HomeMy WebLinkAboutSigned Minutes 08-04-14Minutes of the Arlington 1 City Council Meeting Council Chambers 110 East Third August 4, 2014 City Council Members Present by Roll Call: Dick Butner, Jan Schuette, Marilyn Oertle, Debora Nelson, Jesica Stickles, and Randy Tendering Council Members Absent: Chris Raezer City Staff Present: Kristin Banfield, Jim Chase, Jim Kelly, Eric Scott, Paul Ellis, Chris Young, Bruce Stedman, Maxine Jenft, Roxanne Guenzler, and Steve Peiffle — City Attorney Also Known to be Present: Mike Hopson, Jacob Kukua, Kirk Boxleitner, Bob Nelson and Sarah Arney Councilmember Oertle called the meeting to order at 7:00 p.m. and the pledge of allegiance followed. APPROVAL OF THE AGENDA Debora Nelson moved to approve the agenda. Jesica Stickles seconded the motion which passed with a unanimous vote. INTRODUCTIONS OF SPECIAL GUESTS AND PRESENTATIONS None PROCLAMATIONS None PUBLIC COMMENT None CONSENT AGENDA Debora Nelson moved and Randy Tendering seconded the motion to approve the Consent Agenda which was unanimously carried to approve the following Consent Agenda items: 1. Minutes of the July 21 and 28, 2014 Council meetings 2. Accounts Payable: EFT Payments & Claims Checks #82389 through #82496 dated July 22, 2014 through August 4, 2014 in the amount of $575,392.30. 3. Payroll: EFT Payments & Payroll Checks #28173 through #28193 dated July 1, 2014 through July 31, 2014 in the amount of $1,202,924.55. PUBLIC HEARING Ordinance on Marijuana Processor & Producer Moratorium Building Official Chris Young addressed the proposed ordinance regarding moratorium on marijuana processors & producers. Councilmember Oertle opened the Public Hearing at 7:04 pm. Page 1 of 2 Minutes of the City of Arlington City Council Meeting August 4, 2014 Steve Ciccarelli - 16918 62nd Ave W, Lynnwood WA 98037 whose business is located in Arlington Advanced Manufacturing Complex spoke to public safety, health, odor, density and jobs regarding marijuana producers and processors. With no one else wishing to speak on the matter, the Hearing was closed at 7:14 pm. NEW BUSINESS Public Art Proposal — Mural on Old Water Treatment Plant Assistant City Administrator Kristin Banfield spoke to the proposed art project by youth at risk and requested council approval. Debora Nelson moved and Jesica Stickles seconded the motion to approve the proposed mural on the Public Works vacated water treatment plant on West Avenue. The motion was approved by a unanimous vote. Lease Terms for Police Department South Substation Public Safety Director Bruce Stedman spoke to the request to approve the lease agreement to reestablish a substation in Smokey Point. Jesica Stickles moved and Debora Nelson seconded the motion to approve the proposed lease with RH Smokey Point Shopping Center Associates, LLC and authorize the Mayor to sign it. The motion was approved by a unanimous vote. ADMINISTRATOR & STAFF REPORTS Paul Ellis reminded council of the National Night Out to be held on August 5'h — eight neighborhoods are participating. Council and several staff will be attending. COUNCIL MEMBER REPORTS and MAYOR'S REPORT Jan Schuette, Debora Nelson, Jesica Stickles gave brief reports, while Dick Bunter, Randy Tendering and Marilyn Oertle had nothing to report at this time. EXECUTIVE SESSION Counsel Peiffle announced there would be no need for an Executive Session.
