City Staff Present: Mayor Barbara Tolbert, Paul Ellis, Kristin Banfield, Kristin Garcia, Jonathan Ventura, Kris Wallace, Sheri Amundson, Deana Dean, and Steve Peiffle – City Attorney Also Known to be Present: Sarah Arney and Shirley Case Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATIONS PUBLIC COMMENT None. CONSENT AGENDA Chris Raezer moved and Marilyn Oertle seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the December 7 and December 14, 2015 Council Meetings 2. Accounts Payable: EFT Payments & Claims Checks #86001 through #86116 dated December 8, 2015 through December 21, 2015 in the amount of $519,816.46. PUBLIC HEARING Adopt Budget Ordinance to Amend the 2015 Budget: Finance Director Kristin Garcia briefly reviewed by PowerPoint the amendments to the 2015 budget. 7:06:20 Public hearing opened. 7:06:25 No one wishing to speak, the public hearing was closed. 7:06:30 Council comments and questions opened. Chris Raezer moved and Debora Nelson seconded the motion to adopt Ordinance No. 2015-XXX amending the 2015 budget per attached Exhibit A. The motion was approved by a unanimous vote. Minutes of the Arlington City Council Meeting Minutes of the City of Arlington City Council Meeting December 21, 2015 Page 2 of 3 NEW BUSINESS Lodging Tax Advisory Committee New Membership Proposal Kristin Garcia spoke to the proposal to appoint Ruth Caesar to the Lodging Tax Advisory Committee. Chris Raezer moved and Randy Tendering seconded the motion to repeal the appointment of Eric Stroschein from the Lodging Tax Advisory Committee. The motion was approved by a unanimous vote. Chris Raezer moved and Jesica Stickles seconded the motion to confirm the appointment of Ruth Caesar to the Lodging Tax Advisory Committee. The motion was approved by a unanimous vote. Cost of Living Adjustment for Non-Represented Employee’s for 2015 and 2016 Kristin Banfield, Director of Human Resources and Communications, spoke to the proposal to approve cost of living adjustments to non-represented employees. Council questions followed. Chris Raezer moved and Debora Nelson seconded the motion to approve the proposed Cost of Living Adjustment for Non-Represented Employees for 2015 and 2016. The motion was approved by a unanimous vote. Chris Raezer moved and Marilyn Oertle seconded the motion to adopt Resolution 2015-xxx adopting the official salary schedules for non-represented employees for 2015 and 2016. The motion was approved by a unanimous vote. Appointment of City’s Representative to Community Transit for 2016 Kristin Banfield spoke to the proposal to re-appoint Councilmember Schuette as the City’s Community Transit representative. Council comments followed. Debora Nelson moved and Chris Raezer seconded the motion to approve the selection of Councilmember Jan Schuette to serve as the City’s representative to Community Transit. The motion was approved by a unanimous vote. Appointment of District One’s Representative to Snohomish Health District for 2016 Kristin Banfield spoke to the proposal to appoint Mayor Dan Rankin to the open representative position with the Snohomish Health District Board. Chris Raezer moved and Jesica Stickles seconded the motion to approve the appointment of Mayor Dan Rankin to serve as the City’s representative to the Snohomish Health District Board of Health for 2016. The motion was approved by a unanimous vote. Stillaguamish Senior Center Nutrition & Wellness Services Agreement Kristin Banfield spoke to the proposed agreement with Stillaguamish Senior Center for nutrition and wellness services. Brief discussion followed. Chris Raezer moved and Marilyn Oertle seconded the motion to approve the renewal of the agreement with the Stillaguamish Senior Center for senior services and authorize the Mayor to sign the agreement. The motion was approved by a unanimous vote. Boys & Girls Club Teen Night Agreement Kristin Banfield spoke to the proposed 2016 agreement with the Boys & Girls Club for teen programming (teen night). Brief discussion followed. Minutes of the City of Arlington City Council Meeting December 21, 2015 Page 3 of 3 Chris Raezer moved and Jesica Stickles seconded the motion to approve the renewal of the agreement with the Arlington Boys & Girls Club for teen programming and authorize the Mayor to sign the agreement. The motion was approved by a unanimous vote. Ordinance to Amend Water/Sewer Connection Fee Proposal Public Works Executive Assistant and Staff Accountant Kris Wallace spoke to the changes to the water sewer connection fees based on the FCS Study. Mike Hopson moved and Marilyn Oertle seconded the motion to approve ordinance 2015-XXX amending water and sewer connection fees, pending final review by the City Attorney. The motion was approved by a unanimous vote. Resolution to Surplus Utility Vehicles Public Works Executive Assistant and Staff Accountant Kris Wallace spoke to the proposed resolution declaring miscellaneous Water and Sewer Utility vehicles as surplus. Mike Hopson moved and Randy Tendering seconded the motion to approve resolution 2015-XXX declaring miscellaneous Water and Sewer Utility vehicles as surplus, and authorize the Mayor to sign the resolution, pending final review by City Attorney. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis indicated staff is scheduling the EMS Sustainability Retreat for January 23, 2016 in Council Chambers. MAYOR’S SPECIAL PRESENTATION Mayor Tolbert presented Councilmember Randy Tendering with a plaque thanking him for his service to the citizens of Arlington. COUNCIL MEMBER REPORTS and MAYOR’S REPORT Randy Tendering, Jesica Stickles, Debora Nelson, Chris Raezer, Marilyn Oertle, Jan Schuette, and Mike Hopson had brief reports. Mayor Tolbert again thanked Councilmember Randy Tendering and encouraged him to stay active in other volunteer positions with the City. Mayor Tolbert also thanked the Council for making time to attend the Police Awards Ceremony and the Employee Breakfast. EXECUTIVE SESSION None.
