Minutes of the Arlington
City Council Workshop
Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Debora Nelson, Chris Raezer,
Jesica Stickles, and Randy Tendering
Staff Present: Allen Johnson, Kristin Banfield, Bill Blake, Paul Ellis, Chris Young, Roxanne Guenzler,
and City Attorney Steve Peiffle.
Council Members Absent: None
Also Known to be Present: Jacob Kukua, Kirk Boxleitner, Bob Nelson and Sarah Arney
Mayor Pro-Tem Chris Raezer called the meeting to order at 7:00 p.m.
Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with
a unanimous vote.
WORKSHOP ITEMS — NO ACTION WAS TAKEN
Interlocal Agreement with Snohomish Conservation District
Stormwater Supervisor Bill Blake spoke to the Interlocal Agreement with Snohomish Conservation District
to provide a youth education program to support the City's NPDES Stormwater permit education program.
Discussion followed with Mr. Blake answering council questions.
Amendment to Title 20 to Caa the Number of Mariivana Producers and Processors
Building Official Chris Young addressed the proposed moratorium on marijuana producers and processors
via PowerPoint. Chris and Paul Ellis answered council questions throughout the discussion.
Ordinance for Tobacco/Smoke Free Parks
Assistant City Administrator Kristin Banfield discussed the proposed ordinance to adopt tobacco/smoke
free parks. It was noted a public hearing will be needed before the ordinance comes before council for
approval. Kristin and Counsel Peiffle answered council questions throughout the discussion.
Cascade Valley Hospital Color Run for Women's Health
Assistant City Administrator Kristin Banfield introduced Jen Egger and Clarie Logan from CVH who spoke
to the street closure for the Cascade Valley Hospital Color Run for Women's Health. Discussion followed
with council voicing concerns on traffic control, clean-up and business access.
Miscellaneous Council Items
Councilmember Debora Nelson voiced her concern that council was not made aware of the formation of
the Family Resource Center.
Community Development Director Paul Ellis announced David Ryan from Friday Harbor was selected for
the Airport Manager position. Mr. Ryan's planned start date is August 25tn
Councilmember Jan Schuette commented on the National Night Out and the Crime Prevention meetings
stating they were very well attended and good information was given to citizens.
