HomeMy WebLinkAboutSigned Minutes 08-25-14Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street August 25, 2014 Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Debora Nelson, Chris Raezer, Jesica Stickles, and Randy Tendering Staff Present: Allen Johnson, Kristin Banfield, Paul Ellis, Bruce Stedman, Chris Young, Jim Kelly, Kris Wallace, Sheri Amundson, Deana Dean, Monica Schlagel, Maxine Jenft, Gary Schlagel, Jason Ewing, Linda Taylor, Jeff Pitman, Mike Wolanek, Roxanne Guenzler, and City Attorney Steve Peiffle. Council Members Absent: None Also Known to be Present: Jacob Kukua, Kirk Boxleitner, Mike Hopson, Don Vanney and Sarah Arney Mayor Tolbert called the meeting to order at 7:00 p.m.; pledge of allegiance followed. Community & Economic Development Director Paul Ellis introduced new Airport Manager David Ryan. Chris Raezer moved to approve the agenda; Marilyn Oertle seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS - NO ACTION WAS TAKEN Community Transit Presentation on Public Art -Smokey Point Transit Station Todd Morrow and David True from Community Transit provided council with a project status report including the Public Art selection at the new Smokey Point Transit Station. CT hopes to have the transit station open by mid/end of December. Mr. Discussion followed with Mr. Morrow and Mr. True answering council questions. Street Closure - Taking Steps to Beat Breast Cancer Assistant City Administrator Kristin Banfield and Jennifer Holocker from American Cancer Society spoke to the 5K walk to bring awareness to breast cancer and raise money for research. The walk is requesting street closure for the special event scheduled for October 25, 2014. Matrix Study Implementation Update Director of Public Safety Bruce Stedman provided council with a summary of actions or programs that have been implemented within the Police Department since June 3, 2014 to address deficiencies noted in the Matrix Study. Bruce answered council questions throughout the discussion. Discussion ended with Council and Mayor taking the "All In" pledge. Succession Planning Community and Economic Development Director Paul Ellis spoke to the succession planning to help anticipate open positions and train staff to assume new roles. Paul answered questions throughout the discussion. Financial Process Analyzation Paul Ellis spoke to the proposal from Business Fission, Inc. to analyze financial processes and evaluate how the City departments interact internally. Discussion followed with Paul answering council questions. Page 1 of 2 Minutes of the City of Arlington City Council Workshop August 25, 2014 OSO Slide Reimbursement — FEMA and Snohomish County Paul Ellis provided council with an update on the Oso Slide reimbursement. Funds have been received from FEMA for the first six hours of the event. Snohomish County is in the second audit phase of the expenses, approval phase to follow. Transportation Improvement Plan Public Works Director Jim Kelly addressed the need to hold a Public Hearing on the Six Year Transportation Improvement Plan (TIP). Jim noted proposed projects must on the Six Year Plan to be eligible for grant funding. Jim answered council questions throughout the discussion. Waste Management Fee Increase on Residential Compost Jim Kelly spoke to the proposed increase by Waste Management for processing compostable materials. Questions were answered by Mr. Kelly throughout the presentation. July Financial Report Finance Director Jim Chase provided council with the July Financial Report, answering questions throughout the presentation. Miscellaneous Council Items Mayor Tolbert discussed Snohomish County Cities preliminary legislative agenda with council. Additional opportunity for input by the Councilmembers may be forthcoming. An "Operation: Strong Cities" pocket guide was distributed to the Council. Public Comment Sarah Arney commented on volunteers working in parks.
