Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson,
Jesica Stickles, and Randy Tendering
Staff Present: Allen Johnson, Kristin Banfield, Bruce Stedman, Paul Ellis, Jim Kelly, Chris Young, Sheri
Amundson, Bill Blake, Roxanne Guenzler, Deana Dean, and City Attorney Steve Peiffle.

Mayor Barbara Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS ~ NO ACTION WAS TAKEN
Stillaquamish Genealogy Society presentation regarding recent Statewide conference:
Eric Stroschein from the Stillaguamish Valley Genealogy Society reviewed a PowerPoint presentation
which summarized their recent conference which was funded in part by the City's Hotel/Motel grant
program. Other members were present but not identified. Council comments followed.
Interlocal Agreement with Arlington Public Schools for a School Resource Officer
Public Safety Director Bruce Stedman spoke to Council regarding the interlocal agreement with the
Arlington School District for the School Resource Officer (SRO) position. Director Stedman indicated the
district would be paying 100% of the officer's pay and benefits when the officer is at the school. Council
questions and comments followed.
Ordinance adopting the International Plumbing Code OPC) the City's Plumbing Code
Building Official Chris Young spoke to the proposed ordinance to the city's plumbing code to change the
referenced document from the Uniform Plumbing Code to the International Plumbing Code. Chris
answered council questions throughout the discussion.
ILA with the county for transportation improvements following the Oso slide:
Public Works Director Jim Kelly spoke to the interlocal agreement with Snohomish County to support
transportation related projects that support the economic redevelopment of the Stillaguamish Valley. The
City of Arlington was awarded $1 million. Jim answered council questions throughout the discussion.
Authorization to apply for Hotel Motel Grant funding for the Haller Park Boat Ramp:
Storm water and Natural Resources Manager Bill Blake spoke to council regarding a request to submit a
grant application for a new Haller Park boat ramp utilizing Hotel/Motel Grant funds. Bill stated he is
waiting for a letter of support from Best Western and needs data on heads in beds Bill answered council
questions throughout the discussion.

Authorization to apply for Hotel Motel Grant funding for event programming:
Human Resources and Communications Director Kristin Banfield spoke to the City of Arlington's
Hotel/Motel Grant application for the street fair, music in the park, drama in the park, outdoor movies and
Eagle Festival. Kristin indicated she has received support letters from local hotels. Council comments
followed.
Pumpkin Roll street closure:
Kristin Banfield spoke to the proposed street closures for the fall and winter events including the Pumpkin
Roll and Santa Parade. Council comments followed.
2015 Budget Process --Levy and Utility Tax Review
Community and Economic Development Director Paul Ellis and Interim Finance Director Roxanne
Guenzler spoke to the updated 2015 draft budget via PowerPoint presentation. Council questions and
comments followed.
Finance Process Study:
Paul Ellis spoke to the proposed finance process study. Paul indicated the second company's bid came
in considerably higher than the first company's. He also indicated he was able to secure some references
on the first company Business Fusion, has spoken to those references and received positive responses.
The scope of work has been re -drafted following the city's standard professional service agreement
template. Council questions and comments followed.
Short term interfund loan for EMS:
Paul Ellis and Roxanne Guenzler spoke to the request for a short term interfund loan in the amount of
$107,000 for EMS. Property taxes are expected in November. Council comments and questions
followed.
