City Council Workshop
Councilmembers Present: Dick Butner, Chris Raezer, Debora Nelson, and Jesica Stickles
Staff Present: Mayor Barbara Tolbert, Allen Johnson, Kristin Banfield, Paul Ellis, Jim Kelly, Sheri
Amundson, Roxanne Guenzler, Deana Dean, and City Attorney Steve Peiffle.
Council Members Absent: Marilyn Oertle, Randy Tendering, and Jan Schuette
Also Known to be Present: Sarah Arney and Al Aldrich
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Debora Nelson seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
SR531 Value Engineering Study Results -Presentation
Public Works Director Jim Kelly introduced John White, Mike Swires, and Kathy George from WSDOT
who reviewed by PowerPoint the engineering study results for SR531. Council comments and questions
followed.
Resolution Ratifying Prior Director Appointments
Community and Economic Development Director Paul Ellis reviewed by PowerPoint the proposed
Resolution Ratifying Director Appointments. Paul answered council questions throughout the discussion.
Purchasing Policy Update
Communication and Human Resource Director Kristin Banfield reviewed the updates to the city's
purchasing policy. Council questions and comments followed.
October Financial Report
Interim Finance Director Roxanne Guenzler and Staff Accounting Sheri Amundson reviewed by
PowerPoint, the October financial report.
Miscellaneous Council Items
None
Public Comment
Al Aldrich, lobbyist, provided legislative updates.
Sarah Arney commented on the roundabouts.
