Council Members Absent: Also Known to be Present: Mike Hopson, Kirk Boxleitner, Bruce Angell, Terry Marsh, Holly Sloan - Buchanan, and Sarah Arney Mayor Barbara Tolbert called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Ordinance Adopting the 2015 Budget Community and Economic Development Director Paul Ellis and Interim Finance Director Roxanne Guenzler presented the Draft 2015 Budget for the Council's final review and consideration for approval. The budget includes the financial planning and legal authority to obligate public funds. Additionally, the budget provides significant policy direction by the City Council and Mayor to the staff and community. The Council began the budget process in September with their annual goal setting retreat. A public hearing was held on the 2015 budget on November 17, 2014 with no public comments. An annual budget must be adopted for the following year no later than December 31, 2014. Paul and Roxanne answered council questions throughout the discussion. 2014 Budget Amendments Roxanne Guenzler spoke to council regarding the 2014 budget amendments. Each year budget adjustments are proposed to reflect expenditures that were unforeseen and changes that have occurred since the original budget was adopted. This is a housekeeping item in that revenues have been received and expenditures have been approved throughout the year. This is the final budget piece for 2014. Roxanne and Paul answered council questions throughout the discussion. 2014 Docket- Olson Rezone Request City Planner Troy Davis spoke regarding the Planning Commission's recommendation regarding a request from Applicant Velma Olson for an amendment to the Comprehensive Plan Land Use Map with a concurrent amendment to the City's Official Zoning Map that would change the land -use designation and zoning classification on a single 4.91 acre lot from Neighborhood Commercial to General Industrial. Troy answered council questions throughout the discussion. Page 1 of 2 Minutes of the City of Arlington City Council Workshop December 8, 2014 Police Reorganization Plan Public Safety Director Bruce Stedman updated council on the Matrix study and reviewed by PowerPoint the proposed re -organization of the police department. Chief Stedman answered council questions throughout the discussion. Paul Ellis spoke to the budget impacts of the proposed re -organization. Pearson Millworks surplus building Airport Manager David Ryan spoke regarding the resolution to surplus Building 75B, which was previously leased to Pearson Millworks. The Airport Commission has approved a proposal from Pearson Millworks to purchase Building 75B and make building and site improvements in exchange for a 50 year lease. David answered council questions throughout the discussion. City Administrator Contract Mayor Barbara Tolbert spoke to the proposed appointment of Paul Ellis to fill the City Administrator position that will be vacated by retiring City Administrator Allen Johnson. The position will begin January 1, 2015. Mayor Tolbert and Paul Ellis answered council questions. CERB Grant Application for Arlington Valley Road Design City Engineer Eric Scott reviewed the Community and Economic Revitalization Board (CERB) and their requirement to provide an authorizing resolution with the grant application which was already submitted. Eric provided background on the Arlington Valley Road and answered council questions throughout the discussion. Open Public Meetings Act Training Communications and Human Resources Director Kristin Banfield provided training to council on the Open Public Meetings Act.
