City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer,
Debora Nelson, Jesica Stickles, and Randy Tendering
Council Members Absent:
City Staff Present: Allen Johnson, Kristin Banfield, Jim Chase, Paul Ellis, Bruce Stedman, Bill Blake,

Also Known to be Present: Hank Graafstra, Kirk Boxleitner, Mike Hopson, Don Vanney, Treelah
Gallagher, Douglas Carlson.
Mayor Tolbert called the meeting to order at 7:00 p.m.
APPROVAL OF THE AGENDA
Chris Raezer moved to approve the Agenda. Marilyn Oertle seconded the motion which passed with a
unanimous vote.
INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS
PROCLAMATIONS
PUBLIC COMMENT
Don Vanney spoke on the recent tax increase and the results of his recent public records request on staff
wages.
Douglas Carlson, retired scientist with the Food and Drug Administration, spoke on the Tobacco/Smoke
Free parks ordinance and offered his support and professional opinion on the ban.
Treelah Gallagher spoke to the Tobacco/Smoke Free parks ordinance and requested council not include
e-cigarettes. She also commented on the existing ban of not smoking within 25 feet of entryways.
CONSENT AGENDA
Chris Raezer moved and Randy Tendering seconded the motion to approve the Consent Agenda which
was unanimously carried to approve the following Consent Agenda items:
1. Minutes of the August 4 and 11, 2014 Council meetings
2. Accounts Payable: EFT Payments & Claims Checks #82497 through #82582 dated August 5,
2014 through August 18, 2014 in the amount of $457,177.89

NEW BUSINESS
Interlocal Agreement with Snohomish Conservation District for NPDES support
Storm Water & Natural Resources Manager Bill Blake Public requested council approve the Interlocal
Agreement with the Snohomish Conservation District for NPDES support.
Dick Butner moved and Jesica Stickles seconded the motion to approve the Interlocal Agreement with the
Snohomish Conservation District for NPDES support and authorize the Mayor to sign it. The motion was
approved by a unanimous vote.
Ordinance for Tobacco/Smoke Free Parks
Assistant City Administrator Kristin Banfield spoke regarding the proposed ordinance for tobacco free
parks and requested council approve it. Brief discussion followed.
Marilyn Oertle moved and Jesica Stickles seconded the motion to approve the proposed ordinance. The
motion was approved by a unanimous vote.
Cascade Valley Hospital Color Run for Women's Health
Kristin Banfield discussed the proposed road closure for the Cascade Valley Hospital 5K Color Run to
support women's health and requested council approve it.
Marilyn Oertle moved and Chris Raezer seconded the motion to approve the road closures for the Color
Run pending the approval of a traffic control plan by the City. The motion was approved by a unanimous
vote.
ADMINISTRATOR & STAFF REPORTS
City Administrator Allen Johnson spoke on the entrance audit summary, the auditor's report on local
government finances, and spoke on the details of the bond re -finance. Finance Director Jim Chase
provided a report and spoke on the recent re -finance figures.
COUNCIL MEMBER REPORTS and MAYOR'S REPORT
Dick Butner, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles and Randy Tendering gave
brief reports while Jan Schuette had nothing to report at this time.
Mayor Tolbert thanked council for attending National Night Out and indicated the new airport manager,
David Ryan, would be introduced to Council at the workshop next week.
Councilmember Stickles gave credit to Volunteer Coordinator Maxine Jenft for organizing National Night
Out.
EXECUTIVE SESSION
Counsel Peiffle announced there would be no need for an Executive Session.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:50 p.m.
