Mayor Barbara Tolbert called the meeting to order at 7:00 p.m.
Marilyn Oertle moved to approve the agenda; Jesica Stickles seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Fire Station 48 Lease Extension
Interim Fire Chief Tom Cooper spoke to the lease agreement with the City of Arlington and Son
Investments for Station 48. This is a renewal of the existing lease for two years with a slight increase in
rent for the second year. Chief Cooper and Paul Ellis answered council questions throughout the
discussion.
ESRI Contract for GIS
Utilizing PowerPoint GIS Analyst Katie Heim spoke to the proposed contract with ESRI to provide current
City GIS data to ESRI for them to display on their web basemaps. This agreement does not incur any
costs, reduces staff time in prepping base data for web map applications and eliminates incorrect
information on current base maps hosted by ESRI. Katie answered council questions throughout the
discussion.
Airport Blvd Ph2 Project Closeout
City Engineer Eric Scott reviewed the request for council to approve final acceptance of the Airport
Boulevard Phase 2 Project that was completed by Trimaxx Construction. Final construction cost was
$2,296,104 with the engineer's estimate at $2,328,118. Eric answered council questions throughout the
discussion.
173rd Utility Improvements Project Closeout
Eric Scott reviewed the request for council to approve final acceptance of the 173rd Street Utility
Improvement Project that was completed by Taylor's Excavators. Final construction cost was
$1,025,024.92 with the engineer's estimate at $1,246,491.00.

Resolution adopting the Public Participation Program for the Comprehensive Plan Update
City Planner Troy Davis gave an overview of State law (RCW 36.70A.140) which requires local
jurisdictions planning under the Growth Management Act (GMA) to prepare, and "broadly disseminate to
the public" a Public Participate Program (PPP) in conjunction with the periodic update of its
Comprehensive Plan. A PPP helps interested parties --such as city residents and businesses —
understand how they can participate in the periodic update of the City's Comprehensive Plan. At the
October 21, 2014 Planning Commission Meeting, Planning Commission reviewed the PPP and made a
motion at the November 4, 2014 Planning Commission Meeting recommending approval by the City
Council. Comments and questions followed.
Miscellaneous Council Items
Community Development Director Paul Ellis spoke to the recent Planning Commission candidate
interviews. He will be requesting council approval of Trevor Gaskin and Anthony La Salata to the
Planning Commission at the next council meeting.
Paul addressed the 2015 Draft Budget; council would like to hold a discussion on the budget following the
Public Hearing on November 17tn
