Mayor Tolbert called the meeting to order at 7:00 p.m.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Dr. Goldbaum from the Snohomish Health District presented Mayor Tolbert and the City of Arlington with
the Snohomish Health District Healthy Communities award because of the city's actions to go smoke free
in parks including the prohibition of vapor devices. Dr. Goldbaum indicated Arlington is a leading
community in Washington State. County Councilmember Ken Klein also spoke to this matter.
PROCLAMATIONS
PUBLIC COMMENT
Jacob Kukua thanked the city for the recent Halloween events indicating it brought consumers into the
downtown core who would not normally have shopped there.
CONSENT AGENDA
Chris Raezer moved to approve the following Consent Agenda items:
1. Minutes of the October 20 and 27, 2014 Council meetings
2. Accounts Payable: EFT Payments & Claims Checks #83079 through #83173 dated October 21,
2014 through November 3, 2014 in the amount of $286,300.11 and EFT Payments and Payroll
Checks #28233 through #28252 for the period October 1, 2014 through October 31, 2014 for
$1,272,203.41.

NEW BUSINESS
Interlocal Agreement with Snohomish County for Jail Services
Commander Terry Quintrall spoke to the proposed interlocal agreement with Snohomish County and
answered council questions.
Jesica Stickles moved and Dick Butner seconded the motion to authorize the Mayor to sign the Interlocal
Agreement with Snohomish County for Jail Services, subject to final review by the City Attorney. The
motion was approved by a unanimous vote.
Amendments to Public Works Trust Fund Loans (requested by State)
Public Works Staff Accountant and Executive Assistant Kris Wallace spoke to the proposed amendment
from the state to change the due date on the trust fund loans and answered council questions.
Dick Butner moved and Marilyn Oertle seconded the motion to approve the Public Works Trust Fund
Loan Amendments and authorize the mayor to sign the amendments, pending final review by the City
Attorney. The motion was approved by a unanimous vote.
Resolution to authorize application submittal for a Community Development Block Grant with
Snohomish County
Code Enforcement Officer Marc Hayes spoke to the resolution with Snohomish County for a Community
Development Block Grant. Council comments followed.
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the Resolution for the Block
Grant for Haller Park and authorize the Mayor to sign the Resolution. The motion was approved by a
unanimous vote.
Appointment of Rachel Ralson to the Lodging Tax Advisory Committee
Human Resource and Communications Director Kristin Banfield spoke to the proposal to appoint Rachel
Ralson, from the Best Western, to the Lodging Tax Advisory Committee.
Chris Raezer moved and Jesica Stickles seconded the motion to confirm the appointment of Rachel
Ralson to the Lodging Tax Advisory Committee. The motion was approved by a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Jan Schuette, Debora Nelson and Jesica Stickles gave brief reports while Dick Butner, Marilyn Oertle,
Chris Raezer and Randy Tendering had nothing to report at this time. Councilmember Schuette provided
a handout entitled "Investments in Washington State Transportation: Driving Economic Growth" during
her report.
Mayor Tolbert provided legislative updates, spoke to the drug awareness program with Snohomish
County Health and Human Services, and indicated she and Mayor Rankin from Darrington will be
accepting awards in response to the Oso Slide from KSER radio.

EXECUTIVE SESSION
Counsel Peiffle indicated there would be no need for an executive session however he provided an
update on the Lane action.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:27 p.m.
