few items that need follow up;  1. A question in regard to the general fund’s debt as a percentage of budget.    In the 2017‐2018 budget, the general fund’s debt as a percentage of budget is 8%.    2. A question in regard to when our franchise agreements expire.    The City has a franchise agreement with Comcast that expires in 2019 and Wave Broadband  that expires in 2024.    3. A request for work plans for city properties, the sidewalk and trail maintenance programs.    A work plan for city properties will be discussed at the next council retreat in April 2017.  A  work plan is being developed for sidewalk and trail maintenance and will be shared in the  monthly department report.    4. Use of discretionary funding.    The council was provided a list of additional budget items for consideration in the budget if  discretionary funding were available.  After reviewing the budget and verifying the one  month operating reserve policy will be met, it was determined we could add the following  items into the 2017‐2018 budget;    BUDGET ITEM 2017 2018 NOTES  Website  Development  $10,000    $10,000 $10,000 per year for 5 years.  Snohomish County  Health District  $18,000 $38,000 Approximate $1.00 per capita in 2017 and $2.00  per capita in 2018.  Budget amount is reflected  in ending fund balance pending scope of work  from the District and final approval from council.  Beautification of  Streetscapes  $7,000 $7,000 This reflects an increase to the existing 2016  budget.  Building  Mandatory Reserve  $10,000 $90,000 This reflect an increase to what was in the first  draft of the budget.  Total contributions are;  $60,000 for 2017 and $140,000 in 2018 bringing  the percentage of goal to 66% in 2018.    2      5. Use of funding available in the capital facilities building fund.    $50,000 will be budgeted out of the capital facilities building fund to pay for HVAC updates  to the police station and council chambers, roof repair at the city shop and interior changes  to city hall.  Final budget amounts for each project are unknown until the individual bids for  each project are received.  The scope of work for each project will be developed with the  intent to maximize the funding available to spend.      City of Arlington Council Agenda Bill Item: WS #2 Attachment B COUNCIL MEETING DATE: October 10, 2016 SUBJECT: Patrick Fralick Nuisance ATTACHMENTS: Notice of Violation; photos DEPARTMENT OF ORIGIN Code Enforcement EXPENDITURES REQUESTED: Legal fees, total unknown BUDGET CATEGORY: LEGAL REVIEW: DESCRIPTION: The Council is asked to authorize the City Attorney to file a lawsuit to compel the clean-up of a property at Smokey Point. HISTORY: The City has attempted to work with a property owner, Patrick Fralick, regarding his property at Smokey Point located at 3728 176th Pl NE. Mr. Fralick’s property has been a regular source of complaints; the attached photos explain why. We sent him a Notice of Violation originally in March of 2013 and another in 2015. The City Attorney revised the Notice of Violation to fix technical errors and it was resent in August. There has been no meaningful activity in response. Compelling a clean-up may require obtaining a warrant from the superior court so that we can enter and do the clean-up and charge the costs to the property. ALTERNATIVES 1. Continue administrative efforts at securing compliance. 2. Take no action. RECOMMENDED MOTION: Workshop; discussion only. Notice of Violation 1 NOTICE OF VIOLATION PURSUANT TO ARLINGTON MUNICIPAL CODE TITLE 11 SUBJECT: Non-Running Vehicles, Recreational Vehicle, Boat & Trailer’s stored in front yard. TO: Patrick Fralick This is a notice of violation under Arlington Municipal Code Section 11.01.080. The following information is provided to you: a. The cleanup and disposal of garbage, debris, recycled materials, boats, trailers, non-running & junk vehicles, recreational vehicle and associated parts shall be completed within Fourteen (14) days from receipt of this Notice of Violation. e. Description of the process to request an appeal before the Hearing Examiner which will be at least 10 days from the date the Notice of Violation is issued. You may request an appeal as follows: A request for an appeal hearing must be given by you in writing to the City Clerk’s office, first floor, Arlington City Hall, within ten (10) calendar days after the date of this Notice of Violation is issued. If the tenth day is a weekend day or a holiday, this time for filing a request for an appeal hearing will be extended to the next business day. f. The event will start at 11am, street closure from 9am-1pm. Requesting Third Street Hill from Dunham Ave. to Olympic Ave. Event is sponsored by Youth Dynamics. Requesting street closure for the Santa Parade on Saturday, December 3. Requesting closure of Olympic Avenue from Division Street to 5th Street for parade line-up from 11am-noon. Parade will be on Olympic Avenue north to 1st Street at noon, with side streets closed for parade movement. No parking on west side of Olympic from City Hall to Legion Park for parade viewing. Parade is sponsored by the City of Arlington. HISTORY: These are annual events that are reviewed through the special event application and permit process. ALTERNATIVES Deny street closure.
