HomeMy WebLinkAboutSigned Minutes 07-14-14Minutes of the Arlington City Council Workshop Council Chambers 110 East Third Street July 14, 2014 Councilmembers Present: Dick Butner, Jan Schuette, Marilyn Oertle, Chris Raezer, Debora Nelson, Jesica Stickles, and Randy Tendering Staff Present: Kristin Banfield, Paul Ellis, Jim Kelly, Bruce Stedman, Eric Scott, Kris Wallace, Deana Dean, and City Attorney Steve Peiffle. Council Members Absent: None Also Known to be Present: Mike Hopson Pro Tern Mayor Chris Raezer called the meeting to order at 7:00 p.m. Marilyn Oertle moved to approve the agenda; Randy Tendering seconded the motion, which passed with a unanimous vote. WORKSHOP ITEMS — NO ACTION WAS TAKEN Snohomish Regional Drug & Gang Task Force Interlocal Agreement Public Safety Director Bruce Stedman and Snohomish County Drug Task Force Commander Pat Slack spoke to the Interlocal agreement with the Snohomish Regional Drug & Gang Task Force (SRDGTF) for 2014-2015. Discussion followed with Chief Stedman and Commander Slack answering council questions. Water Treatment Plan Backwash to Wetland Public Works Director Jim Kelly spoke to the Backwash to Wetland Project. Four bids were received with E&D Excavating being the lowest bidder at $49,390.80. The engineer's bid was $50,000.00. Brief discussion followed with Jim answering council questions. 67th Ave NE Final Phase Change Order #8 Jim Kelly reviewed the proposed final change order #8 on the 67th Ave NE project indicating this will account for all final project material overruns and underruns, not to exceed $52,000.00. Jim answered council questions throughout the discussion. Washington Federal Water Use and Utility Easement Agreement Jim Kelly discussed the water service and utility easement agreement for water service to properties located in the vicinity of the Burn Road Reservoir and answered council questions. Surplus York House Community & Economic Development Director Paul Ellis discussed the .56 acres of city owned property at 3209 180th Street indicating the need to surplus and tear down the existing structure. This property could then be re -developed, accommodating up to three new single family homes. Discussion followed with Paul answering council questions. Cities of Mount Vernon and Burlington City Attorney Steve Peiffle reviewed by PowerPoint the effects of the December 4, 2013 ruling in the Wilbur v. Cities of Mount Vernon and Burlington case including a proposed resolution to adopt public defender standards. Discussion followed with both Steve Peiffle and Assistant City Administrator Kristin Banfield discussing the steps Arlington will need to take to its public defense system to ensure compliance with this ruling.
