HomeMy WebLinkAboutSigned Minutes 10-20-14Minutes of the Arlington City Council Meeting Council Chambers 110 East Third October 20, 2014 City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering Council Members Absent: City Staff Present: Allen Johnson, Paul Ellis, Kristin Banfield, Jim Kelly, Bruce Stedman, Roxanne Guenzler, Sheri Amundson, Maxine Jenft, Monica Schlagel, Bill Blake, Deana Dean, and Steve Peiffle — City Attorney Also Known to be Present: Mike Hopson, Jacob Kukua, and Kirk Boxleitner Mayor Tolbert called the meeting to order at 7:00 p.m. APPROVAL OF THE AGENDA Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS Stilly Valley Little League Guest Presentation: Tabled as no one was present. PROCLAMATIONS PUBLIC COMMENT CONSENT AGENDA Chris Raezer moved to approve the following Consent Agenda items: 1. Minutes of the October 6 and 13, 2014 Council meetings 2. Accounts Payable: EFT Payments & Claims Checks #82950 through #83078 dated October 7, 2014 through October 20, 2014 in the amount of $1,003,679.87. 3. Pumpkin Roll and Santa Parade street closures 4. Authorization to apply for Hotel Motel Grant funding for the Haller Park Boat Ramp 5. Authorization to apply for Hotel Motel Grant funding for event programming Councilmember Stickles objected to consent agenda items #4 and #5. Councilmember Raezer amends the consent agenda to approve the following: 1. Pumpkin Roll and Santa Parade street closures Councilmember Nelson seconds the motion which was unanimously carried. Items #4 and 5 will be heard after conclusion of new business. PUBLIC HEARING Community and Economic Development Director Paul Ellis reviewed by PowerPoint the 2015 budget revenues and property tax rate. 7:05:46 Public Hearing opened 7:05:58 No one wishing to speak on this matter, the public hearing portion was closed and opened to council comments and questions. 7:07:31 No further comments or questions, this matter is closed. NEW BUSINESS Interlocal Agreement with Arlington Public Schools for a School Resource Officer Public Safety Director Bruce Stedman spoke to Council regarding the interlocal agreement with the Arlington School District for the School Resource Officer (SRO) position. Jesica Stickles moved and Randy Tendering seconded the motion to approve the Interlocal Agency Agreement with Arlington School District for a School Resource Officer and authorize the mayor to sign the agreement, pending final review by the City Attorney. The motion was approved by a unanimous vote. ILA with Snohomish County for transportation improvements following the Oso slide Public Works Director Jim Kelly spoke to the interlocal agreement with Snohomish County to support transportation related projects that support the economic redevelopment of the Stillaguamish Valley. - DeboraNelsonmoved- andMarilynOertleseconded-themotion-to-approvetheInterlocal Agency Agreement with Snohomish County for transportation improvements and authorize the mayor to sign the agreement, pending final review by the City Attorney. The motion was approved by a unanimous vote. Finance Process Study Community and Economic Development Director Paul Ellis requested council approve the professional services agreement as presented. Chris Raezer moved and Dick Butner seconded the motion to authorize the Mayor to sign the professional services agreement with Business Fission, Inc. to complete a process study of the city's finance department. The motion was approved with a majority vote; Councilmembers Oertle and Tendering dissenting. Short term interfund loan for EMS Interim Finance Director Roxanne Guenzler requested council approve a short term interfund loan in the amount of $107,000 for EMS. Chris Raezer moved and Jesica Stickles seconded the motion to ratify the September interfund loan authorized by the Finance Director and direct that such loans be repaid as soon as funds are available. The motion was approved by a unanimous vote. Utility Tax Ordinance Paul Ellis spoke to the proposed ordinance to remove the sunset provision to AMC Chapter 3.16 regarding utility taxes, as set by Ordinance 2011-032. The motion was approved by a unanimous vote. Consent agenda items #4 and #5 re -addressed. Storm water and Natural Resources Manager Bill Blake spoke to the Haller Park Boat Ramp. Council comments followed. Chris Raezer moved and Debora Nelson seconded the motion to authorize the application for Hotel/Motel Grant funding for the Haller Park Boat Ramp. The motion passed with a majority vote; Councilmember Stickles dissenting. Colloquy with City Attorney Peiffle and Council. Communication and Human Resource Director Kristin Banfield spoke to the grant application for event programming. Chris Raezer moved and Marilyn Oertle seconded the motion to authorize the application for Hotel/Motel Grant funding for the city event programming. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS City Administrator Allen Johnson informed council that the yellow pages would be distributed tomorrow. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Debora Nelson, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles and Randy Tendering gave brief reports. Allen Johnson and Jim Kelly spoke regarding WSDOT and widening of 172nd St NE. Mayor Tolbert provided legislative updates including comments on the recent SCC legislative committee meeting. EXECUTIVE SESSION Counsel Peiffle indicated a need for an executive session to discuss pending or potential litigation [RCW 42.30.110(1)(i)]. 7:38 Council adjourned for 15-20 minutes 8:04 Council reconvened.
