City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer,
Debora Nelson, Jesica Stickles, and Randy Tendering
Council Members Absent:

Mayor Tolbert called the meeting to order at 7:00 p.m.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Randy Tendering' seconded the motion which passed with
a unanimous vote.

Kari Ilonummi spoke to communications within the city.
CONSENT AGENDA
Chris Raezer moved and Debora Nelson seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the September 2 and 8, 2014 Council meetings
2. Accounts Payable: EFT Payments & Claims Checks #82685 through #82826 dated September
3, 2014 through September 15, 2014 in the amount of $978,338.06.
3. Amendment #2 to the Affordable Housing Alliance Interlocal Agreement to add the City of
Stanwood

NEW BUSINESS
Resolution adopting the 2015-2020 Transportation Improvement Plan
Public Works director Jim Kelly presented the proposed resolution which is an annual update to the
Transportation Improvement Plan. Council comments followed.
Debora Nelson moved and Dick Butner seconded the motion to approve the proposed resolution adopting
the City of Arlington 2015-2020 Six Year Transportation Improvement Plan. The motion was approved by
a unanimous vote
Interlocal Agreement with Snohomish County for Traffic Control device and street light
maintenance, engineering, and construction services
Jim Kelly requested council approve the interlocal agreement as presented.
Randy Tendering moved and Jesica Stickles seconded the motion to approve the Interlocal Agreement
with Snohomish County for signal maintenance and authorize the Mayor to sign the agreement pending
final review by the City Attorney. The motion was approved by a unanimous vote
Professional Service Agreement with AE-COM to assist with site civil review
Public Works Inspector Marc Hayes and Building Official Chris Young requested council approve the
professional service agreement with AE-COM, formerly Earth Tech.
Marilyn Oertle moved and Debora Nelson seconded the motion to authorize the Mayor to sign the
Professional Services Agreement with AE-COM Technical Services, Inc. The motion was approved by a
unanimous vote.
Ordinance to amend Title 11 regarding Code Enforcement
Chris Young and Marc Hayes presented and requested council approve the proposed ordinance.
Marilyn Oertle moved and Randy Tendering seconded the motion to approve the proposed ordinance
amending AMC Title 11 — Violations and Abatement for Code Enforcement. The motion was approved by
a unanimous vote.
Resolution urging the Governor and Legislature to preserve the streamlined sales tax mitigation
distribution to impacted Local Jurisdictions in the 2015-2017 Biennial Budget
Director of Human Resources and Communications Kristin Banfield requested council approve the
resolution.
Chris Raezer moved and Marilyn Oertle seconded the motion to approve the proposed resolution urging
the Governor and Legislature to preserve the streamlined sales tax mitigation distribution to impacted
local jurisdictions within the 2015-17 biennial budget. The motion was approved by a unanimous vote.
ADMINISTRATOR & STAFF REPORTS
Community and Economic Development Director Paul Ellis reminded council of the City of Arlington,
Cascade Valley Hospital, and Arlington School District Joint Meeting on Monday September 29. Dinner
will be at 6:00 pm with the meeting immediately after. The City of Arlington will be hosting.
Also, the Fall Retreat set for October 3, 2014 at 5:00 pm at the Medallion. The Saturday session will
commence at 8:00 am. He also informed council that the city's streamlined permitting process is
receiving national recognition. Chris Young has been invited to present our streamlined process to the
ICC or International Code Council.

COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Jan Schuette, Marilyn Oertle, Chris Raezer and Debora Nelson gave brief reports while Dick Butner,
Jesica Stickles and Randy Tendering had nothing to report at this time.
Mayor Tolbert commented on the 9-11 Memorial and that there will be an opening ceremony for Hwy 530
on Saturday September 27, 2014. More information will be forthcoming.
EXECUTIVE SESSION
Counsel Peiffle announced there would be no need for an Executive Session. However he commented
that next Wednesday September 24, 2014 the hearing examiner will have a public hearing on the remand
of the Lane project. There will also be another public hearing on the AT&T matter later in the year.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:32 p.m.
