Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson,
Jesica Stickles, and Randy Tendering
Staff Present: Allen Johnson, Paul Ellis, Bruce Stedman, David Ryan, Tom Cooper, Kurt Patterson,
Roxanne Guenzler, Kris Wallace, Monica Schlagel, Maxine Jenft, Sheri Amundson and City Attorney
Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Hank Graafstra, Josh Roundy, Kirk Boxleitner
Mayor Barbara Tolbert called the meeting to order at 7:00 p.m.
Chris Raezer moved to approve the agenda; Debra Nelson seconded the motion, which passed with a
unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Fire Apparatus Acquisition &Financing
Acting Fire Chief Tom Cooper spoke to the proposed purchase and financing of replacement fire
apparatus and required Council actions. Tom Cooper noted that the proposal came under budget and
both apparatuses fit the needs of the city and community. Mr. Cooper answered questions throughout
the discussion.
Airport Property Appraisal
Airport Manager Dave Ryan spoke to the recent appraisals completed on airport property. Mr. Ryan
noted the FAA mandates the airport receive fair market value for its land. This is accomplished by having
an appraisal completed every 5 years. Dave noted that the rate increase is consistent with other airports
and the report will go back to the airport commission for approval. Brief discussion followed with Mr.
Ryan answering council questions.
Professional Services Agreement
Community and Economic Development Director Paul Ellis spoke regarding the Professional Service
Agreement with Shockey Planning Group to assist in the development of the Comprehensive Plan
Updates. Paul discussed the objectives and scope of work included in this agreement. Paul answered
council questions following the discussion.
Auqust Financial Report
Interim Finance Director Roxanne Guenzler reviewed the August Financial Report with council. Roxanne
discussed the OSO land slide grant reimbursement; we are hoping to receive reimbursement by the end
of year, but could be next year. Roxanne answered council questions throughout the discussion.

Review of 2015 Legislative Agenda Items from Snohomish County Cities
City Administrator Allen Johnson reviewed the 2015 Legislative agenda items from Snohomish County
Cities with the council. Discussion continued regarding the priorities for Snohomish County Cities that will
be complied and used to craft a platform for the upcoming state legislative session. Allen and Mayor
Tolbert answered council questions throughout the discussion.
2015 Draft Budget
Roxanne Guenzler and Paul Ellis distributed the Preliminary Draft 2015 budget to council. Paul reviewed
via PowerPoint some of the critical items in the draft budget. Brief discussion followed; council will have
an opportunity to comment on the budget at the upcoming Council Retreat.

Public Comment
Hank Graafstra at 604 E Gilman, Arlington Wa. 98223 spoke to the Mayor and council, to say thank you
for all the road work done on Alcazar and Gilman. Mr. Graafstra said he's lived in Arlington for 63 years
and seen his road come from dirt, gravel, and now a nice paved road.
