HomeMy WebLinkAboutSigned Minutes 12-01-14Minutes of the Arlington City Council Meeting Council Chambers 110 East Third December 1, 2014 City Council Members Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering Council Members Absent: City Staff Present: Paul Ellis, Kristin Banfield, Jim Kelly, Roxanne Guenzler, Chris Young, Kris Wallace, Deana Dean, and Steve Peiffle — City Attorney Also Known to be Present: Jacob Kukua, Sarah Arney, and Mike Hopson Mayor Tolbert called the meeting to order at 7:08 p.m. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS PROCLAMATIONS PUBLIC COMMENT CONSENT AGENDA Chris Raezer moved and Marilyn Oertle seconded the motion to approve the following Consent Agenda items: Minutes of the September 29, 2014 Joint Meeting and the November 17 and 24, 2014 Council Meetings Accounts Payable: EFT Payments & Claims Checks #83261 through #83360 dated November 18, 2014 through December 1, 2014 for $286,464.52 and EFT Payments and Payroll Checks #28253 through #28269 for the period November 1, 2014 through November 30, 2014 for $1,255,844.27. PUBLIC HEARING NEW BUSINESS Resolution confirming the appointments of the Mayor of certain appointive positions Community and Economic Development Director Paul Ellis presented the proposed Resolution which confirms certain appointive positions as required by AMC 2.06.020. Council comments and questions followed. Page 1 of 2 Minutes of the City of Arlington City Council Meeting December 1, 2014 Chris Raezer moved and Jesica Stickles seconded the motion to approve the proposed Resolution confirming the appointments by the Mayor of certain appointive positions in the City of Arlington. The motion was approved by a unanimous vote. Ordinance Adopting the 2015 Budget Paul Ellis presented Council with the Draft 2015 Budget for final review and approval. The budget includes the financial planning and legal authority to obligate public funds. Additionally, the budget provides significant policy direction by the City Council and Mayor to the staff and community. Council comments and questions followed. Dick Butner moved to table this item to the December 15, 2014 Council Meeting. The motion was seconded by Debora Nelson and carried with majority vote with Councilmembers Schuette and Stickles dissenting. Resolution replacing Resolution No. 2014-009 and adopting revised financial policies Communications and Human Resources Director Kristin Banfield presented the proposed Resolution which revises the current policy and adds language in the purchasing policy which prohibits the purchase of materials, supplies or equipment directly from or from companies controlled by one or more members of the Arlington City Council or the Mayor, in accordance with state law. In addition, it includes minor language changes to the sections addressing contracts and agreements for services. Chris Raezer moved and Jesica Stickles seconded the motion to approve the proposed resolution replacing Resolution No. 2014-009 and adopting revised financial policies for the City. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS COUNCIL MEMBER REPORTS and MAYOR'S REPORT Debora Nelson and Jesica Stickles gave brief reports while Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, and Randy Tendering had nothing to report at this time. EXECUTIVE SESSION Counsel Peiffle indicated there would be a need for an executive session for 20 minutes under RCW 42.30.110(1)(i) regarding pending and potential litigation. 7:38:44 Council recess. 7:58:45 Council reconvened.
