City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer,
Debora Nelson, Jesica Stickles, and Randy Tendering
Council Members Absent:
City Staff Present: Allen Johnson, Kristin Banfield, Tom Cooper, Roxanne Guenzler, Sheri Amundson,
Bruce Stedman, Paul Ellis, Dave Ryan, Deana Dean, and Steve Peiffle — City Attorney
Also Known to be Present: Bea Randall, Mike Hopson, Sarah Arney, Vernon Beach, Neil Knutson, and
Sherri McCarthy.
Mayor Tolbert called the meeting to order at 7:00 p.m.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
Bea Randall, President of Friends of the Library, spoke to the need for a new library and her willingness
to help with securing funding and campaigning.
Vernon Beach expressed his concern over the Brekhus Beach area.

CONSENT AGENDA
Chris Raezer moved and Randy Tendering seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the September 15 and 22, 2014 Council meetings
2. Accounts Payable: EFT Payments & Claims Checks #82827 through #82949 dated September
16, 2014 through October 6, 2014 in the amount of $509,709.23 and EFT Payments & Payroll
Checks #28215 through #28232 dated September 1, 2014 through September 30, 2014 in the
amount of $1,268,045.54.

PUBLIC HEARING
NEW BUSINESS
Fire Apparatus Acquisition Uinancing
Acting Fire Chief Tom Cooper spoke to the proposed purchase and financing of replacement fire
apparatus. Council comments followed.
Jesica Stickles moved and Chris Raezer seconded the motion to approve the acquisition of a fire engine
and ladder truck for the Fire Department from Rosenbauer America and direct staff to bring back the
appropriate financing package from Cashmere Valley Bank, subject to final review by the City Attorney.
The motion was approved by a unanimous vote.
Airport Property Appraisal
Airport Manager Dave Ryan spoke to the recent airport property appraisals and asked council to adopt
the appraisal as written.
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the airport appraisal from Allen,
Brackett and Shedd. The motion was approved by a unanimous vote.
Professional Services Agreement
Community and Economic Development Director Paul Ellis spoke regarding the Professional Service
Agreement with Shockey Planning Group for the City's Comprehensive Plan updates.
Marilyn Oertle moved and Debora Nelson seconded the motion to enter into the Professional Service
Agreement with Shockey Planning Group, not to exceed the amount of $30,000, and authorize the Mayor
to sign the Agreement. The motion was approved by a unanimous vote.
Ordinance relating to land use and zoning; amending Sections 20.08.010 and Table 20.40.010-1 of
the Arlington Municipal Code to establish local restrictions on the production and processing of
marijuana, and repealing the moratorium established by Ordinance No. 2014-012.
Paul Ellis spoke regarding the proposed Ordinance. Council comments and questions followed.
Marilyn Oertle moved and Jesica Stickles seconded the motion to approve the proposed ordinance
relating to land use and zoning; amending Sections 20.08.010 and Table 20.40.010-1 of the Arlington
Municipal Code to establish local restrictions on the production and processing of marijuana, and
repealing the moratorium established by Ordinance No. 2014-012, The motion was approved by a five to
two vote with Dick Butner and Chris Raezer casting the dissenting votes.
ADMINISTRATOR & STAFF REPORTS
Allen commented on the council retreat this past weekend.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Jan Schuette, Marilyn Oertle, Debora Nelson, Jesica Stickles, and Randy Tendering gave brief reports
while Dick Butner and Chris Raezer had nothing to report at this time.
Mayor Tolbert thanked council for attending the council retreat. She also indicated that Allen, Paul and
she met with the 39th district representatives regarding the 2015 legislative session. She indicated that
some of the agencies that assisted with the Oso slide would be here throughout the next year and that

the Red Cross will be providing support to the Food Bank this holiday season and also to the fire
department for a smoke alarm program.
EXECUTIVE SESSION
Counsel Peiffle deferred any updates to the next meeting.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:46 p.m.
