Randy Tendering
Staff Present: Allen Johnson, Kristin Banfield, Bruce Stedman, Paul Ellis, Jim Kelly, Sheri Amundson,
Roxanne Guenzler, Kris Wallace, Monica Schlagel, Maxine Jenft, Deana Dean, and City Attorney Steve
Peiffle.

Mayor Barbara Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Public Safety Director Bruce Stedman first spoke to Friday's shooting incident at Marysville Pilchuck High
School and Arlington's involvement by both the police and fire departments. Allen Johnson commented
on Kristin Banfield's involvement as PIO and Mayor Tolbert also relayed Marysville Mayor Jon Nehring's
thanks to staff for their assistance.
Interlocal Agreement with Snohomish County for Jail Services
Public Safety Director Bruce Stedman spoke to the proposed interlocal agreement with Snohomish
County which is a renewal of the existing contract. Chief Stedman indicated this is a three year contract,
versus the last one which was a four year contract, and there are increased costs as expected. Council
questions and comments followed.
Amendments to Public Works Trust Fund Loans (requested by State)
Public Works Staff Accountant and Executive Assistant Kris Wallace spoke to the proposed amendment
from the state to change the due date on the trust fund loans. Kris answered council questions
throughout the discussion.
Appointment of Rachel Ralson to the Lodging Tax Advisory Committee
Human Resource and Communications Director Kristin Banfield spoke to the proposal to appoint Rachel
Ralson, from the Best Western, to the Lodging Tax Advisory Committee. Council questions and
comments followed.
3rd Quarter Financial Report
Interim Finance Director Roxanne Guenzler and Staff Accountant Sheri Amundson spoke to the city's V
quarter financial report. Council questions and comments followed.
