HomeMy WebLinkAboutSigned Minutes 12-15-14I Minutes of the Arlington City Council Meeting Council Chambers 110 East Third December 15, 2014 City Council Members Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering Council Members Absent: Jesica Stickles City Staff Present: Allen Johnson, Paul Ellis, Kristin Banfield, Jim Kelly, Bruce Stedman, Roxanne Guenzler, David Ryan, Chris Young, Sheri Amundson, Eric Scott, Linda Taylor, Deana Dean, and Steve Peiffle — City Attorney Also Known to be Present: Joshua Roundy, Kirk Boxleitner, Jacob Kukua, Bob Nelson, and Mike Hopson. Mayor Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATIONS PUBLIC COMMENT CONSENT AGENDA Chris Raezer moved and Marilyn Oertle seconded the motion to approve the following Consent Agenda items: 1. Minutes of the December 1 and 8, 2014 Council Meetings 2. Accounts Payable: EFT Payments & Claims Checks #83361 through #83464 dated December 2, 2014 through December 15, 2014 for $1,921,776.88 3. Resolution authorizing application for planning grant funding through the Community Economic Revitalization Board (CERB) PUBLIC HEARING Ordinance adopting 2014 Budget Amendments: Interim Finance Director Roxanne Guenzler reviewed the updates to the 2014 Budget. 7:03:15 Public Hearing opened. 7:03-20 No one wishing to speak, the public portion of the hearing was closed. 7:03:21 Council questions. Chris Raezer moved and Marilyn Oertle seconded the motion to adopt the proposed ordinance amending the 2014 Budget as presented. The motion was approved by a unanimous vote. Page 1 of 2 Minutes of the City of Arlinqton City Council Meeting December 15, 2014 NEW BUSINESS Ordinance adopting the 2015 Budget Community and Economic Development Director Paul Ellis reviewed the proposed 2015 budget and answered council questions. Chris Raezer moved and Jan Schuette seconded the motion to move to approve the Ordinance Adopting the 2015 Budget and authorize the Mayor to sign. The motion was approved by a unanimous vote. Ordinance denying Olson comprehensive plan amendment and concurrent rezone request (2014 CompPlan Docket) Building Official Chris Young spoke to the Olson comprehensive plan amendment and rezone request. Marilyn Oertle moved and Chris Raezer seconded the motion to approve the proposed Ordinance denying the proposed Olson Comprehensive Plan Amendment and Concurrent Rezone Request. The motion was approved by a unanimous vote. Resolution to declare Building 75B as surplus and authorize its sale Airport Manager David Ryan spoke regarding the proposed sale of Building 75B and land lease to Pearson Millworks. Council comments followed. Jan Schuette moved and Dick Butner seconded the motion to approve the resolution authorizing the surplus of Building 75B and sale of building to Pearson Millworks together with a new land lease, subject to final review by the City Attorney. The motion was approved by a unanimous vote. Approval of Employment Agreement for City Administrator Mayor Tolbert spoke to the proposed employment agreement for Paul Ellis as City Administrator effective January 1, 2015 and answered council questions. Chris Raezer moved and Jan Schuette seconded the motion to approve the City Administrator Employment Agreement and authorize the Mayor to sign, subject to final review of the City Attorney. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS Allen Johnson offered congratulations to Paul Ellis as the new City Administrator. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, and Randy Tendering offered best wishes to Allen on his retirement. Debora Nelson and Randy Tendering gave brief reports while Dick Butner, Jan Schuette, Marilyn Oertle, and Chris Raezer had nothing to report at this time. Mayor Tolbert commented on Allen's retirement reception and his legacy to the City of Arlington. She also commented on the Red Cross Hero's Breakfast and that the City of Arlington was given an award on behalf of its actions on Oso.
